The BeeretarY of the Treasury Elves notice that sub.
aeriptions will be received for Coupon Treasury Wales,
payable three years from August 16th, 1864, with semi•
annual interest at the rate of seven and three-tenths per
cent. per annum—principal and Interest both to be paid
in lawful money.
These notes will be eonYertible, at the option of the
holder, at maturity, into six-percent. gold-bearing
bonds, payable not less than dye nor more than twenty
Years from their date, as the Government may elect:
They will be issued in denominations of 050, Ca), WO,
SVCS, and $5,063,and all subscriptions must be for fifty
dollars or some multiple of fifty dollars.
As the notes draw interest from August 16, persons
making deposits subsequent to that date mast pay the
interest scorned from date of note to date of deposit.
Forties depositing twenty-dye thousand dollars and
upwards for these notes at any one time will be allowed
a commission of one-quarter of one per cent.
OFFOlia ABTANTAGES OF THIS LOAN.
IT IS A NATIONAL SAVINGS BANK, offering a
higher rate of interest than any other, and the beet
semtrity. Any savings bank which pays its depositors
in 11. 8. Notes, considers that it le paring in the beet
circulating medium of the country, and it cannot pay
in anything better, for its own assets are either in
Government securities er in notes or bond* payable in
00Yernlnent paper.

In addition to the very liberal interest on the notes
for three years, this privivilege of conversion is now
worth about three per cent. ,per annum, for the current
rate for 5-20 Bonds is not less then nine -per cent. pre.
infum, and before the war the premium on slx-per•oent.
U. S. stocks was over twenty per cent. It will be seen
that the actual profit on this loan, at the present market
rate, is not less than ten per dent. per annum.
Its Exemption fromptate or Municipal
Taxation.
But aside from all the advantages we have enumera
ted, a special act of Coupe's exempts all Bonds and
Treasury Rase from local taxation. On the average,
this inemption is worth about two per cent. per annum,
according to the rate of taxation in various parts of the
country.
It is believed that no securities offer so greatinduce
mente to lenders as those tamed by the Government.
In all other forme of indebtedness, the faith or ability
of private parties, or stock companies, or separate cm
monitions. only. Is pledged for payment, while the whole
Propertfophe country is held to secure the discharge
of all the obligations ef the United States.

tracing, from its Inception in this hemisphere theris
and progress nation great wrong which still t fastens
the life of the, I have followed the fortunes of a
vast multitude, equal in number to the. population.,
loyal and -disloyal, black and white, of these United
States. I have sketched, by the tight of authentic docu
ments, the dismal history of that multitude through
three centuries and a half; seeking out their represen
tatives, and inquiring into the numbers and condition
of these at the present day. In so doing I have arrived
at conclusions which, to those who have - never looked
closely into the subject, may seem too marvellous for
belief.
"Finally, after basin/ traced the connection of the
two races in the pant. an set forth the duty of one race
toward the other in th present. I have nought to look
forward and inquire how they are likely, when both
shall be free, to live together in the future ; whether we
shall have a race among ne unwilling or unable to sup
port itself; whether adraLitnroof the races. both being
tree, Is probable or desirable; whether, without ad
mixture, the reciprocal social influence of the races on
each other promises good or evil ; what are the chances
that a base prejudice of race shall diminish and disap

WISTIART: DEAR Els: One year ago the Examin
ing Surgeon of this district told me I had Consumption
of the Lunge, and that I connknot be cured; and Judg
ing from all soy symptoms atlthat time I myself sup
posed this to be true. I was for more than one year
troubled with a backing cough, which gradually grew
eo bad that I could net have a severe tit of coughing
without spitting up blood in large quantities.
For months I could not work at anything, and was
obliged to keep my bed moat of the time. While in this
condition I was in Mr. Itowbotbam's store, in thiscity,
and he seeing me very low, I was recommended to try
your Pine Tree Tar Cordial. He said he had sold.a
great de.l of it, and that. as it had cured so many
others, be believed it would do some good. I bought a
bottle and commenced using it. In a very short time I
saw that I was gettingbetter very fast, and after taking
several bottles I was entirely restored to health, so
that I could work every day at my business, which is
very heavy work in an iron foundry. When I com
menced to use your Pine Tree Tar - Cordial my weight
was only one hundred and thirty-five pounds; Once
