Ampubilithed yesterday, discloses im unmistskable
Ilanglitiae the trepidation in Wnich the thinking men
of the North are involved by the high-handed usur
jpations of the Lincoln Government. The unwar
ranted.assumption, and`despotio exercise -of. power
by the central agency at Washington are beginning
to awaken reflections upon the reserved rights of the
States, and revive the idea of State sovereignty and
Independence. The people of Permsylvanikare Tre-
Minded by Mr. Reed that, for a peribd of7two 'bun
'dred years, their State has lived and proipered as a
free, !sovereign, and independent Oommonweaith,
the feandations of which are in a fair way to be
sapped and undermined by the trickery and 'mewl
machinations of the Federal authorities at the seat
- of Government. _

!be people to ward off the threatened evils, and con-

those of all the other Northern States, have been

Will ultimately resist, even to the point of revo
lution, these high-handed enaroachnients upon
heir r ights and liberties. Every day brings them
a fuller and more perfect appreciation of what
'the South is fighting for—the preservation, among
oilier things, td State lines, State sovereignty, and
independence—and they will naturally catch the .
Swint cf the Southern people as the usurpations of
I.l.reeln increase and multiply. They are beginning,
torliscoyOr that their own rata is involved in the -
II uhjugation of the South. The same power that
overwhelms and robs us of all our rights as a free
people, will do even so unto them,in order that it
may be the more securely and rmly fixed in-the
Peat el its usurped authority.
The speech of Mr. Reed was made in view of the
State elections, which come off on Tuesday next,
Mid the vote, if a fair and flee ballot is permitted,
Will give us some idea of the strength of this State.

oven if ' this be so, and the State-rights party
be thue defeated and held under, the Administration

at least, gather in, with its ill-starred triumph,
a doh harvest of public exasperation, which, it may
be hoped, will not be slow in ripening into revolu
tion. When the honest and thinking portion of the
'Northern people, like Air. Reed, are fully convinced
of the feet, that our destruction is their ruin, that
the loss of our rights Is death to their own liberties,
they will cease to give encourairement to the war,
and may yet be found doing battle in our behalf,
against the usurpers and despots at Washington.
The issue at the North is now pretty well nar
rowed down to one between State rights and per
m:ins' liberty on the one side, and anti-slavery and
despotism on tine other. Which will ultimately
predominate it Is, 'of course, as yet impossible to
tell; but, with 'such an issue, it is, impossible that
harmony and unity of purpose can long prevail.
Discord is the natural and inevitable result, and
sooner or later the rupture must come. We care not
bow soon.

tutional liberty and free popular government
never was 'fought by any people. And your un•
conquerable firmness and courage, even in the
midst of armed military force , . sepured you these
first of human rights—free speech and free bal
lot. The conspiracy of the 6th of May fell before
,you. Be not discouraged ; despair not of the
Republic. Maintain your rights ; stand firm
to your, position ; never yield up your princi
ples or your organization. Listen not to any
Who would have you lower your standard in the
hour of defeat. No mellowing of your opinions
upon any question, even of policy, will avail any
thing to conciliate your political foes. They demand
nothing less than an absolute surrender of your
prineiples and your organ - m.l4lmi. Moreover, if
there be any hope for the Constitution' or liberty,
it is in the Denicawatic party alone ; and your fellow
citizens, in a little while longer, will see it. Time
and events will force it upon all, except those only
Who profit by the calamities of their country.
I thank you, one and all, for your sympathies and
sour suffrages. Be assured that, though still in
exile for no offence but my political opinions and
the free expression of them to you in peaceable
public assembly, you will find me ever steadfast in
those opinions, and true to the Constitution and to
the State and country of my birth.

The vessels to be delivered at a Navy Yard complete
and ready to receive on board the crew, provisions.

The proposition must state the gross sum for which
the vessel will be delivered complete and the time
within which she will be delivered. The bid mad be
accompanied by a guarantee that, if awarded, the par
ties will execute the contract ; and the names of all the
parties interested and of the sureties must be stated.
The Department reserves the right so reject any or all
the propositions if. in its opinion, the public interest re
quires, and no proposition will be considered except
from parties actually engaged in building iron vessels.

and not lees than 2,000 seta per week on all contracts for
over 10,000 sets; the first delivery to be made within fif
teen days from date of contract Failure to deliver at a
specified time will subject the contractor to a forfeiture
of the amount to be delivered at that time. The ac

boxes to be charged at cost, to be determined by the in
