whereas, improvements mada by the foot
fiout rule all such expenses are avoided
and much time and trouble is suved. in
addition to these cases there has been a
large aiuouut uf important business trans
SCted during tln past year other than the
ordinary business of the law department.
There bare been thirteen sets uf viewers
appoiutei to asses alleged damages re
sulting from Street improvements, each ol
which have required constant attention
before viewers end iu the court. The
damages awarded by the viewers will
amount in the aggregate to 180,000, L'udei
direction of councils appeals have been
takeu in nearly ull cnse.
A complete 1o"ket lias been made uf all
case; upn uud pending in which the city
is a party; and nearly 1,000 liens which
have either beeu collected during the year
or have been previously paid and not sat
isfied, have beifii satisfied mid the record
so far cleared of the mass of open and uu -satisfied
liens.
A complete and efficient system for the
collection of liens has been introduced, so
that the clashing and coufusion botweim
the law aud the treasury departments
which gave frexpieut annoyance to tue or
Bcialt aud to tho taxpayers may be
obviated.
The collections of the department dur
ing the eleven months since May 1 have
amounted to more thau iiiO.OOO.
FINANCE!
The condition of tho finances of our city
at the present time is a source of pratilica
tioti. Our total bunded iudebiedness is
about WJt),5UU. The bouds and i asli in our
linking fund amount fo UH,400, leaving a

sessed valuation of about 810,000,000, t'io
annual receipts from taxation being suffi
cient to pay ths running expenses of our

The suggestion which 1 made to your
honorable bodies in my last annual com
munication aud which bat been adopted,
namely, to increase the salary of the chief
of tl.e tire department, and which directs
him to give his entire service to the city,
lias already beeu made manifest in the
improved efficiency of the department. 1
would earnestly recommend that perma
nent men b-.- addrd to the lists of tue vari
ous companies from time to time with tho
end in view that our fire eyslem shall
eventually emerge iutoa paid department,

I perative by the rapidly increasing popula
tion and area o tne city. I am muon
gratified to observe that your honorable
bodies have provided in your last appro
priation ordinauce for the purchase of n
chemical augiue for the usu of the depart

doubtedly save much valuable property
which bus oftentimis heietufure beau de
stroyed by water.
The honorable councils provided last
year for the purchase of two sites for the
lire depsrtmeuf, one tor tho May Aug
Hose connanv on Linden ttreet and one
for tho Cyttal lluse company o:i Mulberry
street, directly in the rear of tue city
building There is, 1 believe, sufficient
hinds lett from the appropriation lor the
erection of Olio of llle-e buildings. 1 would
suggest that it 09 the one iu tho rear of the
city building t- r the rea-ou that the lease
of the building now occupied by the Crys
tal Hose company expire- Within the next
year and also that the p ilee department
may be provided with a patrol station,
which Is much needed at the present tiui".
I would, therefore, earnestly urge upon
vosar honorable bodies that the building
ConWUitteee of the new councils be im
struevd to take this mutter up at once
and give it their most cueful attention.
STREET DEPARTMENT.
We are pleased to note tho increased
number Or our paved streets and the work
that is belUH done iu grading and other
wise improving those already paved: 823,
788.70 was spent during the 'past year for
pavements, and 89,287.00 for grading, but
the general condition of our uupaved
streets It a disgrace to the fair name of our
city. This is caueed, first, from tho fact
that during tbo past year tho ward appro
priations weiH notnnder tbe control of the
street department, nud second, to the iu
ndiuuacv of t ho amount appropriated lor
street purposes. When wo consider that
the number of miles or streets, avenues,
courts and places iu this city exceeds 1I'J,
we must admit that au appropriation of
814,000 is not KiiQlcient to keep those street.!
in proper repair, aud that it is impossible
for the street commissioner note the wash
outs and other imperfections upon our
highways, ana to tie able to repair the
same before any damage might occur with
the present arrangement of the Btreet de
partment. I suggested to the honorable
councils last year of the necessity of creat
ing two assistants lor this department. 1
held then, and 1 still hold, that tbe deal
ing of those offices would not of necessity
increase the cost of maintaining the de
partment. Wo could, under this arrange
ment, hold tl in responsible lor the condi
tion of the streets within their districts,
end also eliminate fiom our pay rolls the
expense of foremaiiship lu each aud every
wind In the city.
1 believe that this department of the city
gov.-ruinent la une of the most important
aud when we take iuto consideration Hint
we appropriate about $40,UOO to be ex
pended under the diiectlon of this depart
inent, we ought to provide means by
which this large amount wouid bo expend
ed with economy and to the best udvant
age. ENGINEER sj DIU'ARTMENT
From the tabulated statement made by
the city engineer for his report to your
honorable bodies we hud that tbe total
mileage of sewor luid iu the city is thirty
five. Tbe totul cost of sewers constructed
durinir the veur is flii.tMIO. and the total
cost of sewers luid up to the present time is
14:17.(100. The greater portion ot our sewer
system is in tho central wards of the city,
with' tbe remainder in the North lOud and
West Side. The southern end uf the city
bus thus far been without this most uecos
sary adjunct or every well reguluWd oeii
ter of population, but wo are glad to uute
that attention has lately been gifen to
this matter In that portion of the city, and
a project is uowon root to establish moth
er sewer district lu that locality ant thus
take the llrststep toward giving that por
tion of the city's population equal sanitary
conveniences with the lumninder.
I also take pleasure in calling attention
nt this time to the excellent manner iu
which the engineer's detartmott has
looked alter the various wuifcs of the city

which have been prosecuted under its su
pervision and also the complete set of
muiis nud drawings which have been made
of the city showing its entire system of
sewers aud tbo psved streets, showing the
material of wuicii they are constructed

Tho completion of those drawings now
renders it possible for every citizen desir
iug lu acquaint himself with the work the
city has been doing in this direction to do
so by consulting them as placed on trial in
the engineer'! department. This is the

placed in concise and satisfactory form at
the dispos'il of every citizen.
POLlOt DEPARTMENT.
Tho lioal adoption by tho honorable
councils of last year of the ordinance pro
viding the rules and regulations Tor the nd

conformity with our present ennrternud
providing for the udditlon of ten more
men to the workiug force is most gratify
ing. While tho number of polisemen is

patrol service, which its population and
area might leasouably demand, the will -iugunss
of the councils to piovide, from
time to time, additional men is evidence
that tbey are awake to tbe importance of
maintaining the efficiency of this depart
ment. 'lhe duties of nil officer are not at all
times of the most pleasant character, aud
while it may nppeur that he is too exact
ing in the performance of that duty, we
mutt remember that implicit obeilienco to
the law among aomu classes ia eutlrety dn
peudant upon the activity and prompt
ness in the enforcement of thosulawsby
the officers ot this depurtmeut, and must
of necessity bo upheld by the authorities,
The efficiency uttaiued by this depart
ment is largely due to the untiring efforts
of the chief of police, who has devoted his
time and euergy with one object iu view,
which bus beeu to give the public the best
possible police service, with the limited
force at hiscummtnd.
During the early part of last year the
poiico quarters in the city building having
beeu completed we removed the First p:e
cinct from ill old quarters iu the ( 'eater
,-treet station into the now apartments.
The condition of their new quarters is ex
cellent, as is also that of the Second mid
Fourth Precinct station homes, but the
condition uf the Third rrntiuet or North
Eud station house, which is located iu the
basement of the building occupied by the
Liberty Hose company, is miserable ami
uuhealthy. The sanitary arrangements of
the house beiug poor, after every rainstorm
ihe Moor is Hooded with water. The Cen
ter Street station house, having lost itr
days of usefulness ss a police Station, mid
t.eiug located in Unit portion of tho city
which makes the lot desirable for tho locu
tion uf a business block, 1 would advise
your honorable bodies to direct the proper
autuorilits to dispose of said property and
devote the proceeds to the repairing uf the
Third Product station house and tue bal
ance to be used for the police department.
Tho total arrests duiing tbe past vear, as
is shown by the uiouthly reports submit
ted by the police department, to your hon
orable councils, was 1.021, Tho total Hues
collected through this department from
various sources was 04,i!!S.03, which has
been paid over to the treasury, as riquiro !
bylaw. This amount shows an iuci ease
of 88,818.98 cents over the preceding year,
NEW LEGISLATION.
During the past year, in attempting to
enforce iHe ordinances which provide for
Ihe cleaning of our sidewalks, the ubattng
of nuisances, the removal of ohstructtons
from Ihe public highways, the digging up
of our streets without a permit, aud the
enforcement ol the ordinance regulating
the election uf buildings within the lire
limits, it has been found iu many cae
that thote ordinances either baro no pen
alty attached or were so losely drawn that
they could not lie enforced.
There ie no qnettion of the statutory
power of the councils to pass ordinances
which will effectual ly regulate all timae
matters. But us r-oou us an effort is made
to enforce them they come under the
critical examination of experienced law
yers aud therefore the greatest cure nud
the highest professiouul ukill is necessary
in their ureparatiou. 1 would therefore
ask your honorable bodies to have these
ordinances referred to the judiciary com
mittee iu conjunction with tbeclty solici
tor to prepare the necessary ordinances to
lover these irregularities. It is highly im
portant that tins matter should be at
tended to at once and that not only in the
present case, but that in ull future legisla
tion ordinance having penalties attuclied
nud ordinances providing for the grading
of streets aud the construction of sewers
it be necessary for (hem to receive the ap
proval of the city solicitor before their

fair price for the privileges granted it by
the municipal authorities. 1 refer to the
BorantOU Uluminatlog, Hear, and Power
company, which is furnishing tbe city
building mid engine houses 1 tieir light at a

annum in consideration of tbe Iraucbisus
granted.

and to prohibit the charging of double
fares within tlio city limits.
Our city ordinances are entirely lacking
in the regulation and restrictions which

have recently come to me that it is a com

unnecessary. 1 therefore suggest, that tho

couvenience nu ordinauce dealing with
this matter, which shall legulate the toll
rate lor cabs and also establi-di cab stands
nt convenient points throughout the city

As the citv of late has been either ac
quiring or negotiating for the possession of
lauds for public parks, I would recommend
that nn ordinance be passed relative to the
police regulations lor tbe prottctlou uf
oiiblio properly in these places.
As there li uoullict to some extent iu
certain provisions as embodied In the
building and tire limit ordinances, and us
tho expansion of the business portion of
the city would seem to necessitate the in
crease of the Ore limit for the better pro
lection of the business blocks in that sec
lion, 1 would suggest that tho matter bi
referred to the proper committee, with iu
structiutis to report an ordinance for the
purpose of enlarging the tiro limits ot ihe
city.

these bridges we shall not exceed the
amount allowed, nor should we ever con -some

greater outlay thnti we are authorized to
make.
With the knowledge we posWttol the
cost of the approaches, We can easily de
termine the amount that will remain for
the building of the bridges proper, and
cause the plans and specifications i f the
said bridges to be drawn up accordingly,
Under any circumstances, however, wo
would not be warranted lu n, matter ot
such grave importance to proceed with
any undue haste. The most careful at
tention should he given to every detail of
the work and the cut fully determined,
before the city ahull enter into any con
tract making It liable for any amount in
excess ofthe tnm appropriated; for It It
by this method ulouu that the undertak
ing can bo carried through to completion
to the satisfaction of yourselves uud of the
public whom they are intended to s-rve.
In conclusion, 1 desire to tbtUK the hon
orable councils uf the past year for the
courtesy which has been BO Uniformly ac
corded me; and also to think the heads of
the various ilepattmunts for tho support
and the cheerful co-operation they bave at
all times given me in the discharge of the
duties of my office. I hope that the cor
dial relations Which have ex.sted during
the year just closed between tho chief ex

continued during the ensuing year, with
the thought ever foremost lu our minds
that the business which we are hero to
transact for the public is an obligation
