convention, Is an admission that the
convention Is qualified to act upon it.
If this be true in the one ense of the
substitute should Mr. Ilnrrity refuse
to put the motion for adoption of the
substitute some silver member of the
national committee on the platform will
put the question himself, and the Hist
skirmish between the gold and silver
factions will bu precipitated.
