express themselves in private letters received
here to-day to earnestly hopeful of the combined
naval and military operations, but they do not
mention any time for the reduction of Fort Sum
ter, 6;e., as promised by enthusiastic newspaper
correspondents. The work being heavy and re
quiring the UtMOSli akill and caution, they, with
u full appreciation of all the difficulties, pur
yisely refrain from exciting expectations of an
immediate and complete victory ; nor are speedy
of such a character anticipated by gen
tlemen in WaAington, who are best acquainted
with the plans and intentions of the command
ing officers.
It is stated in secession quarters here that the
people of Charleston will fire the city before it
shall fall into the federal hands.

Army of the Potomac says there is no change or
ii-itions of a. change of position. Adrian

Dear Sir :—Thiuking that you, as all others of
the human family, like to hear of your friends
and utiabbors, I will tell you (in a few words)
e little about the 48th P. S. M. We are now en
camped opposite Scranton, on the right bank of
the L•eckawanua river, and to the left of the
thriving little town called Hyde Park. The
place of encampment being an elevated sand
knoll, we have a splendid view of the town and
its surrounding vicinity, and always enjoy the
pure air of a northern climate. The boys are
all in good spirits, enjoy the blessing of good
health, have plenty to subsist upon, although it
does not consist of knick-necks or of such a
nature as most of US - were accustomed to have
at home ; but it 13 seek as the soldier or hard
laboring man requires. Everything is very quiet
here since we have arrived, and has been before,
as far as we know. Our trip to this place was a
pyous one; in foot the whole route from Head—
ing was one of enjoyment and pleasure, for at
the different stations where we were obliged to
atop, the boys received all kinds of refreshments
sod were treated in a kind and hospitable man
ner. Set at no place were we received and
waited on as we were in Scranton. In the morning,
after our arrival, the boys being anxious to see
the place, left for different parts of the town,
and they alt returned to Camp with their crow.

11 the citizens of Scranton, and on Thanksgiving
thy the Ladies of the place gave a free dinner to
the 48th, which was received and relished very
touch by all the boye, In conclusion, we would
say that we are separated from our homes, but
in nowise are we destitute of friends. We are
right among our brothers and sisters.

Pursuant to the resolution adopted-at the last
meeting, the Convention assembled at the Mer
chants' Hotel, Philadelphia, at 3 o'clock, on
Tuesday, August 11, 1863, Hon. GEORGE SANDER.

The following gentlemen were named to con
stitute a Permanent E_xecutive, committee, under
a previous resolution :—Mesers. Barr, Sander
son, Jones, Ward, Breslin, Neiman and Fulton.
After some discussion, the Convention ad
journed to meet at seven o'clock.
Petunia SEEBION-..The Committee on Reso
lutions reported the following, which were adopt
ed :
Whereas, The freedom of speech and of the
press has ever been a cherished right, founded
as well in reason as in law, and guaranteed to us
by the Constitution of the United States as well
as the Constitution of Pennsylvania.;
And whereas, Its maintenance is essential to
the intelligent exercise of the elective franchise;
And whereas Its abridgement or suppression is
a direct thrust at liberty; and in a popular gov
ernment like ours, a tacit confession that the acts
of those who attempt so unwarrantably to destroy
this sacred right will not stand the test of public
discussion and the verdict of a free people;
therefore
Resolved, That freedom of speech and of the
press is as necessary Le the perpetuity of liberty
as the freedom of the ballot box ; and that those
who assail the rights of the former would not
hesitate to strike down the latter, and are equal
ly the enemies of the people.
Resolved, That we emphatically denounce every
attempt to interfere or abridge the liberty of
speech or of the press, whether it be by the un
lawful arrest and imprisonment of public speak
ers and editors, or by suppressing newspapers
by either mob violence or pretended civil or mil
itary authority.
Resolved, That inasmuch as this liberty inter
ests every citizen, and its denial, abridegment or
destruction may affect him personally, we call
upon all, without distinction of party, to vindi
cate their high privilege in this behalf ; and here
we cannot but express our astonishment that
Republican editors have not only stood by and
seen this dearest of American rights violated,
but have actually approved and endorsed the
violation.
Resolved, That, let others do as they may, for
ourselves we intend to stand up for our rights as
American freemen ; that we will never yield them
but will assert and maintain them by our voices,
by our votes, and, if need be, by our lives.
Resolved, That the so-called rulers of the
American people are but their agents ; and to
deny the right of the principals to direct, con
trol or criticise the acts of their agents, is as re
pugnant to the principles of law as of common
sense.
Resolved, That a committee of three be ap
pointed by the President of the Convention to
prepare and publish an address to the people of
Pennsylvania en this important subject.
The Chairman of the State Central Committee
having been introduced, some discussion took
place upon the beet mode of circulating political
intelligence through the prase of the State, and
the proper division of party patronage, in which
Messrs. Barr, Jones, Neiman, Grayeon, Ward
Kessler, Fulton, and others, participated.
Messrs. Fulton, Grayson and Meylert, were
appointed to prepare an address pursuant to the
resolution above passed.
Mr. Jones offered the following, which was
passed ;
Resolved, That the interests of the Democratic
press of the State demand a thorough and effec
tive organization; than an occasional friendly
interchange of opinion and sentiment, by its re
presentatives, will give it harmony and strength;
that, to this end, the Executive Committee be
and is hereby instructed to appoint a time and
place, at least once a year, for a meeting of the
Editorial Convention.
The Convention adjourned sine die.

limited and the market continues very dull ; 400 bbls fresh
ground extra family sold at $6 50 - $1 bbl ; 1000 bbls won

sylvania and Ohio bids, and 460 for drudge.
IRON.—There is but little demand for Pig Metal, and
eche of Anthracite have been confined to clew small lots at
$3O to $34 % ton for the three numbers, and 600 tons forge
at 830. Scotch Pig Is held at 8340316; Charcoal MOOTe of
prime quality are scarce. English relined Mara have slight
ly declined.
CATTLE MARKET.—There wan a better demand to-day
for Deer Cattle, bat prices remain about the same as last
quoted, ranging at DOM $41 , 1014 for common to extra

A person drafted into the military [service of the Vetted

chapter 711, for ' enrolling and calling out the national
forces, and for other purposes,' claiming exemption from
draft by reason of any disability as provided in said act,
has the right to have the question of his disability sub
mitted to and passed upon by the Board of Enrollment,
whose decieloe thereon is Anal. If the Board shall have
decided that the claimant is liable to nerve, Le bee the
right, otter such decision against him, to pay his commu
tation money, or to furnish his substitute, within such ex
