THE CONTROLLER TANGLE.
loscph D. Lloyd, tho Now Official, Has a
Rough Road.
Joseph I. OJoyd. who iwas appointed
controller by Governor Hastings .and
took the oath-of olllce yesterday, has e,
great many things to contend with be
rore tie Is easy In, his olllce and per
forming his duties. In the first, place
there Is no room for him in the court
house; thore is not a room in the whole
bulkllng which could be put at his dis
posal. The room occupied y Heeso
when he was controller Is now the as
tessor's olllce and Is used also by the
fllstrlct attorney to draw indictments
when the grand Jury Is In session.
Ajraln the commissioners will refuse to
pay him or any of his clerks salaries
until the constitutionality of the act
creating the olllce has been tested. The
claim to made that this act is as faulty
as was the one under which Keese held
Dfllce for six months as eontroller. Ihe
act creating the olllce does away with
the olllce of county auditors, and as the
present auditors have still a year to
l. rve. they decline to be legislated out
of olllce and will flgiht.
The commissioners will refuse to ftc
knowIedK" any authority that the con
troller will claim Is vested in him end
he will have nothing to do but wait
until the case Is decided by the courts.

y a mistake.
The commissioners of Luzerne coun

ome home from their vacation to make
t determined effort to make Lacka-ft-anna
county pay her Indebtedness to
Luzerne, and In addition to that they
.vli: ask that the dividing line between
:he two counties be so altered that the
tillage of Lackawanna will be added
:o Luzerne. The reason for tills Is the
fact that when Lackawanna county
ivas staked off the territorial limit of
:en miles from the county seat was de
termined and measured from the court
louse. The attorney general. In an
pinlon rendered to the surveyors lay
nir out the proposed Orow county, said
it meant ten miles from the line or city

snce In distance from the court house
:o the northern city line, a distance of
tbout a mile and a quarter will be
ilnlmed, which will bring the village of
Lackawanna in Luzerne.
