The water question is still uppermost In this city. Two proposed -new com panies -want franchises and were In con sultation with the water committee of the city council on Saturday. The Citi zens' Water company proposes to gup ply the city from the Lehigh river. At torney Henry Dunning was the spokes man for this company and presented things in a rosy light. Next came Attorney Sutler, repre senting the Campbell's Ledge Water company. This company proposes to bring water from the Susquehanna river at Campbell's Ledge, above Pitts ton, and wants such franchises as may be necessary to secure a foothold. Representatives of the Crystal Spring Water company wore also present and announced that that corporation pro poses to go on laying pipes from the Le high 'Ivor beyond Hear Creek to some point near Penobscot, there empty into Pine Run and conduct the water to the reservoir near the foot of Xo. 2 Jersey Central plane. In the meantime the Le high Coal and Navigation company has served notice on all concerned that un der the charter the water In the Lehigh river helongs to them and threaten an Injunction on any concern that inter feres with their franchises. At the conference President Harvey, of the city council, made the Interest ing announcement that some Scranton company had already seized on the Le high river and was preparing to cap ture Its water for the city of 'Scranton. There are complications within compli cations In this water problem. BOWMAN AND J1ETZGER. Will Both, or Neither, Be Hanged for the Arabian Peddler Murder? The refusal of the Supreme court to grant a. new trial to William Penn Bowman, convicted of murder In the first degree, leaves the young murderer only one more chance, and' that Is an appeal to the board of pardons for a commutation of sentence. Bowman Is a mere boy, as Is also his accomplice, Metzgar, who has not yet had his trial. These two, more than a year ago, robbed two Arabian peddlers within the city limits, killed one of them and wounded the other. Each accuses the other of firing the fatal shot. The usual amount of maudlin sympathy Is being expended In the community on these two young culprits. By their own admissions they attacked the two .Arabian peddlers for the purpose of robbing them. In the eye of the law both are equally srullty, even though only one did the shooting. The peddler who survived Identified Bowman as the one who ehot him. Metzgar Is to be tried soon, and for some reason Bowman' friends hope that in some way he will be benefitted ty tha evidence to be produced. Kither both or neither should pay the full pen alty for the crime they Jointly com mitted. PLACING THE RESPONSIBILITY For the Ilorrlblo Accident at the Dorranee Colliery. Among miners and others employed at the mines the opinion is universal that the accident by which six men lost their lives at the Dorranee colliery a week ago was one of the kind of mine casualties that could and should have been averted. A majority of the vic tims were young men attached an en gineer corps who had entered the mine to do some necessary work. They were accompanied :by the Are .boss, whose duty It was to examine that portion of the mine arid ascertain that It was safe and free from gas. It Is alleged that the fire "boss made such exam ination a few hours before the engi neers entered and found the condition of the mine satisfactory. However this may tie, when the. party entered the abandoned chamber, the explosion oc curred almost immediately, fatally burning trlx persons, four of them mem bers of the engineer corps.' It Is ad mitted that naked lamps were used. There Is -work here for the mine Inspec tor and he should perform It thorough ly and Impartially. That the accident was the result of gross carelessness is absolutely certain. ' BOLD BURGLARY. A Clothing llonse Robbed In the Heart of the City. On Saturday morning, when the great clothing house of "Weltzenkorn, on SoutlviMaln street, near the tiquare, was opened, the discovery was made that during the preceding night burg lars had effected an entrance through the skylight and helped themselves to whatever took their fancy. Among other things of value missed were seven gold medals of considerable value, seyeral suits of clothes, umbrel las, etc. The stock carried by the firm Is so large that It Is difficult to ascer tain how much was actually taken. The establishment Is located In one of the most frequented places In the clby, and Is Illuminated all night by power ful electrlo lights, and It seems almost Incredible that the police whose beat Is In front of the store failed to detect the burglars. BANKER ROCKAFELLOW. Revival of Interest in His Case-Ills Bondsmen. As the time approaches when Banker Rockafellow's term In the penitentiary will expire Interest In his case Is some what revived. A number of other In dictment are 'hanging over his head, and the question Is whether he will be further prosecuted when : he emerges from his present Imprisonment. There are 4)nanjr victims who still feel very. - Barre. bitterly toward the venerable ex-bank-?r, and who will not be convinced that be did not systematically rob them, ind who are also convinced that much )t the money belonging to them Is hld Jen away somewhere. IHut, there Is ilso a good deal of sympathy expressed for the old man, and hundreds of resi dents would sincerely regret to see him again brought Into court. Hockafellow's bondsmen, as city treasurer, who are liable for between $50,000 and $0,000 of city funds that dis appeared In the wreck, will have an other chance, by reason of the deolslon of supreme court, ordering a new trial f the case. These bondsmen, J. W. llollenback. Robert iMltchell and Isaac Livingstone, have resisted payment on i tur.h.vinniui.xi iKnlt was brought and Judgment went against them. An appeal was taken to the supreme muri and another trial Is the result. They will, eventually, doubtless have to pay a considerable amount, but It Is be lieved that the Money in Rockafellow's hands, known as the sinking fund, can not be recovered. BRIEF NOTES. Saturday evening was a busy one for the police and the Btatlon house was tilled with tramps, vagrants, drunks and other petty offenders. Michael Toole, a lad employed at Hnupt & icon's planing mills, on Sat urday morning had one of his hands badly manled by a circular saw. That energetic hustler. Wol. Hlvsch. Is organizing a new telephone company that proposes to wire a considerable portion of Luzerne county, and give cheap service. Rev. Dr. Webb preached his fare well sermon to his congregation In the Central Methodist Episcopal church last evening. He goes to .Syracuse to serve a church. Two 14-year-old boys are In the coun ty Jail for attempting to rob the Colum bia House, a hotel at Georgetown Heights. The excursion to Gettysburg to dedi cate the tablet of the One Hundred and Vortv-thlrd regiment. Pennsylvania Volunteers, will leave this city at 10.50 this morning. It is expected that the excursionists from here will number about 209. The fare for the round trip is S4.S7. TUNKHANNOCK. Among those who launched their bark on the matrimonial sea the latter part of the week were Cyrus J. iStepliens, of Nicholson, and Alice J. Carpenter, of Clinton township; Alpheus T. O'Dfll. of Oaterhout. and Maltlah H. Frear, of South Eaton. At the sheriff's sale Saturday of the real estate of John Hay. of Noxen township, the property was knocked down to James AV. The death of Mrs. Judsfln Knapp, of Vose, whose critical condition on ac count of an apoplectic shock has been heretofore noted, occurred on Friday. The funeral was held yesterday at the house, at 1 p. fn and Interment made in the Lynn cemetery. She was 63 years of age, and left a husband and two sons, on of whom Is married and lives at the homestead. The other has been at Durango, Col., for several years. Hev. J. K. Peck, of Kingston, visited his daughter, iMrs. J. Wood 'Piatt, on Saturday. Mr. and Mrs. C. W. Hoffa went to Sullivan county Saturday. The former has been In very poor health for a long time, but is slightly better now. Farmers In this section are adopting the wide tire wngon. one of the most important steps toward good roads that has been taken for years. The wheels are all Iron and' the tires are broad enough so that rutting the road Is al most impossible. Nothing Is more de structive to the average country road than ruts, in which the water follows at every rain, cutting channels and de stroying more road In an hour than can he rebuilt In a day. The bicyclers hall the wide tire with delight, and the wonder Is that farmers did not see the wisdom of adopting them generations ago. The projected furniture and under taking establishment to be erected1 on Bedford Park does not yet materialize, and, to all appearances, has been abandoned. In any way or Inconvenience travel along said streets, and upon failure of said company to keep tho portions of said streets so oc cupied by them In proper repair, ami In case of failure to properly maintain the same, the street committee of said bor ough shnll have tho right to do the same, after ten days' notice to any of the chief officers of the said company, nnd collect the expenso thereof In an action of as sumpsit, or other action, as the law In such case may provide. And at all inter sections of snld railway on said streets, planks shall be placed to make the road wsy on the side of their track when their railway shall run upon the side of the street, where It Is possible to do so. Section Fifth That the cars of snld compay shall not. be run faster than ten miles er hour through said borough lim its, under a pcnnlty of ten dollars ($10) for each and every offense, to be collected according to law. Section Sixth The said company shall have the right to use electricity by over head wires as a motor power, tho poles and rails to be located under tho direc tion of the street committee of said bor ough, so as to do no damage to the prop erty owners and travelers, snd said street committee shnll have the right to use the poles for fire alarm wires, provided, never, theless, that such use shall not Interfere In any way with the operation of said railway. Section Seventh That If any bridges along said streets over which said railway shall pass shall not be strong enough to accommodate said .railway and It shall he necessary to strengthen the Bame, tho said company shall pay the exnenses of strengthening said bridges, so far as the Sfl'inei shnll be occupied by them, the work to bo done under the supervision of said borough. flection Eighth If t anv future time said borough authorities shnll decide to pave said streets, said railway company shall pave at their own expense that part of the said streets of said borough used and occupied by them. flection Ninth That said railway com pany shall commence the construction of snld road within one year from the passage of this ordinance, and shnH com plete the same within two years- from tho passage of this ordinance.
