NAVY DEPARTMENT, BUREAU OF EQUIPMENT AND RECRUITING, June 6, 1863, SEALED PROPOSALS to furatslr materials for the Navy, for the fiscal year ending 110th. June, 1861, will be -received at the Bureau of Equipment and Recruiting -until the 6th day of July. next, The materials and articles embraced in the daisies' roamed are, particularly described in the printed sche dules. any of which will be furnished to snch'as desire to offer, on application to the commandants of the re spective yards, or to the navy agent nearest,thereto,and those of all the yards upon application to the Bureau. !'his division Into classes being for the Convenience of -dealers in each, such portions only will be furnished as :are actually required for bide. The commandant and navy agent of each station will, in addition to the sche dule of classes of their own yards,- have a copy of the schedules of the other yards for examination only. from which it may be judged whether it will be desirable to make application for any of the classes of those yards. Offers must be made for the whole of the class at any - yard upon, cne of the printed - schedules or in strict con formity therewith, ' erewith, or they will not be considered. 'ln , computing the classes, the mice stated in the column of prices will be the standard, and the aggregate of tho class will be carried 'out according to the prices stated. -- The contracts will be awarded to the lowest bonallde bidder who gives proper security for its fulfilment. The Bureau reset yes the right to reject all the bids for any class, if deemed exorbitant, All articles must be of the very best quality, to be de livered in the navy yards in good order, and in suitable vessels and packages, properly marked with _the name' of the contractor, as the case may be. at the expense and -rink of the contractor, and in all respects subject to the 'lnspection, measurement, count, weight, &c., of - the yard where received, and to the entire satisfaction of the commandant thereof. Bidders are referred to the commandant of the re apective yards for samples, instructions, or particular description of the articles; and, alt other things being equal, preference 'will be given to articles of American manufacture. - Every offer. as ,required by law of 10th August. 1816, Met be accompanied by a written gnarantee:thelorm of which is hereinafter given, and also by a certificate" ;signed by the 'collector of internal revenue for the dis trict in which he resides, that he has a license to deal in the sulkies which he proposes to furnish; or by an affi davit signed-by himself, and sworn to before somema xis trate authorized to administer such oath, that he is a manufacturer of, or regular dealer in, the articles he offers to supply, and has a license as snob manufacturer or dealer, I hose only whose offers may be accepted will be noti fied, and the contract will be forwarded as soon there after as practicable, - which they will be required to ex ecute within ten days after its receipt at the - post office ' -or navy agency named by them. The contracts will bear date the day the notiHcation is given and deliveries can be demanded.
