proposed to hold a Great Fair in the city of Philadel
phia, in the first week. in June next. for the benefit of
the Sanitary Commission The citizens of Delaware
have been cordially invited to co-operate with Ina citi
zens of Peramy Wants and New Jersey in this patriotic
and humane Imrooga. The regalattolie added hereto
have been adopted with reference to this state, and will
exhibit the details of the plan of management
It is not necessary for me to commend this great and
good work to the loyal people of Delaware You have
already given with a liberality and labored with a fideli
ty worthy of all praise. Yon have been willing and ac
tive; and what you have done is the best indication of
what you can and will do "Let every clergyman an
nounce Ibis humane undertaking to hie people; let the
pre:m give it the widest publicity and the most earnest
encouragement; let every factory, workshop, and mill
c ontr ib u t e a specimen of the best thing they can turn
out; Ist all loyal men and women exercise their taste
and indnEtry." Is this way the result may be an honor

ducted by Delawareans. It will keen its own accounts,
end. at the close of the Fair. pay over to the general
fond its profits. which will be credited. to the State of
Delaware.
Arrangements will be made by which the proceeds
for tickets of admission sold to Delawareans will be duly
credited to this State. These tickets will be sold near
each etreenee to the Fair. and in Philadelphia, Wilming
ton. and other places to be hereafter announced. It le
earnestly requested that alt persons from this State will
Purchase their tickets at such plates as may hereafter be
enneunced by the Delaware Executive Committee. so
that the State may have the credit to which it will fairly
be entitled.
7 . It is earnest' y requested that all persona throughout
the Male *he desire to co. Operate in this work ltd
mediately, and until April 1, eo, respond with the 'Secre
tary of State. at Wilmington, and will indicate the com
mittee or committees upon which they can be most
efficient As far as practicable their preferences will be
recognized.
S. The Committee on "Labor, Incomes and Revenues"
Will endeavor to obtain the contribution of the procesds
or "one day's labor" from every person willing to give
it, and one day'a revenue from all corporations, firms,
.kc. and one d ay'e income from all persons of fortune
and from professional men.
9. There is no department of industry or of art that
may not be used efficiently for the purpose of raising
funds fir the Sanitafy Commission. There is not a man,

hi. or her ability and, willingness available. Almost
every article of manufacture, anineement, ettrioeitY, or
sale will be acceptable. Alt varieties of needle-work,
geode, food, fancy.wares, old documents, books. pamph
lets, engravinge ' caricatures, ornaments. Carvings, re
lics. autographs of distinguished persons (single or
henrd together). official copies of proclamations. contri
butions of poetry- or prose for the p Net office or for the
Fair newspaper. articles for the soldier or the citizen,
drawing., paintilln, modeling. leather work, may be
contributed Every mechanic or laborer may contribute
some article of his own manufacture. to DO marked in
his own name, and exhibited and sold at the Fair.
10 All contributions from Delawareans will be made
to the appropriate Delaware Committees. Those made
within the State will be sent First to the General Head-
Quarters at Wilmington, to be hereafter announced,
where they will be properly marked and forwarded.

DEAR SIR: I hate received the letter which, under
date of the 18th inst ,yon have addressed to me. in which
PM inform me that the serious attention of North Ameri
can capitalists is now being turned toward the favorable i
field for enterpries presented by the vast mineral wealth
of Mexico, and that this has led a large number of per-
sons to manifest a desire to become interested in the con- ,
cessions that the Company of which you are President
holds from the Mexican Government. with reference to

answer in the order they are made:
Ist. The concessions held by the Company which you
represent will, of course, be recognized and respected by
the authorities of the Republic. because the decrees grant.

tl e Mexican Confederation. the State of Guerrero is con
sidered, in Mexico, to ee one of the richest. although.
perhaps, unto the present time, it has been the least de
veloped.
4th The Mexican Government, which desires, above
all things, the development of the vast material re.
sources of the Republic. considers it one of its first duties
to favor the establishment of enterprises, both of natives
and foreigners. which have for their object to accomplish
this important result.
It being. on the other hand, the Polley of the Mexican
Government to strengthen and draw closer the commer
cial relations of the Mexican Republic with the United
States, it will see with particular satisfaction the citizens
of this country - take part in Mexican enterprises, and
contribute, with their industry and their capital. to de
velop the great resources of wealth of that Bei üblic, to
the mutual benefit of both nailing.
