Washington, March 11 With the ex eantion of one rather curious episode at-he opening- of today's session, the senate was entirely relieved or an con sideration of the question of Cuban bel ligerency, and had its attention turned to the financial question. An allusion had been made In Mr. Sherman's speech on Thursday to a private communica tion which Mr. Lodge, of Massachusetts, was supposed to have received from the secretary of state, and to have made known confidentially to the committee on foreign relations. Mr. Lodge sold Mr. Sherman had fallen Into an unin tentional error: that he had no Inter view with Mr. Olney, and had received no private communication from him, and that the paper which had been sent from the state department and had been read to the committee on foreign rela tions by one of Its members was the statement by the Spanish minister giv ing the 'Spanish version of affairs In Cuba. Mr. Sherman admitted the mis take im-hud fallen Into, and toia-sug-sre4J0n.tha.t he should communicate the paper to the senuteli replied that It was a matter ptdy to b reau m execu tive session. Mr. Hoar, Massachusetts, and Wolcott, Colorado.commented upon the peculiar position In which the mat ter was thus placed, and Mr. Hawley, of Connecticut, indicated his purpose to move that the senate Insist on its disagreement to the house substitute for the Cuban resolution and ask for a further conference. The financial condition of the govern ment was presented In a four-hour frlieech by Mr. Cockrell. Missouri, in which he argued that every govern ment obligation, with the single ex ception of gold certificates, wus pay able In gold or sliver coin, at the op tion of the government, and he charged that Charles Foster, while secretary of the treasury, had. In October, ISM, sur rendered, volunturlly, meekly and sub missively, the right of the government to redeem the United States notes or ayreenbuck 111 silver as well as gold. The Republican strength In the house of representatives was increased by one this afternoon, when by a vote of 173 to 09, Giutton A. Robbins, Democrat, was declared to be not entitled to the seat occupied by hltn as a represent ative from the Fourth district of Ala bama, and William F. Aldrich, his Re publican, opponent, was placed there in. This result followed a two day's debate of the report of the committee on electlonx No. 1, today's session being occupied by Mr. Dinsmore (Dem., Ark.) in a three hours' speech in behalf of Kobblns, and Mr. Daniels (Rep., N. Y.) chairman of the committee, closing In an argument in an hour more for Aid rich. The Republicans now number 247 members, the Democrats. 101; Pop ulists, 7, and Sllverltles, 1. There Is a vacancy from the Eleventh Texas dis trict, caused by the recent death of Representative Craln. Mr. Aldrich ap peared at the bar and was sworn in by Speaker Reed, amid Republican ap plause. The vote was along party lines, the) Populists uniting with the Repub licans in voting Robbins out. Mr. White, of Illinois, was the only Republican, who voted for Robbins, while Messrs. Cobb, Dockery anil Dear mond (Dem., Mo.) voted with the Re publicans for Aldrich. Before the election case was taken up two bills were passed. One wob to re quire thut engineers and assistant en gineers on steamers sailing under American registers shall be American citizens. The other was the tonnage tax bill, repealing the reciprocal pro visions of the law of 1884, of which only Germany and the Netherlands took ad vantage, and, reducing the tax on the coastwise trade between the Americans between the United Stutcs and the West Indies and between the United States and Hawaii from three to two cents a ton. Dun and company will say tomorrow in their weekly review of trade: Failures for the week have been 300 in the United States against 266 last year, and sixty In Canuda against 57 last year. Waiting is still the rule. Large hope, but little actual business explains the strength of some markets and the weakness of others. Thus far there is a decided Increase In the demand for boots and shoes, secured by consider able concessions in price, but In other branches of business concessions are made In vain or are not made. Mean while it is encouraging to know that one of the most Important business In terests has realized definite Improve ment. As prices about Feb. 21 were on the whole the lowest ever known In this country, considerable space Is given this week to comparison of quotations in the most important branches of man ufacture, which show the extent of re action Rlnce the rise last fall. It Is especially noteworthy that prices of materials have varied quite differently from prices of manufactured products. Thus cotton Is 27. per cent, higher than a year ago, but cotton goods aver age only lft.7 per cent. Wool Is but 5.3 per cent.. higher than a, year ago, but woolen goods ore on the whole about 4 per cent, lower. I'lg Iron is only 17 per cent, higher than a year ago, while finished products of Iron and steel aver age 45 per cent, higher. Boots and shoes are practically not higher than a year ago, while leather hus risen 11.5 per cent, and hides at the moment are only 2.2 per cent, higher. These com parisons are Important because they disclose something of tho grave dislo cation of prices which Inadequate con sumption and combinations have pro duced. , The market for wheat Is weaker with no better reason than the government report of wheat in furmers' hunds, which Is altogether out of keeping with the government estimate a year ago, and yet Is probably more nearly cor rect. Western receipts still exceeds lost year's and for two weeks have been 4.567,392 bushels against 8,636.715 last year, while the Atlantic exports, flour included this week a little small er than a year ago. have been for two weeks 2.291.0SI7 bushels against 3,510.152 last year. Corn Is a shade firmer with out apparent reason and cotton goods gained a sixteenth although the pros pect of yield this year Is at least as good as It has been at any time.
