The 3STew Postage Law.—The new
pOfltSge law which requires increased payment for
the delivery of drop-letters, went into operation yes
terday. Business people who have been accustomed
lo distributing their circulars through the agency of
the penny post, will find their expenses doubled in

IN PURSUANCE OF A NOTICE
issued July Ist, calling a meeting.in response to
the call of the Mayor upon the citizens to organize for
the defence of the State, the undersigned manufacturers
and others met this day, at Odd Fellows’ Hall. Mr Jos.
T. Vankirk was called to the chair, and Amos K. Ellis
was appointed secretary; and the following resolutions
were unanimously adopted; -
Me solved. That we agree ourselves, and recommend
all others in our vicinity, to discontinue all work at 4
o’clocs P. M. each day, from this date, until the exi
gency now upon us has passed, in order to enable us-and
those in our employ to drill for the defence of our homes.
Resolved* That a committee be appointed to wait upon l
all store tnd innkeepers, and request them to close
their places of business between the hours of four
seven o’clock P. M. of each day, and thereby enable- all
to participate in the drill. '

and duly proceeding on a Libel, filcd’in the name of the
United States of America, hath decreed all persons in
general who have, or pretend to have, any right, title, or
interest in the schooner Bettie Kratzer, her tacfcle, ap
parel, and furnitnre.-wbereof E. L Lambert is master,
captured off Morrill’s Inlet, South Carolina, by the
Flambeau, a vessel of war of the United States, under
command of Lieutenant Commanding J. H. Upshur,
and broughtinto this port, to be monished, cited, and
called tojudgment, at the time and'place underwritten,
and to the effect'hereafter expressed (justice so re
quiring). You are, therefore, charged and strictly en
joined and commanded, that you omit not, but that by
publishing these presents in at least two of the daily
newspapers printed and published in the city of Phila
delphia, ana in tli e Legal Intelligencer, you do monish
ana cite, or cause to be monished and ci
all persons in general who have, or pretend to have, any
right, title, or interest in the said schooner Bettie Krat
zer, her'tackie/ apparel, and furniture, to appear
before the Hon. JOHN CADWALADER, the Judge of
the said Court, at iheDistrict Court room, inthecityof
on the twentieth day after publication of
these presents, if it be a court day, or else on the next
court day following, between the usual hours of heaving
causes, then and there to' show, or allege, in due form of
law, a reasonable and lawful excuse, it anytkey have
why the said schooner Bettie Kratzer, her tackle, appa
rel, and furniture should, not be-pronounced to be
long, at the time of the capture .of the same, to the
enemies of the-Dnited States, and as goods of.their ene--
mies or otherwise, liable find subject to condemnation,
to be adjudged and condemned as good'and lawful prizes;
and'further, to do and receive in this behalf as to justice
shall appepainf And that you duly intimate, or cause
to he intimated, unto all persons aforesaid, generally (to
whom by the tenor of these presents it is also intimated),
