and resolutions were adopted :
Whtreas, This Committee did, la consfquoace of the
draft to lake place on the 28th of October, discantinne
the payment of bonnties to recruits enlisting after the
27th, aud it having been ascertained that i the quota of
Philadelphia le ful’, and the draft thereby avoided, and
as this Oemmitiee still have funds wHfch were subscribed
by the citizens with a view to obtain soldiers to defand
the Government of the United States against the present
rebellion : therefore,
Beiolved, That, until otherwise ordered, this Com
mittee will pay a BOUNTY OF FIFTY" DOLLARS to
each recruit hereafter - enlisted and mustered into the
service in this oity for the old Philadelphia regiments
now in the field, as formerly, and also for, the regular
army of the United States, when he joins bis regiment,
in ench manner and form as shall be adopted, and all re
quisites being complied with.
V Beiolved, That all resolutions, &o, inconsistent with
1 the foregoing, are hereby repealed I. Provided this reso
luticn docs not affect the tenner action of this committee
in regard to the twenty companies of three-years men

UiS Under an order from the President of the U jited
Stabs, a national system has been established by the
SANITABT COMMISSION for the ssfe transmission
and judicious distribution of articles contributed by the
people, for the sick and wounded of the Army and Navy.
The system, after being well tried, has been formally ap
proved and recommended by. the President, the General
in-Chief, and the Surgeon General. The security it
offers against misappropriation is practically perfect,
null! the contributions are delivered in the hospitals,
where they necessarily pass from the control of. the Com
mission. Of more than a million articles sent through one
of the largest of its channels of supply, it has been as
certained that not one hundred have miscarried, or
been dishonestly used. Discreet and trustworthy agents
are constantly employed in visiting all divisions of the
army, including (hose on the Southern coast, the Missis
sippi, and the We stem frontier, to observe their wants, to
direct supplies where they are most needed, and to
secure, as far as practicable, their honest use. The
Commiesion dres not undertake to deliver articles to in
dividuals, and declines to receive contributions with any
restriction as to their destination, within the limits of
the force employed in the service of the Nation, it being
one of its secondary objeots to strengthen the sentiment
of National unity wherever It can come in antagonism
with State or local pride. - The distribution of hospital
supplies is but a branch of the work of the. Commission.
It emplßjß the beat professional talent which oan be ob
tained in the country, to aid Its larger purpose, to do all
that Is possible for the health and .vigor of our fighting
men, to lighten their burdens, and to sustain their. spirits
nnder the privations and hardships which are an essen
tial part of successful warfate. For this purpose, con
iiibntions to its treasury are solicited. They may be
