THE SCR ANTON TKIBUNE-FRlDAT MORNING. SEPTEMBER 4, 1896.
PALMER NOMINATED
AT INDIANAPOLIS
Concluded from Page L
the ropubllo whose food and shelter,
comfort and prosperity are attacked by
higher taxes and depreciated money.
In fine, wo reaffirm the historic Demo
cratlo doctrine of tariff for revenue
only. , i
Wo demand that henceforth mod
ern and liberal policies towards Ameri
can shipping shall take the place of our
imitation of the restricted statutes of
the eighteenth century which have
been abandoned by every maritime
power by the United States, and which,
to the nation's humllation hnve driven
American capital and enterprise to the
use of alien flags and alien crews, have
made the Btars and striiies an almost
unknown emblem in foreign ports and
have virtually extinguished the race of
American seamen. We oppose the pre
tence that discriminating duties will
promote shipping, that scheme an in
vitation to commercial warfare upon the
X'nited States, un-American in
the light of our great com
mercial treastles, offering no gain
whatever to American shipping,
while greatly increasing ocean freights
on our agricultural and manufactured
products. The .experience of mankind
has shown that by reason of their nn
tural qualities. 'gold Is the necessary
money of the large affairs of commerce
arid business while sliver Is conveni
ently adapted to minor transactions
and the most beneficial use of both to
gether can be secured by the adop
tion of the former as a standard of
monetary measure and the mainten
ance of silver at a parity with gold by
Its limited coinage under suitable safe
guards of law.
Thus the largest possible enjoyment
of lioih metals is gained with a value
universally accepted throughout the
world which constituted the only prac
tical bltm-tnllic currency, assuring' the
most btable stamlui'd and especially
the best and safest money for all who
earn their livelihood by labor or the
produce of husbandry. They cannot
suffer when paid In the best money
known to man, but are the peculiar and
most defenseless victims of a debased
and fluctuating currency, which offers
continual proiits to the money changer
at their cost. Realizing the truths
demonstrated by long and public in
convenience and loss, the Democratic
party. In the interests of the masses
and of equal justice to ail, practically
estullshed by the legislation of 1SU4 and
1S53 the gold standard of monetary
measurement and likewise entirely di
vorced the government from bnnklng
and currency issues. To this long es
tablished Democratic policy we adhere
and Insist upon the maintenance of the
gold standard and of the parity there
with of every dollar Issued by the gov
ernment, and are firmly opposed to the
free and unlimited coinage of silver
and to the compulsory purchase of sil
ver bullion. Hut we denounce also the
further maintenance of the present
costly patch work system of national
paper currency as a constant source of
injury and peril. We assert the neces
sity of such intelligent currency reform
as will confine the government to Its
legitimate functions, completely sep
arated from the banking business and
afford to all sections of our country a
uniform safe and elastic bank curren
cy under governmental supervision,
measured in volume by the needs of
business.
PRAISE FOR CLEVELAND.
The fidelity, patriotism and courage
with which President Cleveland has
fulfilled his great public trust, the high
character of his administration. Its wis
dom and energy in the maintenance of
civil order and the enforcement of the
laws. Its equal regard for the rights of
every class and every section, Its firm
and dignified conduct of foreign affairs
and its sturdy persistence in upholding
the credit and honor of the nation, are
fully recognized by the Democratic
party and will secure to him a place In
history beside the fathers of the re
public. We also commend the administration
for the great progress made In the re
form of the public service and we en
dorse Its effort to extend the merit sys
tem still further. We demand that no
backward step be taken, but that the
reform be supported and advanced till
the undemocratio spoils system of ap
pointments shall be eradicated. We
demand strict economy in the appro
priations and in the administration of
the government.
We favor arbitration for the settle
ment of international disputes. Wo
fnvor a liberal policy of pensions to de
serving soldiers and sailors of - the
Vnited States.
The supreme court of the United
States was wisely established by the
framcrs of our constitution as one of
the three co-ordinate branches of 'the

NOMINATIONS MADE.
A motion to take a recess was voted
down and on motion of Mr. Breckin
ridge, of Kentucky, the convention pro
ceeded to the nomination of candidates.
The roll of states was called. Alabama
yielded to Kentucky, and Mr. A. J. Car
roll took the stand and announced that
Henry Watterson did not desire his
name to be presented to the convention.
1 L. Kelborn, of California, placed
General John M. Palmer, of Illinois, In
nomination. Mr. Jones, of Wisconsin,
nominated General Bragg. General
Palmer's nomination was then seconded
by Florida and Georgia. Other states
were called, but had no candidates.
, Missouri seconded the nomination of
Bragg. Nebraska answered that the
state had already furnished one too
many candidates for president Oregon
seconded both Bragg and Palmer. Ten
nessee and Washington seconded Pal
mer. When Illinois, which had been
passed, was reached, Judge Thomas A.
Moran declared Illinois had been silent
because their lips were sealed by the
command of Hon. John M. Palmer, and
I now apeak without his consent. In
his selection you will honor. Illinois and

American people will forever settle the
question of free silver. As the roll was
called and showed thnt Senator Palmer
was receiving- a very large majority,
General Braggr arose and thanking those
who had given him their support, moved
the unanimous nomination of Senator
Palmer. Thla was carried, and the
chairman announced officially that Gen
eral J. M. Palmer Is the nominee of the
national Democratic party for president
of these United States. As soon as the
announcement was made there was an
outburst of wild enthusiasm on the part
of the convention. The Hags and ban
ners that were within reach were caught
up and the "march of the standards"
around the convention hall was per
formed amid shouts and cheers.
FOR VICE PRESIDENT.
An soon as the uproar subsided the
chairman announced that the nomina
tion of candidates for vice president
was next In order. There was no use
loss formality about that proceeding,
calling of states, alphabetically, but
the secretary started at once with Ken
tucky, when Mr. W. U. Browser of that
state made a speech nominating Gen
eral Simon Bolivar Buckner. The con
vention was impatient at the speech,
but was ready to declare the nomina
tion, and the chair put the question
and declared that General Buckner
was the nominee of the National Dem
ocratic party for vice president of the
Vnited States. This announcement,
like the other, was followed by loud
cheering and by the procession of the
standards that of Kentucky being
carried by a colored man. During the
procession the band played "America"
"Yankee Doodle," "Dixie," and the en
thusiasm was great.
The following resolution was offered
by Mr. Brodhead, of Missouri, and was
carried:
Resolved, Thnt the national committee
shall have full power to arrange for the
placing of all candidates nominated by
the nation on the ballots of the respective
states In the manner required by the elec
tion laws of said states, that said commit'
