PEOPLE'S PARTY WAIL.
Cbilrmaa Washburn Makes a State
meat Retarding the Situation'
Viewed from His Standpoint.
Chlcaffo, Nov. 4. The follotvlnR state
ment of the proddpntinl situation was
iKsund tonight by Chairman "Washburn,
of the Chicago headquarters, People's
Party committee:
To the voters of the United States: Our
facilities for receiving the election re
turns are equal to any. We know from
private ailvlres and the returns up to
date that McKlnley is not elected. On the
other hand the latest returns justify our
claim that 'Mr. Bryan is elected.
It is one of the peculiarities of the Re-tsliblk-an
ejitrpriKe that they always
claim everything In sight a few hours
hefora election. In 1876 as well as In 1881.
It was not known for three or four days
which candidate had won. Although the
early returns Indicated Republican sue
cess. Democratic followed. Again, four
years ago, the early returns favored Har
rison's election, while the subsequent
ones elected Cleveland. This year the
early returns favored McKlnley because
they came from the eastern and middle
states, and from the cities of other states,
while the returns from the south and
west were withheld so as-to stampede
public sentiment that McKlnley was
elected, whether he was or not, and thus
create sentiment In advance which would
operate to bis advantage In case the
election was contested, while on the
other hand, had the first returns an
nounced Bryan's success, and a contest
resulted tbers (would be an uprising of
the people through fear of a repetition
of the Tililen episode.
We have positive evidence that the
lt-put)li(Hll national committee has hired
their state committees to claim eertuln
states which are In doubtl We shall
noon vigorously press the question, viz:
If it Is not for the purpose of manipulat
Inx them, why are they held hack? We
want the Amertcun people to be patient
and calm and to wait for the official re.
turns and pay no attention to the false
reports sent out by manipulating com
mittees. The will of the people will never again
lx defeated through the manipulation of
returning boards to capture the presi
dency. The political crime of 1876 will
lie resisted if repeated.
The returns this evening; Indicate that
Mr. Bryan will carry all of the states
west of the Missouri and south of the
I'otomae, which lndudo Maryland and
Delaware, making 2X9 electoral votes.
Delaware Is still In doubt, hut are sure
of one elector, which makes 210. Added
to this Michigan's 14 votes or Indiana's
15 votes and It Insures Bryan's election.
The returns from both of these states
show positive gains for Bryan in all of
the suburban districts.
The claims of the Republicans were
Tased on the reports from the city elec
tions, RESULTS IN ENGLAND.
It Is Thought That JMcKinley's Elec-

election In America. In Glasgow mer
cantile circles It Is believed that the
result ot the election will stimulate ex
ports to the United States and there is
a desire to rush export trade as much
as possible before McKlnley takes his
sent, the general expectation being that
a hiilli tariff of at least 2 cents will be
inipoxeil upon sugar.
No dotilit Is entertained Hint there
will lie a rush in the woolens and soft
goods markets or that the iron and
steel trade will lie so busy that tin1 de
livery of gontls before March I8!7, will
be virtually impossible.

The people of the I'nited States
should ne.ver be unmindful of the grati
tude they owe the God of nations for his
watchful eara which shielded them
from dire disaster and pointed out to
them the way of ieace and happiness.
Nor should they ever refuse to ack
nowledge with contrite hearts their
proneness to turn away from God's
teachings, and to follow with sinful
pride after their own devices.
To the end that these thoughts may
be quickened, it Is fitting that on a
day especially appointed, we should
join together In approaching the throne
of grace with praises and supplication.
Therefore, I, Grover Cleveland, presi
dent of the United States, .do hereby
designate and set apart Thursday, the
twenty-sixth day of the present month
of Novemlier to be kept and observed
as a day of thanksgiving and prayer
throughout our land.
On that day let our people forego
their usual work and occupation, and
assemble In their accustomed places
of worshlu, let them with one uccord
render thanks to the ruler of the uni
verse for our preservation as a nation
and our iblivernncc from every
threatened danger: for the pence that
has dwelt within our boundaries; lor
our defense uurniust disease and pes
tilence during the yenr that has passed:
for the plenteous rewards that have
followed tile labors of our husbandmen,
and for all other blessings that have
vouchsafed to us. And let us. through
the meditation of llim who has taught
us how to pray, implore the forgive
ness of our sins and a continuation of
heuvenly favor.
Let us not forget on this day of
thanksgiving, the poor and needy: and
by deeds of charity let our offerings of
praise be made more acceptable In
the sight of the Lord.
