hundred of yonr knapsacks; we did this in preference to
drawing the Government ones, for which wo had requisi
tion. We had used knapsacks slung in the old way du
rirg eight months’ service, and have used yours for six
months. We say for ourselves, and we believe every man
in the regiment, were he living, would coincide with us,
that we should prefer purchasing your knapsacks with
cur own means rather than suffer, as we did, with the
old way of carrying them. No soldier who has seen ser
vice with the old one will regret having purchased yours
with hie private money, if he can have it inno other

SANITABI COMMISSION for the aife transmiasion
and judicious c istrihution of articles contributed by the
people, for the sick and wounded of the Army and. Navy.
The system, » ter being well tried, has been formSUy ap
prove! and n commended by the President, the General
in-Chief, and the Surgeon General. The security it
offers against misappropriation is practically perfect,
until the ooi tribntions are delivered in the hospitals,
where they n cessarily pass from the control of the Com
musion. Of a ore than a million articles sent through one
of the lsrgeti of its channels of supply, It has been as
certaiaed that not one nundred have miscarried, or
been dishonestly used. Discreet and trustworthy agents
are coristsntiy ou,ployed in visiting all divisions of the
army ..including those on the Southern ooast, theMissiS-
Bicpi, and the Western frontier, to observe their wants, to
direct supplies where they are most neeided, and to
secure, as far as practicable, their honest rue. The
Oommiesion d-es not nndertake to deliver articles to in
dividuals, ard decliors to receive contributions with any
reslrlction as to their destination, within the limits of
the lor co employed In the Bervice of the Nation, it being
onar.f its secondary objects to strengthen the sentiment
of National unity wherever it can come in antagonism
with State or local pride. The distribution of hospital
supplies is but a branch of the work of the Commission.
It empisy s the beat professional talent which can be ob
tained in the country, to aid Its larger purpose, to do all
that is possible for the health and vigor of outfighting
men, to lighten their burdens, and to sustain their spirits
under the privations and hardships which are an essea-’
tial part of successful warfare. For this purpose, con

the necessity of a draft for soldiers in the city of Phila

TWO HUNDRED DOLLARS each, to every resident
of the city of Philadelphia who has enlisted sines the
23d day of October Inst, or shall enlist previous to the
6th day of November next, and has been or shall be
within the said time mustered into the military service
of the United States, and has been or shall hereafter be
credited to ihe said city to make np any deficiency that
may exist in the quota of volunteers and drafted men
which said city is required to furnish.
Before said certificates are granted, evidence will be
reauired to establish— ,

aforesaid, was a resident of the city of Philadelphia.*,
