phis. in the first week in Jute next, for the serial of
-the Sanitary Commission The citizens of Delaware
have been cordially invited to co-operate with tne citi
zens of Pennsylvania and View Jersey in this patriotic
and humane purpose. The regulations added hereto
have been adopted with reference to this State, and will
exhibit the details of the plan of management
It is lot zereerary for me to commend this great and
good work to the loyal peop'e of Delaware Yon have
already given with a liberality and labored with a fideli
ty worthy of all praise. You have been willing and ac
tive; and what you have done is the best indication of
what you can and will do. "Let every clergyman an
nounre this humans undertaking to his people: let the
press give ic the widest publicity and the most earnest
encouragement: let every factory, workshop, and mill
Contribute a specimen of the best thing they can turn
out ; Ist all loyal men and women exercise their taste
and industry..." In this way the result may be an honor
to our State, a great comfort to our suffering heroes. and
an offering well pleasing to the Almighty, whose blew
ing and assistance 'I htunbly invoke upon this work of
Christian charity.

B. Subcommittees of ladies and gentlemen will be ap
pointed for each department of industry and art, whose
business it will be to solicit contributions for the Fair,
and to work under the general direction of the Skeen
tive Committee, each in its own special branch.
4. All committees for the management of the Delaware
Department will be appointed by and from this State.
P. The Delaware Department will be directed and con
ducted by Delawareans. it will keep its own accounts,
and. at the close of the Pair, pay over to the general
fund its profits, which will be credited to the State of
Delaware.
i. 6 . art angements will be made by which the proceeds
for tickets of admission sold to Delawareans will be duly
credited to ibis etatd. These tickets will be sold near
each entrance to the Fair. and in Philadelphia. Wilming
ton. and other places to be hereafter announced. It is
earnestly reqnested that all persons from this State will
pure see their tickets at such places as may hereafter he
announced by the Delaware Executive Committee, so
that the State may have the credit to which it will fairly
be entitled.
7. It is earnest'y requested that all persons throughout
the State who desire to co-operate in this work will int
mediately, and until April 1, col respond With the Secre
tary of State, at Wilmington, and will indicate the com
mittee or committees upon which they can be most
efficient As far as practicable their preferences will be
recognized.
S. The Committee on" Labor. Incomes and Revenues"
will endeavor to obtain the contribution of the proceeds
of • one day's labor" from every person willing to give
it, and one cistfe revenue from all corporations,arms,
ate. and one day ' s income from all persons of fortune
and cffrom professional men.
9. There is no department of industry or of art that
may not be need efficiently for the purpose of raising
tunas for the Sanitary Commission. There is not a man,
woman or child. who is willing to aid, who cannot make
his or her ability and willingness available. Almost
every article of manufacture, amusement. curiosity, or
sale will be acceptable. All varieties of needle-work,
goods, food, fancy wares, old documenteobooke, gratuph
lets, engravings, caricatures, ornaments, carvings, re
lics. antograpbs; of distinguished persona (single or
board together), official copies of proclamations, contri
butions of poetry or prose for the p set office or for the
Fair newcpater, articles for the soldier or the citizen.

contributed. Every mechanic or laborer may contribute
some article of bis own manufacture. to be marked in
his own name, and exhibited and sold at the Fair.
10 All contributions from Delawareans will be made
to the appropriate Delaware Committees. Those made
wi'hin the State will be sent ant to the General Head
quarters at Wilmington. to be hereafter announced,
where they will be properly marked and forwarded.

be represented in the Fair by their productions, to imi
tate tea example of those who will. and to contribute
liberally I.IIBONRY for this neat object. In New York.
although their Fair is not to be held for two weeks, con
tributions of more than $203,000 in cash hare been
already received, a single department of trade, that of
dry g. ode, having made TOP more than half that sum.
Brooklyn and Cincinnati have each contributed as mach
in money. and certainly the wealth, liberality. and
patriotism of Philadelphia can hardly .be considered as

Authority having been granted by the War Depart
ment to the Commanding General of the Department of
the Sutquehanna, the let Batten in three years' Penn-,
sylvania Volunteers (formerly six months' volunteers).
consisting of six companies, mustered into the Untied
States service for three years or during the war, is au
thorized to recruit to ten aomnanies of the maximum
strength.
Thi. Battalion is on Provost duty In this department.
and It offers a good opportunity to those persons who
have been in the service and have been honorably dis
charged, to re-enter, and to those of good character who
have not been in the service to enter the same. Only
there known to the recruiting officers and persons au
thoriztd to recruit as being reliable and trustworthy
will be received, as the nature of the duty this Battalion
Is called upon to perform is each that it requires soldiers
in whom the commanding officers can place confidence.
Perste s taking advantage of the benefits arising from
enlistment in this Battalion will receive the bounties
paid by the Government as authorized in existing orders.
The officers must be, men who have had some experi
ence in the military service, intelligent, and of god
character, and only these bringing the requisite number
of man and possessing the above qualifications will be
recommendea to the Governor of the State for commis
stone.
