I
A. Rubicon, the jury n the case of the calamity
which happened at the Almshouso recently, yester
day rendered a verdict In the shape of a report, as
follows :
"In accordance with your directions, the jury
have carefully examined the building known as the
insane department of the Almshouse. We have
heard, the testimony of the witnesses awl have
brought our best judgment to the consideration of
the case, nod are now prepared to render n verdict,
first giving a statement of the facts presented to us.
"Part Of the buildings occupied by the Insane is
three stories In height, with an attic story. The
rooms on each story are about twenty-one foot by
forty-eight feet in the clear, divided in the centre by
piers at each side and one in the centre ; this centre
pier being about seven feet wide with a chimney
stank about live feet six luehos wide built In. with
the pier, forming together a depth of throe feet four
inches, with arches thrown from centre to ski° piers.
The walls are built In these arches to the floor above,
and upon these walls the floors of joist root. The
whole was originally supported In the basement by
a solid WAIL
In the year 1540, a contract was made with Bic ,
kinbino Trotter, h Martin, to construct a heating
apparatus. In performing this work, the wails in
the basement under the centre piers and openings
wore, rut entirely through a width of six teat, fear
his eight inches on ono side, and four luchos on the
other, to support tiro pier above. This nowiltion of
the walls under the pier had not been noticed until
within the last three weeks, when workmen were
engaged In making a different arrangement for
healers. Lis soon as it was not iced workmen were
employed to strengthen the foundations, and were
so engaged on the day preceding the accident, and
a temporary wooden upright was placed under the
pier which fell, when preparations were in progress
to build a solid wall in the basement under the said
pier. •
"There is no anubt whatever in the mind of the
jury that the cutting away above mentioned was
the cause of the wall giving way. It is, however,
possible that the preparations !mule the day before
may have hastened the catastrophe. Independent,
however, of this, the pier must soon have given
way, as there was noticed by the jury a settling of
the floors opposite all the
. piers similar to the one
which fell. It is only matter of surprise that the
Calamity had not occurred long before.
"Thejury cannot but condemn In the strongest
terms the reckless manner in which tho alterations
were suede in IS4O. No care whatever appears to
have been taken to examine into and preserve the
strength necessary to support the 'weight of the
wa Ile. piers and floors above.
"The jury think it unnecesSary to say anything in
relation to the rematnipg pertions of the Milian:,
as the Board of Guardians Intro taken measures to
have the whole establishment examined by compe
tent persons, and have thebuilding put lo a com
plete end secure state, so as to nvoid in future any
possibility of another such distressing disaster.
"It is proper to state that every facility has been
afforded by the Board or tliiardians in furnishing
witnesses ns rCouirell, and their bnok of minutes hes
been laid before tho jury, Riding us all in toeirpower
to arrive at a just and correct view of the ease be
fore us. Having made the staterneut of facts, we
therefore render the following verdict: That on the
20'h day of July, 1364, the victims of the disaster
game to their deaths by reason of Injuries inflicted
by the falling of the division walla already noted,
together with the floor resting on sant waits, the
primary cause being the careless manner in which
•the walls under the centre pier were cut away. in
constructing heating apparatus In the year 1510.,,

Upon making an investigation, he was Identified as
the Insane man who escaped a few days since tram
the Almshouse. There was so much "method in his
madness" that it was difficult to tell the difference
between him and some of the officers that formed
the party of visitors. There was no particular wild
ness in the expression of his eyes. It was only his
speech that betrayed the unsound condition of his
mental faculties.
He said that he was a rebel general In the South
