to the fact that, according to Metal information
received M this office,. the quotas stisigned to the
wards of the city include the Credits up to the 31st
of December.
Statements which have been published may lead
the ocromunity to believe that the quotas as as•
algned are to be diminished by the surplus above
the last call. This is not the fact. Olalms for credits
are now undeconslderatlon, but the wards must be
prepared to supply nearly the whole number as

LOCOMOTIVE EXPLOSION -- FOUR MEN
KILLED.
Yesterday morning about half past ten o'clock the
engine of a freight train running upon the North
Pennsylvania Railroad exploded. at a point about
twenty•four miles from Philadelphia, by whioh four
persons were killed, three of whom ware employees
of the road, and the fourth a man Rho, was riding on
the freight train contrary to rule, ea freigibt trains
are not permitted to carry passenger& The train
was the regular morning freight, which leaves Beth
lehem at s A. M., and the explosion occurred on the
long, straight line between Hatfield and Denudate
stations. 'lhe engineer, Evans Brinton, who had
been long running upon the road, and was con
sidered to be a very careful man, was killed, as was
also the fireman, Washiegton Smith. The third
person billed was Aaron Lambert, employed upon
the gravel train, and the fourth man was a butcher,
name as yet unknown. .Taisob Cobaugh, the conduc
tor, long upon the road, Is much scalded about the
face and arms. The engine was the " Cheltenham,"
a ten-wheeled freight engine, which has been in use
between four and five years, and has had new flues
pit into the boiler within the last year, It was con
sidered to be a very good engine.
The master of transportation and the road master
were-on the ground immediately after the accident,
with the wreak car arid men to clear the track,
which they proceeded to dope rapidly as possible,
and arrangements were made to have all trains
/cave the olty on time, fie usual. Dr. Martin of
Bethlehem and other physicians were on the spot
In a short time, ready to render any assistance in
their power. The cause of the explosion is yet un
known. It is the first case of a holier explosion on
the road. and the first serious accident for between
eight and nine years. The bodies of the killed
were brought to the city last evening. Coroner
Taylor was sent for to view, tnem, - or hold an inquest
necessary.
ANOTHRII BAILBOAD ACCIDENT.
The New York train of cars that started lgorn the
Kensington depot at quarter before 7 o'clock last
evening, ran olf the track about threesquarters ef a
zalle above the Reading Railroad track. There were
eleven oars in the.train, all well filled with passen
gers. One young man, whose name we could not
learn, was injured, but not very severely. From all
that we could learn, it seems the locomotive had
safely crossed a switch, it being all right, but the
Slat passenger oar was thrown from the trash in
consequence of the breaking or raising of the end of
a rail the very instant the engine passed over. The
coupling that attached the train to the locomotive
parted, and the latter, in the language of our in
formant, " went kiting" up the track, but was
stopped within a quarter of a mile. The locomotive
was running at the usual rate of speed, and the im
petus thus gained was an Indent to lone all the oars
off the track in less time than-it takes to write about
It.

of the orohestra and its talented leader Mr. R.

still remained in the halide of Councils. By taking the
land now it would prevent improvements, such as mills
being placed there, which would allow the drainage
from them to enter directly into the basin from where
the water le obtained for the Twenty-fourth ward. He
thought men of large means would leave the city if im
provements were not made. One of .the commissioners
to take this land bad sold his homes became of there

ITEDERGEOUND DRAINAGE
• Mr. Hearse (U.) offered en ordinance requiring that
i n mi cages where there are gutters on the foot ways on
any street in which there is a culvert, the owners of
property shall be notified to have connections for said
gutters made nudes ground with the street culverts.
owners of property shall have thirty days' notice to
make the underground drainage, and for every month
In which they shall fell to comply a penalty of $3O will
be exacted. Owners shall not be required to take out
any license orpay any sum therefor. Provided, That
this ordinance shall not take effect until after the first
day of April next.
Mr. BARN= urged the necessity of the passage of
such an ordinance by calling attention to thepresent
condition of the streets by reason of gutters crossing
the footways. New York and Boston have a system of
underground drainage, and not a table spoonful of wa
ter could be found in the streets.
. . .
Mr. CRESWELL (II.) thought that the bill was a good
one, but a reform of the extent contemplated should be
thorouhly investigated.
Mr. Bantocr: (p.) thought that the passage of the
ordinance would , come pretty heavy .on poor people,
who had got money enough together to buy a house for
-themselves. This city bad more people who owned
their own hooka than any other city. Much of the ice
and slush now in our streets Is from snow and not from
IL e running of gutters.
Mr. Wria.zre (U.) believed. that the effect of the
passage of the of diatoms would be bat tlne commence
ment of having openings made into the eunrerts for all
Imposes. The entente of water closets, garbage, and
foreign matter of every kind would be sent Into the
eulverte to ouch an extent as to risk their use, and would
be detrimental to the public health, and it was oleo a
great loss to the city to have the manure, which could
be profitably employedoe anted in this way. Rs (Mod

one hundred positions at the present salaries.

Mr. .ADAI4B. Many of the members of Councils.
Mr. HARPER. Well, then, let Its assure them now
that they are not going to have their salaries raised
at
Dlr. Cassawszi, (U.) The best reason why we should
increase the salaries of the policemen ls, because if we
don't the policemen won't vote for us. I know gunge
men who have experienced that. I 'peak by the said.
I believe in doing right, and not spending the city's
