New Publications.
A second edition of Mr. Edward McPherson's
"Political History of the United States of Ame
rica during the Great Rebellion" has just been
published by Philp & Solomons, Washington.
The author, Clerk of the House of itenresenla.
three in both sessions- of the Thirty-eighth
Congress, made good use of his position, Per
sonally and politically, to obtain, oollate, anti
condense an immense variety of facts; and lie
digested them so well that the work at once
became 9. textbook, in England, where it has
obtained extensive vire-elation, its reliability
has been undoubtingis accepted. In the now
edition, the author has revised the whole vO7
/lime, corrected errors, added much new mate
rial,and given the documentary history of the
South Carolina Convention, &c. An entirely
hew chapter on " The Church and the -Rebel
is full of interest; and, indeed, Mr. Mc-
Pherson has spared no pains to make the book
of permament - value. It has the closing ad
vantage of a very full index.
Published by Frank D. Carlton, San Francis
co, and received through J. B. Lippincott .L'-
Co., is a - volume of 357 pages oetavo, With nu
merous engravings, written by. Guide fitistell,
mining engineer and metallurgist, formerly
Manager of the Ophir Works, upon the " Ne
vada and California Processes of Silver and
Gold Extraction." We are unable to give any
other opinion on the work than that its ardifbr
evidently , has written it from practical ful
ness of knowledge, and Such of the described
'nemeses as we " worked out," with aid from
the engravings, had the results promised. If
any one will send us a sufficient quantity of
gold and silver ore (which we shall retain for
our trouble,) we are willing to experiment, all
through the volume. As a sample of Califor
nian book-making—type, paper, engravings,
presswork, and binding—this volume will
compare with books On this aide of the conti
nent. The printing Vas executed by Towne &
Bacon, San Francisco, and is very creditable
to them.
From George W. Pitcher, Chestnut street,
we have Book the Third of Our Mutual
Friend,u by Charles Dickens, published by
John Bradford, New York. The story, which
is published serially and simultaneously in
London, and (in Harper's .3fagaztne) New York-,
will be completed in five months, only one
more Book remaining unpublished. This tale
is not equal . to some of its author's produe
tions—such as David Copperfield, Nicholas
iciegleby, The Old Curiosity Shop, and Oliver
Twist—hut for except Dickens could have
written it. The development and gradual
change of two characters, Mr. Boffin and Bella
Wilfer, are wonderfully well executed, and a
coming tragedy of no ordinary horror evi
dently looms in . the future—Bradley, the
schoolmaster, being the avenging Nemesis
and Eugene Wrayblan the doomed victim:
The family groupe of the Wilfers is drawn
with great skill. As usual, when Pickens at
tempts to sketch high or even pretentious so
ciety, he is less successful. We wearied of
the Yeneerings, long ago ; the Pod Snaps were
bores from their first introduction, and Mr.
and Mrs. Arthur Laramie are a pretty pair,
whose just - sentence would be six months'
'Wholesome exercise on the treadmill. A stri
king deficiency in Mr. Bradhurrgs edition of
" Our Mutual Friend, ,, is that it contains only
four engravings, whereas there are ten in each
Book.
From T. B. Peterson S: Brothers, we have
"The Dowager; or,aNew Se,hool for Scandal,"
a novel by Mrs. Gore, published by F. A. Brady,
New York. It exhibits that writer's' well-known
familiarity with fashionable life in England,
but is overcrowded with useless characters,
who are eternally having a great deal of com
monplace conversation, and the plot is eon"
fused and meddled.
Stoddard's New Practical Arithmetic, em
bracing the Science of Numbers and the Art
of Computation, published by Sheldon Co.,
New York, is a book which we can earnestly
recommend for adoption in schools and acade
mies. The author's Normal Mathematical Se
ries is well known and valued. In this new
book, on written arithmetic, a great many
general facts are introduced into the practical
questions which follow the rules and exam

From Ashmead & Evans we have " Classical

of England "—a lecture read before the Society
Of Arts of the Massachusetts Institute of Tech
nology, April 6, 1865, by W. P. Atkinson. In
print it has been much enlarged, and an ap
pendix is given. The writer has seized upon
the leading defects of the Public Schools in
England, wherein many educational abuses
exist, chief among ishich is the neglect of Eng
lish, and the over-cultivation of Classical stu
dies; but he errs very considerably in under
valuing the advantage of having these studies
perfected •at an university. Macaulay and
Peel, Buiwer and Tennyson, Gladstone and
Derby, Palmerston and Westbury, all won
honors at (Word or Cambridge before tIiCY
entered public life, and so did most of the lead
ing statesmen, lawyers, divines, and men of
science of whom, past or present, England has

Yerkenpine Se Higgin, of this city, a batch of
their'Children , s neat and good books. These
are "Lives made Sublime, or Sketches of
Christian ➢Len who adorned their Lives with
Good Works," with six illustrations ; " Edith
Vernon's Life-work," an. English tale, with
five engravings ; and " Robin Ranger's Picture
Books,"fOr smaller children, with rdnatpthree
wood cuts. These books maybe advantageous
ly put into the hands of young folks.
From J. B. LippTneott & Co. we have received
the "Valedictory Address delivered before
the Graduating Class of the Philadelphia Den
tal College, Session 1864-5, by J. H. McQuillen,
M D., D. D. S . ,,°lessor of Anatomy, Physio
logy, and Hygiene, March 1,186." It was list
ened to, when delivered at Concert Hall, with
great satisfaction—even by the large audience
which was non-professional-and has been pub
lished, with a view to distribution, by the class
which graduated on that occasion. Its sound
advice, personal as well as professional, will
recommend it to students in general, and its
tone is eminently patriotic.
The August number of the Dental Cosmos
appears with a partial change of editorship ,
A month ago, in a brief but neat valedictory,
Dr. J. D. White announced his retirement,
leaving Dr. J. H. McQuillen and Dr. George J.
Ziegler, who had long been his associates, as
his successors. Dr. Ziegler will continue to
supply the "Periscope of Medical and General
Science in their Relations to Dentistry"—the
monthly result of extensi,re and thoughtful
reading, which has long been an attractive
feature of this periodical. The more strictly
Original department will be in the hands of
Dr. 31 - eQuinen, whose Salutatary is written in
a truly catholic spirit, which; we believe!, will
make many able professional writers hasten
to give him assistance by their contributions.
The present number has a great deal of variety
and merit in its original and selected letter
press.
Blackwood's Edinburg Magazine for July. The
New York reprint has reaehed us through Mr.
W. B. Zieber, south Third street. Two or three
of the articles are heavy enough, their subjects
being the Bate of Interest, Mr. Gladstone at
Chester, and the Past and Coming Parlia
ments ;_ but the remainder of the number is
very readable, There is a critical review of
Carlyle's singular Life Of Frederick the fl neat.
Cornelius OlDowd, whoever he may be, dis
courses keenly on Men and Women, and
things in general ; and three serials are run
ning through Maga, neck and neck, 41 at once.
These are "M iss iiajoribanks, ,, by Mrs. Oli
phant ; a Sir Brooke Foabrooke," attributed to
Lever; and "Piccadilly," a spirited novel of
London society.
The July number of Hunt's Merchants' Maga
zine, edited and published by William B. Dana,
New York, opens with a history of all the at
tempts to lay a telegraph line from Europe to
Amerika_ It goes largely into detail, and, we
observe, has been largely drawn upon, without
acknowledgment, by one or two daily journals
here.

From W. B. Zieber, South Third street, we
have the July number of the New York Social
Review, a quarterly journal of political coon°.
my, and statistics; and, we are clear to confess,
not very light reading in the hot days of Au
gust. The articles are generally much too
long. From one of them, on the custom-house
system, we learn that in the last six years,
(1880 to 1865, both inelusive,) the total receipts
of united States eutonts were ieM9,201,927; and
the total expenditures to collect thin amOtint,
$42,077,861; but that of the cost of the various
buildings erected at public expense for cus
toms, purposes, and the further outlay for fitt
ing out, repairing, manning, and Wheeling
revenue cutters and blockaders, be consid
ered, as it ought, the whole custom-house :sys
tem costs the Government over fourteen per
cent. on the income derived from the same. It
ought not to cost one-third of that percent
age. What it also costs the people is pro
mised in a future article. This Review, after
having dealt with the cost of our externa' rove
nue system, would do much public good by
giving details of the cost of collecting the in
terim/ revenue.

Rebellion Record, with portraits of General
Sherman, and Colonel Lewis Benedict ; and
giving the first 112 pages of the official account
of gherman , s great campaign of 1864-5, in the
Southern States.
From Peter F. Cunningham, 216 South Third
street, We have the Ctrtholic World for August.

The Safes are to be delivered and set up, within a

the outside, and the price to cover all charges what

August next, for the supply of 40,(0) pounds of
Fresh Beef and 40,000 pounds of Fresh Vegetables,
at the Philadelphia Navy Yard and Station, as re
quired. The Beef and Vegetables must be of good
quality, and the best the market affords, and each
article must be offered for by the pound. The beef
to be in equal proportions, fore allot hind quarters.
Bonds, with approved security, will be reljaired
in one-half the estimated amount of the contract,
and twenty per cent . In addition will be withheld
front the amount of each payment to be made, as
collateral security for the due performance of the
contract, which will, on no account, be paid until it
is fully complied with.
Every offer made must be accompanied by a writ
ten gmkrantee, signed by one or more responsible
persong7that the bidder or bidders wikl, if his or
their bid he accepted, enter into an obligation
within live days, with good and, sufficient ellreties
to furnish the articles proposed.

August 15, 1865, for all the improved HEATING
APPARATUS (hot water or Gould's patent,) that
may be required for the various Public Buildings in
charge of this Department prior to the 15th of Au
gust, ISM.
-Toe Apparatus required will be on the hot-water
system. or het water and low-pressure steam
billed (Gould's patent), and bidders are rernilred
Danish descriptions or plans of their Mode of con ,
struction.
The Appatitns must, in all cases, be furnished and
put up coullllete within a reasonable time from
date of order, anti must be in perfect working con
dition when turned over to the proper officers.
The bids are to be per cubic foot of space actually
healed. and we price to cover all expenses what
ever—screens, painting, Cutting of or constracting
masonry, &e.; th e freight and actual transportation
expenses of mechanics, if the services of suitable
ones cannot be procured in the places where the Ap
