THE NEW POSTAL LAW.
ITS LEADING PROVISIONS.
The new Postal Law, which goes into effect on the
Ist of July, 1863, makes some important changes.
The following digest of its leading provisions, com
piled from the instrnetions received from the Post
master General, has been prepared by the Postmaster
of Reading, for the information of the public:
Letter Postage—Pre-payment, &c.
On and after July 1, 1863, the mingle letter rate of
yoatage will be three Count throughout the United
blades. The Pacific rate of tea cents is abolished.—
An additional rate of three cents is required for each
additional half ounce or fraction. Letters of civilians
must be pre-paid in all cases. Letters written by non
commissioned officers or privates in the military,r na
val service, endorsed as such by a held or staff ficer
of the Regiment, or bya surgeon or chaplain ata hos
pital, to which such soldier is attached, may he cent
without pre-payment at the pre-paid rate, to be col
lected at the office of delivery. Unpaid letters, not
so endorsed, deposited for mailing, when there is
any reason to believe that such failure to pre pay win
the result of accident, ignorance, ur any other cause
than design, may be forwarded by eltarging them
with double rates of postage, to be collected on de
livery.
In all cases where the failure to pre-pay postage on
the letters of civilians is evidently intentional, swill
letters will be forwarded with other vumiaitab/e" let
ters to the Dead Letter Office.
Lotod or drop letters ntst he pre-paid by stamps
mall cases, at the rate of two cents for each half
ounce or fraction thereof. But no fee is to be paid
to the carrier for their delivery.
Newspaper Postage.
Upon newspapers or other periodical publications,
not exceeding the standard weight of four ounces
each, issued once a week or oftener, from a known
office of puhlieation, and sent to regular subsereber.,
to any part of the United States, the new rates of post
age are as follows:

Limitation of Weight.

Transient Matter.
Postage on all transient matter, including newspa
pets, magazines, pamphlets, engravings, seeds. Ae.
must be pre-paid by stamps, at the rate of two cents

Double this rate (that Is four cents) is eharged for
Books by the same standard of weight.
All mail matter not sent at letter rates of postage,
embracing newspapers, books, book manuscripts,
proof sheets, and other printed matter, and all other
mail matter except seeds, mast be so wrapped or en.
veloped with open sides or ends as to risible the
Postmaster to examine the package without destroy
ing the wrapper, otherwise such packages must be
rated with letter postage. No communication, wheth
er in writing or in print, can be sent with any seeds,
roots, cuttings or scions, maps, engravings, or other
matter oat printed, except upon the separate pay
ment of phstage upon such separate matter at the es
tablished sates_
Unsealed Circulars, not excee.lieg three in num
ber, to one address, two cents. Fur every three addi
tioual, two rents.
.Pre-Payment Required.
Section 3 of the now Post Office Law absolutely
prohibits the delivery of any letter, newspaper,
pamphlet, or package whatever, nail the postage
charged thereon is paid. Postmasters are required
to makc oath that they 'glare not knowingly delivered,
or permitted to be delivered, to any person, any mail
matter on which the postage had not been' paid at the
time of delivery." This order will he strictly enforced.
Magazines, newspapers and all printed matter,
silliest to postage, must be retained until it is rand
for, either as a transient package or for a quarter.
The Franking Privilege.
Authority to frank mail matter, except ny the Presi
dent and Vice President of the United orates, and
Members of the Cabinet, is restricted to Official busi
ness. The instructions under this head say that
"All correspondence addressed to any Executive
"Department, or any officer in it, must now be pre
paid, except official communications written by
"some officer of the department, or an officer under
"its control, or responsible to it; and in such oases,
"under the words' official business/ on the envelope,
"the officer must sign his name with his official de.
"silo - union. All other persons, and all officers writing
"to departments with which they are not connected,
*, must pro-pay their postage. All communications to
"the President not written by a public officer, and all
"to the Vice President, must be prepaid. All frank
