AFTERNOON SESSION.
The Convention re -assembled at the appointed
hour; when Mr. Ginaz SierrH, jr., in the name
of the Committee on Resolutions, reported the
following, which were unanimously adopted :
Resolved, That, this Convention hereby ratify
the proceedings of the late Democratic County
Meeting, held on the 4th day of August, 1863,
and cordially endorse and re-affirm the princi
ples laid down in the resolutions adopted by that
meeting, embracing, as they du '
are affirmation,
re-adoption and approval of all the acts and re—
solutions of the Democratic Slate Convention
held at Harrisburg, on the 17th of June last,
and of the resolutions passed by the Democracy
of this County in August, 1861, August, 1802,
and April, 1563.
Reaolved, That we re-echo the sentiments of
the resolution of the Democrats of old North—
atepton, calling upon the Legislature to repeal
the charters of all corporations, that shall have
been engaged in proscribing men fur the exercise
of their political opinions, or excluding from the
institutions and public conveyances under their
control, the Democratic press of the country, and
we request the members from this county to aid
by all the means in their power this laudable
effort in behalf of constitutional freedom
Resolved, That we will yield obedience to all
la . ars constitutionally enacted, however objec,
tionable the same may be, as long as they are
uorepealed or not declared unconstitutional by
the Courts ; but that we firmly assert our right
of free discussion. and strongly denounce all
technical and illiberal forced constructions of
such laws.
Resolved, That the construction by the War
Department, placed upon the $3OO clause in the
Conscription Act, " that a drafted man is-to be
exempted for three years by furnishing a sub
stitute, and only for that particular draft by pay.

not in accordance either with the spirit and let
ter of the law or with common sense ; Section 13
of the Act plainly and distinctly placing both of
said classes upon the same basis, by providing,
that " such person so furnishing the substitute
or paying the money shall be discharged from
further liability under that draft."
Resolved, That the effect of said construction
by the War Department being adhered to, would
be to remove the burden of personal military
service under the Conscription Act, oppressive
as it is already under the most liberal construc
tion, entirely from the rich upon the shoulders of
the poor.
Resolved, That this Convention endorse the
course of Col. Wu. HOPECINs, of Washington, in
endeavoring to re impose the tonnage tax, and
reeognize in the nomination of the Hon. GRORGIC
W. WOODWARD, ouch a candidate as Col. Hop
kins indicated in his letter of declination.
Rea°dyed, That Hon. T. GLANCY JONNS be the
Senatorial Delegate, and WM. Roseurnat,,
Rs . S. HOTTENSTRIN and DANIEL BUSKIRK, be the
Representative Delegates, to represent Barks
County in the next Democratic State Convention.

Flour market, and a limited demand for 'shipment. Sates
reach about 3500 bble, mostly city mills and western extra
family, part at s6@6 25 :and part at a price kept private,
including 700 bble old stock at $5 25@0 50 $1 bbl. The
trade are baying in lots, an wanted, at $4 OQ@5 25 for FM
perfine, 373 @i 75 for eXtrae,lls 50G6 5U for extra faint.

former is selling in a small way at $5 t bbl. The latter
in arm at fully former rates. The receipts to-day are 1050

it at previous quotations. Sales reach about 6100 buehele in
lots, at 1 20 tot 30c for new reds, and 130 to 1350 for old

at from 140 to tel Mc, the latter for prime Kentucky. Rye
is dull, and offered at 90c for new, and Val 00 for old.
Corn to better and very genres, with sales of 2633000 bush
, at 63e for southern yellow ; SOc for white, and 73e for 111.-
1 feller do; western mixed is held at our highest ii4nres,
and nothing doing at the advance. Oats are firm, with
