Lehman, provost marshal, corner of Third and Evelina streets, to witness the publio drawing of the Second ward. The following-named gentlemen, representing both political parties, were present by especial invi tation: James C. Keloh, WilliM# B. R. Selby; R. O. Tlt lermary, Thomas J. Barger, Dr. Geo. W. Nebinger, Dr. O. E. Kamerly, Thomas E. Gaskill. * The nameß were placed in a revolving box, from ~ which they were drawn by Mr. Benniah Parvin, a blindfolded blind man. The Guards, upon reaching Harrisburg, were'attached to the 21at Regiment Penneylvania Yolunteers, Colonel New-' fcumet, forming the color company ofjthat regiment. On the 4th of July the regiment left the rehelß.havlng-just.taken their departure from that place' about twelve hours previous. The 21st, with two days’ rations,'started iu pursuit, following the rebels over South -Mountain, Into Maryland, over one hundred miles, when the- latter made, a stand at Hagerstown, but were finally driven across the Potomac. The regiment has since returned to Ohambersburg, having arrived there on Tuesday last, aftcr travelling a distance of over two hundred miles,'and enduring great trials and hardships. The Guards have performed good service, and behaved with the bravery and courage of old veterans. The soldiers are loud in their praise of the captain of the company, who hasstoodup manfully for hit men; and through his energy mone have they been re lieved from many privations and troubles. Philadelphia, July 27,' 1383. The markets were quiet to-day. Gold advanced Shout oue per cent, on the news from Charleston, and the thickening complications of the Mexican question. Many predict trouble in that quarter very soon, and the; violations of the Monroe doc trine are creating considerable discussion. A war with France would bf-oourse bring England In the scale against us, and produce a great commercial crisis, the result of whioh can at present only be speculative. Almost every one admits that we could carry on Buch a war much more easily and cheaply than that against the rebellion, but mone tary troubles would certainly ensue. : Gold opened at m@i27}% and, continued steady until the close, at the same figures. Government securities were steady, with the demand centered in the five-twenties. On Saturday nearly two million dollars of the na tional five-twenty sixes were sbld by Jay Cooke, Esq., Government agent. The extension of the time of converting proves to have been a wise pro ceeding, as the increasing sales abundantly.testify. To-day, at four o'clock, the amount applftkched nearly that of Saturday, but so eager was the de mand that we were -prevented fronr getting the closing figures. On the 31st or this month, now three days distant, the privilege of converting ceases, and'the loan will taktf Its place among the things to beacquiredby market values, at the Board of Brokers and the offices of bankers. - The stock market continues very dull without muoh change in prices. Steady good securities are "in quiet, demand while the fancies suffer slightly from inattention. New city sixes were, in demand at 107. 101 was bid for the old, United States sixes, 1881, sold up to 106%. June 1- TbeNew York Evening Post of to-day Bays: The bank statement for last week shows an in creasQjOf $14,005 in deposits) and a decline of $90,051 in loans, of $2,344,200 in specie, and-of $105,440in circulation. The only important feature in this ,statement is the indication.it affords that the banks have disburdened themselves plover 2% millions of the unprofitable load of specie'which they have been canying for speculators, who, though ambitious of controlling the price of gold,are somewhat.weary of their expensive project _ Notwithstanding this salu tary depletion, however, our banks hold millions more of specie than they held four, months ago, while their circulation is nearly three millions less. Wall. street, as was anticipated, begins the week with considerable activity, owing, first, to the abun dance of capital seeking- employment j secondly, to the absence of speculation in any other quarter than in the Stook Exchange; thirdly, to the growing con fidence of capitalists in the intrinsic value of the principal stocks; and lastly, to the abundance of currency: which is. now out, and is attracted to this and the other great financial centres of the country, giving greater facilities for the circulation of capital, and thus developing that general relaxation which giveß ease to the loan market. Government securities are strong, railrood bonds quiet,bank stocks dull, Border, State bonds firm, and railroad shares buoyant.
