MORAL ORDERS, So. 26-
In accordance with instructions received from the War
Department, the only Bounty to be paid for enlisting in
the llalted States service for three yearele that authorized
by law. which 1300100. to be paid at the expiration of two
Years' service. Until January 1ith,1854. the bounties of
fered by the United States Government, amounting to
1408. will be pail for the re , anlistment of Veterans—viz!
those who are now or have been in the military service
of their country nine months and upwards.
All persons de-iring to re- enter the service will apply
to the Provost Marshal of the District in which they re
side, or their recruiting agents, who are authorized to
enlist, and who will- give all information in relation to
the payment of bounties. etc.
The Commanding General therefore calls upon all ve
terans in the Department who have so nobly eastal ue A
the reputation of their States en hero-fought battle fields
to enroll themselves at once In the service, th a t rebel
lion and civil war may receive its death-blow.

Whereas, complaints have been made that errors nave
occurred in the enrolment of the National forces by the
omission of names as we las improper enrolments.
Public attention is called to the enrolment lists now
posted on the corners and elsewhere.
First. The name of any person omitted may be added
.to these lists, and citizens are requested to notify the
Board of Enrolment of such omissions in order that the
operation of the draft may be just and uniform.
Second Any person enrolled may appear before the
Board before January 5, 1861, and show satisfactorily
- that he is not and will not be at the time Axed for the

Far be it from me to gloat or exult over a fallen ene
my: an enemy who lights honorably and fairly (though
he fails) I, entitled to both sympathy and respect; but
when he runs andthen charges his antagonist falsely,
he can hardly be entitled to either.
But " to err is human," and the enemy ' s mood when

The attack was first made by a unties to merchants

I answered this attack first, by challenging the attack
ing party to a test with the drill; also. to test the

the drill one-half advantage; and to all these offers I
have bad NO BESPON , E, except the fire test.

the general terms for burning. all which I acceded-to,
except that I would select a safe of similar size to the
one they selected, and that neither party should have
possession of either safe before , the burning, to drug it,
or fit it up for the occasion.

A printed copy of this advertisement must be attached

plying precisely with all its terms. Each bid to have
consideration must contain the written guarantee of two
responsible names, as follows;

SEALED PROPOSALS are invited by the undersigned
for supplying the U. S. Quartermaster's D.partment,
at Washington. D. C.. Baltimore, Md.. Alexandria. and
Fort Monroe, Va .or either of these places, with Hay,
Corn, Otits, and Straw. -
Bide will be received for the delivery of 6.000 bashols
of corn or oats, and tO tons of hay or straw, and up
wards
bidders must state at which of the above-named points
they propose to maks deliveries, and the rates at which
they will make deliveries thercal, the quantity of each
article proposed to be delivered, the time when said de
liveries shall be commenced, and when to be completed.
The price must be written out in words on the bids.
Corn to be put up in good. stout sacks. of about two
bushels each. Oats in jike sacks. of about three bushel s
each. The sacks to be tarnished without extra charge to
the Government. The bay and straw to be securely
baled.,
The particular kind or description of oats, corn, hay,
or straw, proposed to he delivered, must be stated in the
Proposals.
All the articles offered under the bids herein invited
will be subject to a_rigid inspection by the Government
Inspector before belulr accepted.
Contracts will be awarded from time to time to the
lowest responsible bidder. se :be interest of the Govern
ment may require, and payment will be made when the
whole amount contracted for shall have been delivered
-and accepted.
The bidder will be required to accompany his propo
sal with a guarantee, signed by two responsible persons,
that in case his bid is accepted he or they will, within
ten days thereafter, execute the contract for the same,
with good and sufficient sureties. In a sum equal to the
amount of the contract, to deliver the forage proposed in
conformity with the terms of this advertisement and in
case the said bidder should fall to enter into the contract,
they to make good the difference between the offer of said
bidder and the next lowest responsible bidder, or the
person to - whom the contract may be awarded.
The responsibility of the gparantors must be shown by
the official certificate of a D. S. District Attorney. Col
lector of Customs, or any other officer under the _lTnited
States Government, er responsible person known to this
office,
