Just previous, to the close of the schools for the winter vacation, promotions wore made in most of the schools "throughout thp city. In some divisions however, promotioilli were out of the question, owing to the crowded condi tion of the grades, above thorn, and, they were,' therefore, allowed, or rather compelled to re main as they 'were. After these promotions were made, several of the Grammar Schools and a few pf, the Secondaries had still a row vacant seats. Several members ,of the Board thought that this should not be the'ease so long as the lower grades wore, hi most instanees,so 'pooh overcrowded, and they suggested 'the propriety of tilling mini° Grammar and Sea ondary schools to not leas than tiftyon roll, regardless, in some measure, of the qualilica, lions of the pupils.
