In nothing, probably, has the adage, "Procras tination Is the thief of time," been so thoroughly verified as In the postponement of efforts to fill our quotas and avoid the draft. If the energies that are stow being made to fill quotas had been as vigor ously carried on a few weeks ago thogdraft that has already selected 5,000 of our citizens would not have taken place, as our quota could easily hare been reified by volunteering. Nausea have been served on a number of the drafted men to report on the 9th day of March next. This is only fourteen days notice. We were misinformed when we stated that all drafted men would be allowed thirty days in which to ((apish a aublititute. The day which the notice requires the drafted man to appear is the only one the law recognizes. II he fail to Comply with his notice he will be considered a deserter, and treated as such. Messrs.
