New York, Aug. 19. The Immediate
effeet of W. Bourke Cockran's speech,
while not particularly noticeable in the
tradings in the Stock Exchange today,
was apparent in the hopeful expressions
of bunkers and brokers, who did not
hesitate to say that the Bryan tactics
nnd the movement of the Propocratlc
party hud been met and turned in a
masterly manner by the distinguished
orator, hut the most pronounced ef
fect was to be Keen In the sharp decline
In the price of the very metal which
Bryan and his follower worship so as
siduously. Silver was lower today than it has
been for year, und the Indications are
that the wlillo metal will continue to
decline In juice. The decline today wus
marked In both the Commercial bur sli
ver and the Mexican silver dollars. The
former fell from 65 at the opening of
the market to 65 before noon, and Mex
ican silver dollars declined from i'S to
61 cents.
The primary reason for thl decline
Is said to he the general conviction that
the silver cause cannot win. The de
creased demand in London for Indian
exchange as well as the falling off here
of the demund for China exchange have
depresslngly affected the local market.
This decline hus started talk of gold
Importation as the sterling exchange
has also declined lo a point which would
make the purchase of gold an apparent
ly good speculation. F.xperts calculate
that a shipment of 100.000 in gold bars
bought now Would produce here $4Mi.
100. which, with the expenses of freight
and Insurance would give u specie point
of 4.S5. The specie import point today
was i.S2' and 4.84 for bar gold in Lon
don. This condition also operates to
cause a decline in silver.
Bullion brokers here have made
special Inquiry in London on the mat
ter of future delivery of silver in burs.
These Inquiries have resulted in the
information that In the lust, three
weeks contracts registered for the- fu
ture delivery of silver have amounted
lo only about 60 per cent, of what they
were ut the corresponding' time last
year.
At noon the foreign exchange market
wus decidedly weaker, und bullion
brokers are prepared for a shurp de

The Mercantile Safe Deposit com
pany holds 1.769,3S1.97 ounces of silver
bullion against which 17ti9 certificates
are outstanding, consisting of 1759
green and 10 brown certificates.
One of the latest victims of the sil
ver craze is the Argentine National
bank of Argentine, Kansas, a suburb
of Kansas City. The correspondent of
the Argentine bank in this city I the
Hanover National bank. When In
formed of the bank's failure Cashier
Hnll. of the Hanover National bank,
snid:
"The Argentine bank 1 a small affair,
and does not owe ti a penny. The col
lapse of a building boom in Kansas
City has caused muny banks to go tin
der, and people becoming alarmed by
the silver craze probably began to
draw their money out of the Argentine
bank, and It bud to suspend."
At 10 o'clock it was reported on the
street that a leading banking house
had arranged to import $2,000,000 in
gold.
The stringency In time money which
has prevailed for some time wus among
the chief reason for the stock market
opening Weak today. The price which
maintained at the opening were 011 an
average of 11 point lower than ut the
close yesterday, but quick trading gave
the market something of a tone, indi
cating that It weakened condition Was
due more to speculation than to legi
timate trouble.
