In nothing, probably, has the adage, "Procras
tination Is the thief of time," been so thoroughly
verified as In the postponement of efforts to fill our
quotas and avoid the draft. If the energies that are
stow being made to fill quotas had been as vigor
ously carried on a few weeks ago thogdraft that has
already selected 5,000 of our citizens would not
have taken place, as our quota could easily hare
been reified by volunteering. Nausea have been
served on a number of the drafted men to report on
the 9th day of March next. This is only fourteen
days notice. We were misinformed when we stated
that all drafted men would be allowed thirty days
in which to ((apish a aublititute. The day which
the notice requires the drafted man to appear is the
only one the law recognizes. II he fail to Comply
with his notice he will be considered a deserter, and
treated as such. Messrs. McNally, ninon, &Co.,
substitute brokers, Inform us that substitutes Gan
he had at from $750 to $BOO each. At $750 a drafted
man Is at an expense of $3OO. He receives back a
city warrant for $4OO, and the ward bounty of $5O.
The following interesting communication has been

The draft will continue; but, if the quota is tilled
by volunteers, the drafted men will be released.

As the Government declared it would not post
pone the draft, the plan now reomumended and
- prosecuted by Dr. Sauneers la that the five or six
verde oonstituting a district confer together, and
raise each five volunteers daily, so that the provost
marshal Mall be certainly *coupled in receiving
twenty-live reornits. This plan la feasible, and, if
executed, will release every drafted man.
The Second ward intend leaving nothing undone
to recruit the full number required tfree the ward
entirely from thejlraft. Those noteafted intend
aiding to the full extent of their abilities' those that
- were draftee on Thursday bat, providing they have
a disposition to assist themselves. Out of those
drafted, It Is estimated not more than one hundred
responded to the assessment of ten dollars previous
to their being drafted. Now is the time for them to
come forward if they wish help..

Samuel Burton, alias Richard Thomas. alias Charles
Joner, a colored man, recently enlisted in a teeniest of
nutted States Colored Troops, was arraigned at the Cen
tral Station. by Detective bevy, on the charge of bay
ing committed a number of burglaries In this city. He
was tali en into custody at Camp William Penn by Mr.

ohn Barclay, apawibroker, was also arraigned on
the chat ge of receiving stolen goods, knowing the same
to have been stolen.
Burton. in reply to a question. said that he came from
Chadd'a Ford. Chester county, Pa.
A. quantity of go s ods recovered were spread out for
identification.
The lollowingli the gist of the evidence elicited:
Mrs. C. H. Poor testified that her dwelling house was
entered on the night of the SOth of January, through the
area window, and robbed of provisions, a basket of
clothee, dresses, napkins, towels, and two pieces of
muslin.
Mra. Sarah Larney, who resides at the resilience of
Bishop Potter, testified that the dwelling was enter, d a
short time since. and a coat taken. The back door of the
hones bad been forced in.
J. B. Melivilne testified that his dwelling had been
forcibly entered on the night of the 17th lost; the rob•
ber bond open the back window sbutter•, three over
swats, 5, roll of butter, some sugar. several napkins, a
basket, and one silver spoon. and several other articles
wore stolen theiefrOM
James Caratatra testified that his house was entered
on the night of the 34 inst., by boring through the
Pane/ of the back door; throe_ coats were taken. 'Pb.

John Barclay, pawnbroker, WA south street, iden
tified several articles pawned by the prisoner. Some
of the articles were identified by the owners.
Benjamin Levy, detective, sworn —I arrested Burton
on last Saturday night at Camp William Penn; I re
covered this augur at the residence of hie mother on
Rodman street, near Eleventh; this augur fits the boles
in the bored panel of Mr. Carstalrs' door; on the night
of the 16th lust , the hone. of M. Abraham Elite, on
North Broad street, was broken Into and robbed of arti
cles; among them a lot of muslin in pieces; I recovered
this muslin at Barclay's pawnshop, on the 17th lust ,
the day after the robbery ;when I heard of the robbery.
in the early part of the month. I called on all the pawn
brokers, and said 1 wanted the thief by all means; some
goods had been pawned, and 'Barclay told me he could
Identify the fellow among a thousand, and yet, on th
17th Inst., he received train this man the goods stolen
from Ellis' house; I have found a number of pawn
tickets, upon which 1 expect to recover more stolen
goods; I should like the case to go over for a farther
hearing.

THE CONTINENTAL HOTEL THIEVES.
Augustus Notlman, Cornelia Beckett, and Louisa
Brown have had a heating on the charge of robbing the
Continental, as narrated in The Press yesterday. The
two women were employed at the palatial betel, as
cooks in the restaurant department. After 12 o'clock
on Saturday night, as they were going away. they pre
sented a very larger V rotund appearance. They - were
followed by °Beer oorhees, of the hotel, who Wilk
them into oust(dy. Mittman, a waiter at the Aimed
can, being In company. shared the same fate. The
women had large pockets in their underclothes. These
were filled with a choice assortment of articles, enough
to make a first-claichiginday dinner for several families
• brief inventory ofillbe stolen things will give an idea of
the supply: Butter, sugar, egg , , beef, potatoes, oyster
pies. tarts, crackers. cheese. and celery, amounting in
all to about ibres bushels. The houses of the women
were searched, and lots of Mabee, towels, and table
cloths, boloneing to the Continental, were recovered.

A woman named Mary Dnban was arraigned at the
Central Station yesterday afternoonon thecharge of an
noying her niece ' whose mother died several years
since. leaving the complainant in care of the aunt. The
little child has grown up. and is now learning an ono
rable trade with a respectable woman living in Third
street. This does not please the aunt It is alleged
that on several occasions recently she proceeded to the
