TION.—At a meeting of the Board of Directors of
THE UNION LE\GU£ of Philadelphia, hold March 2G,
1E63, the following resolutions, presented by Mr. CHAS.
GIBBONS, were unanimously adopted:
RESOLVED.
1. That the League will celebrate tho approaching an
niversary of American. Independence by appropriate
ceremonies, at the nail of Independence. ’
2. That all the Union Leagues and Associations in the
United States be invited to participate in the celebration,
and that they be requested to send deputations from their
respective bodies for that purposo.
3. That it be recommended that the deputies be autho
rized to represent their respective constituents in any
action that maybe deemed necessary and cxncdiont to
perfect the organization of tho friends of the American
Union and-Government throughout the United States..
4. That the Committee of Correspondence be autho
rized to prepare a circular commuuicatiug these
resolutions to the Union Leagues and loyal citizens of
the respective States, and to adopt such measures as may
be ncccssat y to carry them into effect.

health has been impaired l>y excessive application to my
busineßS pursuits, and under the advice of my physician
that quiet was necessary to secure its complete restora
tion, I deemed it prudent to make-the withdrawsil to
'which you have alluded. But I feel that my fellow
citi'/ens, and especially my. neighbors, as most of you
are, who have known me always, have a right to call
on mo, and I will not resist your request.
And I-feol especially forbidden to hesitate in view of
tlie considerations to which you refer. I am at the ser
vice of our country in any and every way in this peril
ous crisis of her history; and if I can he of any use in
promoting union and harmony, so as to secure the ex
pression of a sound public sentiment avainst rebellion,
treason, and disloyalty, in any shape, I would be will
ing to make any sacrifice in my power.

Few years of Miliiary Annals are so fertile in events'as
that which h&fc just expired.- Full of varied chances, the
year 1882 ought to leach us a great lesson. It. ought co
remind us that ‘‘The great principles of war cannot he
violated with impuuitv. ” Jt may be interestingas well
as useful to investigate the causes, both of the great dis
asters which have befallen our armies, aad of the suc
cesses which they have achieved.
By passing in review the different operations, and by
discussing them front a strictly military stand-point, we
may so perceive the errors of the.past •campaign as io be
able to avoid similar ones in the campaigns to cotne.
These reasons have induced me to write a Military Re
view'of the Campaign of 186-2, and even to discuss ope
rations which will nrobably take place in 1863.
