QUARANTINE REGULATIONS AT FORTRESS
MONROE—HOW A TRANSPORT DRAGGED
HER ANCHOR.
The quarantine regulations as ordered by Gen.
Shepley, stationed at.Norfolk,Virginia, have the me
rit of novelty and the demerit of absurdity. They aro
well calculated to produce sickness of a contagions
-character, the very thing that is desirable to be
avoided, A. few facts will illustrate the whole sub
ject, upon which the general reader may form an
opinion. Gen. Shepley was formerly military go
vernor of the State of Louisiana. At resent ho is
in command of the post at Norfolk. Virginia. An
order was issued some time since by the General that
*ll vessel,, (this includes army and naval trans
per%) from any port or 'Motion south of Ohesapeake
Bay, arriving at Fortress Monroe, should re
main in quarantine „Veen days, at the expi
ration of which time, if no sickness should
appear on board, then the vessel might be li
berated from the order, and proceed on her voyage.
If, however, any sickness &tmid appear on any of
the vessels thus bound by such a stringent order,
then another fifteen - days'quarantine bond should
lame. Thus the vessel would be detained thirty
days. On the 18th inst., the United States army
transport Hudson, bound front Pensacola, Florida,
to New York, mopped at Fortress Monroe for coal.
There were on board the steamer the 7th Vermont
Regiment, on their return home on a thirty-daya. fur
lough, the regiment having re-enlisted. There were
some other passengers, as equally anxious to see
their homes. The surprise of alt on board, the
chagrin and mortification of the commanding 001-
ten the peneral and somewhat alarming [Rosati&
faction of the Vermont veterans, of over three
years' service in the cause of the country,
may be imagined. There was no sickness at Pensa
cola when the Hudson left ; there had been reported
only three oases of yellow fever at that place far the
whole season. There was not a single ease of- alek- -
nese on board the vessel at the time of her arrival at
the fort for coal. Remonstrance against the deten
tion of the transport was in vain, and she remained
there forty-eight hours. During this time, or most
of It, the soldiers and others were between decks,
- the sun ' s rays being powerful enough to almost fry
the very pitch irom the seams. The heat in such a
weasel. riding lazily or calmly at anchorage, was
-entirely too touch for human nature to bear, After
the inmates of the transport enduring the torture of
a sweat-box for forty-eight hours, disease and death
beginning to stare them in the face, the vessel
"dragged her anchor" on the night of the 20th inst.,
and the dawn of the succeeding morning found her
out of sight of land. It was perhaps the first In
stance in the history of marine •events that a vessel
dragged her anchor during a deep calm that settled
On the bosom of the Uhetiapealtd.
At the time the Hudson thus dragged her anchor
there were three other vessels in quarantine, the
naval transport Eutaw, the army transport Ame
rica., the other vessel unknown. The America had
alreads. been there fourteen days.
The Hudson, n clue time, arrived at the quaran

at the bland, and being entirely free Jrom disease,
was permitted to pass on. The passengere were
landed at New York. The veteran Vermonters
proceeded on their way rejoicing, and are now once
more among the green-clad mountains of their State,
and In the enjoyment of the native scenes of their
childhood.
The Philadelphians who were on board the Had-
MI are at their respective homes and hotels In our
city, thanking their "lucky stars," perhaps, at the
2101.01 Manner in which the gallant vessel dragged
her anchor, and bore them safely to their deetina-

An effort will be made at Washington to have
modified the quarantine regulations at Fortress
-Monroe, and thus avoid the terrible disease-engend
eging character of the present order. Returning
- veterans only Can appreciate the Increasing feeling
of anxiety to get home, when they once start for
that place, and as they get neater and neareyr to it.
To detain them at ouch a time and in such a man
lier as was the, case on board - the 'United States
transport Hudson was not only particularly %b.
surd, but cruel torture mentally, superinducing
dis
ease physically. One thing is very certain, anchor
dragging from the quarantine trap at Fortress
Monroe, on dark, calm nights, Will beconle a marine
pastime, unless a modification is made, based upon
common sense and common humanity.
NATIONAL UNION CITY CONVENTION.
Pursuant to adjournment, the Convention &seem.
bled on Saturday at Sansom-street Hall, and pro
ceeded to ballot for a candidate for Clerk of the Or

HEAVY SHOWER AND EPTECTS.
Early on Saturday morning, a northwest gale and
heavy rain prevailed, resulting in a thorough
cleansing of the streets, which some or them stood
very much In need of. One or two spur culverts in
the (My wore somewhat damaged. The sloop Two
Brothers was blown ashore on Potty's Island, but
was soon got off again. The fishing smack Nancy
Till went ashore In Eagle Cove, and had her sliding
keel damaged. Joseph Johnson; at the helm, was
blowntoverboard, in water only four fret - deep, and
made the best of his way through the miniature surf
to the gravel beach. /t was thought for a time that
he was drowned.

possible to the marshes that fringe the Delaware and
its tributary streams. The birds have a much better
chance to become fat than at any season for years,
because of tho very extraordinary price of shot.
Reed birds promise to be more abundant than last
Season. They will not be in the fattest order until
the middle of the coming month.
SIXTH WARD.
A grand mass meeting of the residents of the Sixth
ward will bo held at National Guards Hall, on to.
moirow evening, to make the "last strong pull and
the pull altogether" to All the quota of the ward,
and thus avoid the draft.
WELT, ATTENDED.
The great excursion of Mr_ Conductor Monday to
Atlantic, City, on Saturaay evening, was largely at
tended. The excursioniste are expected to arrive
Lome again early this morning.

The coroner yesterday
to burs the body of James McGinnis, one of the re
turning veterans, who was accidentally killed at the
G ra y's Ferry bridge on' Wednesday last. The death
of McGinnis was never made known to the coroner
until Saturday, at which time. the reiatives or
friends having charge of the body ascertained that
the burial could not take place until a certificate
was first obtained. Accordingly, On Saturday night
the coroner was celled upon to furnish the necessary
document. He refused to comply, because he knew
nothing of the pots of the death. At an early hour
yesterday morning he made a 'till examination of
the affair, and, being satisfied that death ryes caused
by accident., tare a certifieate. The unfortunate
deceased was burled yesterday afternoon with the '
honors of war,

ALLEGED DISHONEST EMPLOYEES.
Thomas Hubland, who has been in the employ of
the Messrs. Bullock,. wool dealers and manufactur
ers, for many years, was arraigned, on Saturday,
on the charge of purloining wool. It is alleged that
in conveying the wool from the itore to the mann
factory, at Conshohocken, a bale of the valuable ma,
terial would be dropped at an intermediate place
and thus never reach its proper destination. It Is
not exactly known how much of the fleece was
taken, but the specific charge against the defend
ant fixes'the value at $2,000. The alleged pecule
ion has-been going on for a considerable length of
time. The accused was required to enter ball f the
gum of $6,000 to answer.
ANOTHER SIMILAR CASE.
Charles Carr was arraigned before the same ma.
&trete on the charge of larceny of property belong
to his employers, Messrs. P. B. Mingle &Co., seeds
men. The defendant was in the employ of the firm
for several years. For some time past various par
eels of seed disappeared mysterlour ly from the es
tablishment, and, because of confidence being re
posed in defendant, not the slightest Suspicion was
ever entertained aiming kim. a private watch was
set, and a day or two since the aedused was discov
ered in a public house. He had in his possession a
bag of clover seed valued at $2l. This was the pro
perty of his employers. lie was committed to
answer at court.
TITE SEQUEL.
On Saturday we gave a sketch In The Press of a
Boone that occurred in the ()antral Station about a
woman who was crying because her husband was
not killed in battle, when we supposed that the tears
were shed because he was dead. Tho female in
question called at this office on Saturday with the
Intelligence, gratifying to her that her husband
really was kilted at the battleol l Antietam, and that
the other report of his being still alive was tooor
rect. She was evidently apry well contented in get-
Ong rid of an 1 11 -natured - husbard—a man who was
transformed into a beast through the influence of
alcoholic spirits.
