makes the actual profit on the 7-30 Loan, at current
rates, including Interest, about ten per cent, per an
num, besides Its exemption from State and municipal
taxation, which add# from one to three per cent, more,
according to the rate levied an other property. The
Interest Is payable semi-annually by coupon* attached
to each note, which maybe cut off and sold to any bank
or banker.
The interest amounts to
One cent per day on a WO note.
Two cents per day on a $lOO note.
Tan sente per day on a $5OO note.
Twenty eente per day oh a $l,OOO note.
One Dollar per day on a $5,000 note.
Botes of all the denomtnaUons named will be prompt
ly famished upon receipt of aubsedptlone. This is
now offered by the Government, and it i* confidently
expected that Its superior advantages will make It the
GBEAT POPULAR LOAN OP THE PEOPLE.
Lees than $230,000,000 remain unsold, which will pro
bably be disposed of within the next sixty or ninety
days, when the notes will undoubtedly command a
premium, as has uniformly been tho ease on dosing the
subscriptions of other Loans.
In order that citizens of every town and section of tbs
country may be afforded facilities for taking the Loan,
the National Banks, State Banks, and Private Bankers
throughout the soontry hays generally agreed to re
ceive subscriptions at par. Subscribers will select their
own agents, In whom they have confidence, and who
only are to bo responsible for the delivery of the notes
for which they receive orders.

of the Company between Wilkesbarm and Mac eh
Chunk, and to be prepared to progress with other im
portant Ealiroad connexions the Bodrd of Managers
nave determined to allow to all persons who shall ap
pear as Stockholders on the Books of the Company on
the 18lh instant, after closing of transfers, at 3 P. H. of

take charge pf colored classes, and beyond the fact

the privilege of free , education with the children of
. their disloyal has been acknowledged,
here Is nothin g of which the'icost rabid secessionist
need complain. As itjts, however, the wholesome
and necessary thorn has been planted in his bosom.
It is Impossible to do justice to our old friends with-,
out offending our old enemies. None have so much
right to She fieeischools as the .freed _ children of
Charleston. In former times all the free colored
men were'compelled to pay taxes to support the
education of white men’s children: the slaves were
also taxed as mon were never taxed, and all with
out an atom of rewayd. It Is quite time that the
rubs of justice should - prevail wherever tho United
States hbldsjerritory. It will be unfortunate If any.
thing more is conceded to those who have boon dis
loyal,and, if the colored children are turned out
from paiticfnation In the public schools, and given
over to private and Northern charity. The three
hundred white boys and girls who attend
school in Charleston are the sons and daugh
ters of the poorer white class, the most friendly of
all their complexion toward the Government, the
most willing to abide by It and support it As
everyone knows who has travelled in the South,
there Is far less natural prejudice in the assoalatlon
of dolors than exists In many places at the North.
What feeling exists will, therefore,
be the more speedily removed from the minds of
that large class’ of whites who are to receive the
most benefit from public free schools—an agency
whiohmust do more to regenerate the South than
any other that can be Imagined. White and colored
-onnaren can be soon, playing together,in the

ECtm'pled to embrace their, brotliurs In blood, although
’ those brothers had darker faces than their‘own, and
alt hough It must still be admitted that the masters
of the South whipped tlioircWif children, and sold
their own brothers also, ret It S 3 nevertheless a
fact, now as much for good as it was formerly for
evil, that the mulatto population are the constant
1 medium of the blanks and whites, and have thus
made the South, la many respects, ono family. Not
the black man, but his freedom, Is the one thing tn
tolerable to so largo a part of the whites. But the
new order of things must be accepted eit her per
force or In reason, and those who have money
will piy for labor. The negroes exist as heretofore,
only tiey are free.' The oomplexlonal objection Is a
fantasy, a blind only for the slaveholder’s radical an
'tipathy to freedom. Not what will become of the
blacks] but what will become of the whites, Is the
chief question, and It Is not at all Improbable that
the fats of the former will solve the latter. At all
events,'freedom has-bogun well in Charleston. The
schools] in default of other support, are maintained
by the agents of the fteedmen’s aid associations, or
whom Mr. George Newcomb, superintendent of
scbools for the Department of the South, has ren
dered moat signal aid In the new enterprise of edu
cation lit Charleston.
.union Man.
The story of Mr. Cornelius Barnes Webb, a
mechanic from Philadelphia who emigrated to
Charleston a few years before the war, has interest
to all wh» admire self-sacrificing loyalty. The
wife of Mrj "Webb was matron of the hospital where
so many Union offloers were quartered during the
shelling, and her unvarying kindness Is gratefully
remembered by many a released prisoner who has
been nnder ,her care. In August last Mr. Webb
entered Into a plan to effect the escape Into the
Union lines'of three offloers from the hospitals, but
when all was ready and the party’had nearly
set foot in a boat to row over to Morris Island, they
were Informed upon by an accomplice named
Monahan,/ who htd agreed 1 to provide the boat.
The prisoners were taken .at various hiding places
In the Union houses neighboring the wharves. Mr.
Webb was arrested, . but, for want of evi
dence, his cane could not come to trial. He
remained In prison for eight months, When he was
released through the persistent appeals of his
frlendß, Unionists of Charleston. It B gratifying
to know that to all snob, deserving Instances as this
the commandant of Charleston has shownaßOldier’s
gratitude and favor. When Union men have been
round destitute, the officers of the post have not un
frequently supplied them with liberal purses, be
sides affording them all the aid of their authority
under the Government. A list of the Union people
who gave aid to our prisoners has been made, and
all who are In want will be provided for. This list
has numerous Irish and German names. Mrs. Stear
son, living In Beau&ln street, concealed three es
caped prisoners three months. Henry Borns, a Ger
man,kept a Union soldier In his house five months.
Mrs. Moon, am Irish lady, gave reruge for as long
tin* to other soldiers. There are manysuoh de
serving‘persons, whom the Government, and not
public praise, can best reward. In this connection
it is pleasant to note that Ur, Mackey, one of Its
bravest Unionists, has been appointed Inspector of
the city.
Charleston wears quietly under Its new restraints,
end is a more orderly and comfortable city than
ever li'was under rebel rule. Oath-takers are plen
ty—money 1b scarce. Now that the old aristocracy
Is fled, the place .of the Heywards, Middletons,
• Bhetts, Bavenels, Rutledges, Pinckneys,
Tanderborsts, Hayneses, Masycks, and Moultrles,
will know them ho longer as It used to know. An

announcement of his advent In Mextoo. Amougthem

of Denmark and of Prussia, the Grand Dukes of
Brunswick, Mecklenburg-Schwerlu and of Mecklen
burg-Strelltz, the Swiss Council, the German Con
federation, the free city or Hamburg, and others not
now remembered. The same paper copies a portion
of the speech or the King ofPortugalat the opening
of the court, In which he recognizes the Empire and
accredits its envoy extraordinary and minister pleni
potentiary. A letter from Italy, published yesterday
in the Sociedad, states that Slg. Grippt, who had been
named minister to Mexico, has been superseded by
the Count Latour, tho former having been unable to
make the journey. The last letters from Spain an
nounce the arrival at Paris or the Marquis de
Hlvera, envoy extraordinary, Ac., &d.y of Spain, to
the Court of Maximilian. This diplomat was form

sioners Is not generally known, but of course It re
lates to church affairs. "

be less remunerative than raising cereals. The
overland-route by the plains has been so much dis

in anticipation of a change, the Deseret Mercantile

navigation on that stream. In reference to the re
fusal .Of Congress to admit Deseret into the Union,

Instant, says: “Pierre Soule, who arrived two weeks
ago, from Havana, Is reported In the newspapers as
having on hand a gigantic Seoesh Immigration
scheme, hut of what particular nature la not gene
rally understood i perhaps It Is an off-shoot ol the
exploded Gwin affair. A more than usual number
of Americans, loyal and disloyal, are in Mexico just
now. Major Calhoun Benham, of the rebel army,
and formerly United States -District-Attorney in
California, has been here for several weeks confined
to Mb room by illness, at the Iturblde Hotel. Cap
tain Beauregard, brother of the General, la in Sono
ra, having passed through this city some weeks, slnoe
on his way thither. General Shields, who has been
for some months Jn Sinaloa, was arrested at Mazat
lan recently, by the French authorities, as a spy or
suspicious personage; but, by the intercession of
Mr. Barrow, of Topic, who visited Mazatlan for the
purpose, he was liberated, and is expected in this
city to-morrow, having arrived already at Guana
juato. He Is believed to be a true blue Union man.
Mr. Royal Phelps, a well-known citizen of New
York, has been here a few weeks, and returns by
this steamer via Havana, Mr. McLeod Murphy,
formerly superintendent of the United States Navy
Yard at Brooklyn, has recently arrived here,' with
the Intention of engaging In some extensive' engi
neering business.”

or two in this city; bnt we are happy to state
with respect to the latter that the consequences
are quite trivial. We see no remedy for the new state

holders of merchandise to meet the difficulty equare in
the face, mark down their goods to fatr prices, and ha
content In the reflection that if they do now loss by the
fall they have already largely gained by the rise in
gold, and that new is the time for the country in gene
ral to receive some ef the benefits which only capitalists
were permitted to enjoy during the past three years.
In New York the movement has alrealy commenced,
for the Tribune of yesterday stye of the dry goods
auction sale in that city that the prices obtained "were
generally admitted to be extraordinarily low, bnt some
preisnre existed, and as the sale had to be made the
auctioneer took nearly any bids, and the buyers ob
