The Committee, having returned to the hall,
reported the following resolutions, through their

RESOLUTIONS
Wommss, it is at all times the right and priv
ilege of freemen to assemble, and temperately,
but firmly, declare the principles which actuate
ko.I hind them together ae a distinctive organiza
tion; and whereas, at this hour, when civil war
desolates the land, when embittered social rela
tions exist ; when usurpations and abuses of au
thvrity are frequent ; when fraud and corruption
Stalk abroad in shameless boldness; when the
dangerous plea of necessity le admitted and
acted upon, and when the written law of this
Stale and of the Federal Government is set aside
and despised; it is the solemn duty of all men,
but more especially of those who claim to be de
voted to the great principles of civil and renal-
Gus liberty, to reaffirm and reassert the dogmas
of t heir faith ; therefore,

Thai all authority which they have not dele
gated to the States or Federal Government still
resides in them;
That the Constitution of the United States, and
of the several States, and laws made in obedience
thereto, and under authority thereof, contain the
only and written expression of this delegated
authority;
'Dist all laws enacted under and by this au
thority shall be obeyed as well by the President
as by the citizen :
That there shall be no proclamation-made law ;
That there shall bp no arbitrary arrests ;
That there shall be no Basilles;
That there shall be no suppression of the
prey, or of free speech;
That there shall be no confiscation of private
property, except for crime judicially ascertained;
That the Monroe Doctrine shall be maintained ;
That there shall be no emancipation by Fed—
eral power, or at the expense of the Federal
treasury :
That the laws of war shall be observed ;
That the recent legislation of Congress shall
be reviewed and corrected ;
That there shall be no interference by the
Federal Government at the ballot-box ;
That there shall be nu %Wee or tares except
for revenue;
That the Constitution shall expressly provide,
in the very machinery of Government, a power
of defence against 'motional .parties; and that
the Union shall be perpetual and shell be de—
clared so.
2. &soloed, That we reaffirm, readopt and ap
prove of all the acts and resolutions of the De
mocratic State Convention, held at iisirieburg
on the Nth dry tof June last end furthermore,
that we reaffirm and readopt the resolutions
passed by the Democracy of this county in Au
gust,lB6l, Angust,lB62, and in April, 1868, and
teat We refer with especial pride and gratification
to the &aeration made by its in August, /801;
" That a National Convention of delegates from au
tie Union. loving people of the United States ought
to 6, called immediately, as provided for in the fifth
article of the Constitution, for the purpose of delib
erating upon the prevent slate of the Union, and of
arv;divg some proper means for attaining the great
. l a . est of the present unfortunate war—the speedy
erstoration of peace on the basis of the Constitution
and the Union," Hid these words of wisdom
and conciliation been then adopted, the blessings
"f peace would now be ours, the carnage which

and the lives and property of this Republic
would have been spared to advance her great
hens and extend her usefulness.
3 Resolved, That. we cordially and unitedly
approve of and endorse the nomination of the
lion. G BORG@ W. WOODWARD for the office of
Governor. The purity of his private oharacter.
his ability as a statesman, his integrity and
/earning as a Judge, commend him to the sup-
port of every man who desires to see the execu
tive chair of the Commonwealth filled.by a wor
thy successor of a Snyder and a Shunk. His
election will guarantee to the citizen the exercise
of hia every constitutional right: will moue the
Stead from thu thraldom at Federal dictation,
and reasderi. a doveteiguly which under our pres
ent EK:mitlive hats been merged into a species of
Col..nial dependency. Berko county pledges him
the support of every Dethoccut witliiu her bord—
ers.
4. Resolved, That the renomination of the lien.

was due alike to Lis ability as a lawyer, and his
spotless integrity as a J udge. 110, too, .1..11 eo-
oeive our cordial and united support.
G Resolved, That we cougratulate the Democ
racy or the State au,l nation on the election of
the. Huu. CHAIILFZti Boutrat.ew to the Senate
of the United Stottea His experience as a legis
lator, his integrity, Ida learning, and Ma elo
quence, render hint a true and fitting represen
tative of this great Commonwealth in this hour
of national danger.
G. Resolved, That the people of Berke county,
having responded with alacrity and cheerfulness
to the call of the Governor, to•proteet our State
from invasion, we now demand that the solemn
pledge under which they enlisted, that they
should be discharged when the emergency wee
be performed. Not to do so, is a flagrant
violation of plighted faith, on the part of the
Executive of this Commonwealth, and a fraud
upon the thousands, who, in the hour of peril,
rushed to the defence of their State.
7. Resolved, That we cordially endorse and
approve of the course of our Representative in
Congress, the Hon. S. E. ANCONA. Firm and
decided, truly Democratic, and unawed by the
abuse and clamor of faction, he has stood on the
ticior of Congress, the true Representative of
our views and wishes, for which his constituents
owe him their united suppot L.
8. Resolved, That the lion. MESTER CLYMER
is entitled to the support of the Democracy of
this county for his able and upright course in
the Senate of Pennsylvania; that the large and
nearly successful vote received by him as our
candidate for Governor, in the late State Con
vention—for which we return our thanks—is
conclusive proof of his hold upon the Democracy
of the State, and that we commend him to their
continued confidence and support.
9. Resolved, That the public acts of Represen
tatives KLINE. Porrstoste and WKIDAIER, meet
with our hearty and eineare approbation, and
have been in accordance with the whams of
Berks county.
10. Resolved, That the Commissioners of Berke
county, be requested to appropriate a sum of
money for the purpose of extending a cordial
reception and entertainment to the members of
the 167th Regiment of drafted Militia, and also
to the members of the four companies of volun
teers from Berke county, who were members of
the 101st Regiment of Pennsylvania Volunteers,
upon their return home; said reception and en
tertainment to be given in the name of the peo
ple
11, Resolved, That the Executive Committee be
empowered to make provision for the payment of
tickets, and all other contiugent expenses of the
campaign ; and that all candidates nominated by
the ensuing Convention shall be bound by and
held reepensible to any rules and regulations
on this subject, adopted by said Committee.
12. Resolved, That the Executive Committee
be and is hereby authorised to appoint the time
and place for holding of such Mass Ratification
Meetings throughout the county as they deem
St and proper.
13. Resolved, That the proceedings of this
meeting be published in the Democratic papers
of this county, in the Patriot and Union at Har
risburg, in The Aye, of Philadelphia, the Pills
torch Post and the Constitutional Union at Wash
ington.
14. Resolved, That the election for Delegates
to the next County Convention, be held at the
usual places for holding Delegate Elections in the
several townships, boroughs and wards of the
county, except at the following places :

removed from the public house kept by John
Kemp, to the private house of Dewald S. Kum,
Eaq.
llaidenereek township—Delegate election to be
removed from the Half Way House to Molltown,
to the publiAtouse kept by Peter Adam.
District township—Delegate election to be re
moved (rem Lon4ia's School House to the pub
lic house of David Frederick.
—Third Ward, Reading—Delegate election to be
removed from the public house of William Rapp
to the public house of . Bertolette, Quint.
The election to be held on the last Saturday of
this month, (Auguat '2oth) between the hours of
one and Bit o'clock, P. M., except in the city of
Reading, where the polls shall be kept open un
til eight o'clock, P. Di. ; and the Delegates so
elected shall assemble in Comity Convention on
the followineueeday, September 1, 11013, at 10
o'olook, A. Al , in the Court House in Reading,
for the purpose of nominating a County. Ticket,
to be supported at the ensuing general election.
The delegates of the 140 County Convention are
authorized to hold said elections, unless they
shall be candidates for re-election, in which case
they shall have authority to appoint substitutes.
The officers of the said Delegate Election aro to
prevent from toting at Bald election any and
every person who has not voted the Democratic
ticket within two yeirs last past; excepting all
those, however, who were absent on election day,
and those between the ages of 21 and 22 years.
The revolutions, on motion, were unattimonely
wilopted s sad the meeting adjourned with cheers

DEMOCRATIC MEETING IN OLE!.
Decidedly the largest and most enthusiastic
public demonstration ever held in Old Barks,"
outside of the city of Reading, took place at the
public house of Peter 1). Grimmer, in Oley
township, on Saturday, August 1, 1863. The
meeting was called under the auspices of the
Democratic Club of Oley, but in consequence of
the large attendance of Clubs and Delegations
from different townships, it wee resolved to ef...
feet a general organization in order to afford the
various clubs and delegations a representation
in the general character of the meeting.
WSLLINGTON D. Osisegmßß, President of the
Oley Club, was called on to preside, and Daniel
K. Hunter and L. P. De Torok were elected
Secretaries.
A Vice President from each Club and Delega
tion represeuted, was elected, as follows :

Cutoru, Jesse Matz; Colebrookdale, Daniel K.
Ehat ; District, Thomas Haydt ; Earl, Abraham

A Committee on resolutions was appointed in
the same manner, consisting of the following

During the absence of the Committee, the
meeting was addressed by the lion. Htssrsa
CLvatint., Hon. S. E. Aucono, and J. LAWRENCE
Own, successively, who, each in turn, adminis—
tered seething, but at the same time merited,
rebukes to the " Powers that be," at Washing
ton, and the Provincial Administration of Penn.
sylvania, that will " tell a tale " at the coming
October election. The speakers were strongly
inclined to set down Rothe county as good for
10,000 majority, for the Democratic nominees.
The following resolutions were presented by
John Missimer, Chairman of the Committee,

Resolved, Thai we, the Democracy of Berke
county, are now, as in days gone by, firmly at.
taehed to the Constitution and the Union, as
adopted by the Fathers of our Country; and will
never consul to the dissolution of the Quo, or
the abolition of the other.
Resolved, That we are opposed to all violations
of the Constitution, under any pretext whatever,
as it is the sheet-anchor of our liberties, and the
gr eat bond of Union, that holds us together as
a nation, and secures to us our privileges, both
civil and religious.
Resolved, That we are firm in the belief s 4iil
Democratic doctrine of State Rights, a
guaran
teed by the 4th Section of the 4th Article of tho
Constitution of the United States, and also in
the rights of the people, as expressed in Articles
4 and 5 of the amendments of the Constitution.
Resolved, That we are opposed to the conver
sion of the present war, to any other object,
than the only lawful and Canaticulloaal One, ()
maintaining the Union and the authority or ae
Constitution unimpaired, as expressed in the re
solution of the late Hon. John J. Crittenden of
Kentucky, passed al. the special session of Con
gress, July 1861, by a nearly tuiauituous vote.
Resolved, That we are opposed to the ziholittiott
policy or the preteut Adittiuislratiot., belie‘iug
it to Us unconstitutional and detrimental lo our
interests as a people and a nation. .
Ilesavell, That our motto is "The Constitution
as it is and the Ul/4011 as it was." and that We
believe that the only way to restore the Unitiu,
anti secure peace to our nation, is by concilia
tion and compromise, and Oat wo shalt use our
luileetuta to secure, ithd bring about this grunt
object as soon as it may be accomplished .with
honor to the country and justice to the 'Lights of
the States.
Resolved. That we heartily approve of the ac
tion of the into State Couieution, iu placing iu
noinivatlon, so able and distingnished a person
as the Hon. Genetic W. Woouivnau, as ot r
standard hearer for Governor, at the coming
October election, and that we also approve of
the re-nomination of the Hon. WAvrtia H.
Lowell: fur Supreme Judge, pledging ourselves
to lass every effort to secure their election; and
further that the redemption of Pennsylvania
from abolition misrule, will greatly facilitate the
restoration of the Union.
Resolved, That the thaulta et' this meeting are
hereby tendered to the Hon. Mester Clymer,
Hon. S. E Ancona. and J. Lawrence Getz, Ego.,
for their able addressee and true exposition of
Democratic Principles.

I. Drafted men become soldiers In the service of the
United Staten by the fact of their names having been drama
In the draft. The nottdcellou served open theta by the
Provost Marshal, is merely an announcement of the fact,
and au order fur them to report fur duty, at a designated
time and place.
The following opinion of the Hon. William Whiting,
.Solicitor of the War Department, is published for the In
formation of all concerned: When a person has been draft
ed, In pursuance of the enrollment act of March 9, 1863,
notice of such draft must be served within ten days there
after, by a written or printed notiee,•to be served on him
personally or by tenably a copy at his last place , of resi
dence, requiring him to appear at a designated rendezvous
to report for duty. Any person failing to report for duty
after netlee left at his fart place of residence, or served ou
him personally, without furnishing a oulotttnio of paying
glee, is pronounced by law to be a deserter i he may be
arrested and held for trial by court martial and argonaut
to death.
If a person, after being drafted, and before receiving
notice, deserts, the notice may Mill be served by leaving It
at hie lest place of kaiallEttldo, and if he done not appear to
llCCOrdanCe with the notice, or toraish the sabstitete or pay
the $3OO, he will be in law a deserter and must he treated
accordingly. There is no way or manner in which a per
son, ones enrolled, can escape bit public danles, and when
drafted. whether present or ahem& whether be changeable
residence or abaconde, the rights of the United States
against hint are secured sad It la only by performanee of
his duty to the country, that he will escape liability to be
treated as a criminal.
