accuracy of the account, and, Mr. KNOX'S term of office

commiesion from the Federal Government was offered to

00.ND D idTRIUT —ln June, 1661. in what was
Mon the Second District, the Republicans nominated Ofr.
O'Neill. The Democrats nominated Colonel BIDDL
then away in the m 4 litary service. They asked no
pledge a from him. The Philadelphia Inquirer, (June
25,) and all the Repubtican papers, opposed AIM Demo
cratic nominee. The demand made of Men by his oppo
nents was that he should pledge himself to their pollcY
(abolition 1). The Press said :
Jolonel Biddle bee many nullities to command him
to public favor, but . . . he can scarcely expect to fully
gain public confidence if he does not pledge himself to
give an unqualified support to the war policy of the Go
vernment.,To all which Colones Biddle replied in a
h w lines by telegraph : e,
.1 will give no partisan
pledges; I will try to do my duty in whatever sphere it
may please God to place me " A No-party Convention
was called, which nondnated another Republican, Hon.
Wm. M. Meredith, who, however, did not run. Colonel

rant with the amount of the bill, as attested by his clerk,
and if the amounts correspond he countersigns the war
rant, end the City Treasurer cashes the same.
It ow, supposing a creditor of the city should present or
connive at a dishonest bill, and enegest to a dishonest,
clerk the policy of stealing the difference between the
Elllll really' due and that demanded, (technically called it
" Divvy.").it will be at once perceived that the extent of
fleece, of which the city is shorn, will be exactly com
mensurate with the boldnes 1 and depravity of the ope

In December, 1866, a bill of items for Sheriff's fees,
amounting to $583, to which six dollars was added in
making, &tog ther, the sum of $589, was pre
o.euted at the Controller's office for examination. George
Getz, then a desk, bad charge of the desk to which it
was referred. Gets folded the but, and on its back wrote
that it was a bill far $BBO, being $BOO more than the sum
really duo. He then iabncated au alleged copy of the
original, which he made in his own handwriting. It is
now preserved in the Controller's office, and the follow
ing is an exact CODY :

ize the fabricated bid, nor to account in any way for the
myiterieua addition of the 1300. The City Oomnaiettion
erg, finding the bill certified by a sworn clerk. and the
appropriation for the item of sheriff's feesoufficient to
cover the amount, of course approved the bill. The City
Controller himself unsuspectingly followed the usual
coulee, countersigned the warrant. (No. 89180 and the
treaeory of the city was made to pay the additional
arionnt of 830.
In corroboration of this statement we refer to page 813
of the Journal of Common Con4cil, ending May, 1858.
There may be found a litter from the Controller to the.
Sheriff, We live to certain overpaid fees, azo., from which
we take the following extract:
" I also find that you were paid December Slat, 1858,
$BB9, under an appropriation made December 80th.1868,
whilst your bill for October term of that year by the
Court cabs for only 1689, making a difference of $3OO
"Why the Clerk then in charge of your account with
the oily allowed this difference does not appear upon hit
books, and the error of it is one that was accidentally
discovered by the present Clerk only a few days since."
Since Qetz bas been a candidate for Controller, he has
issued a circular boasting of his "experience, thorough
knowledge, contidynce,' etc , and subscribing himself as
"Truly your friend?' The amount of his " esperienoe"
will be known when we state that he was appointed in
July, 18f8, and discharged in May, 1857, by the same
Controller who had appointed him, His "thorough
knowledge" of a certain kind we heartily confess, and
point to our narrative for support. His "confidence"
in himself no one acquainted with him will for a moment
dir eta*, and the assertion that he is " Truly roar friend"
would be totally undeniable were the circular only ad
dressed to himself.

a conductor on the Second and Third street Railway,
while standing on the platform of my car, in company
with GEORGE GETZ, now a candidate for City Con
troller, became engaged with him in conversation relative
to the cnodition of the country. Getz expreesed himself
in a manner that to my mind proved gross disloyalty.

This organization offers peculiar advantages not befote
equalled by any regiment during the war. The Coin
mender, 'Major Roberts, is a soldier of great experience,
of the Regular Army, 4'h United States Artillery, and its
officers have been appointed for their experience and
ability. It is a permanent poet, has comfortable quar
ters, is in a charmingly healthy locality, thus avoiding
all the hardships and exposures of field service. The
men will be instructed in all the duties of infantry sol
diers, garrison as well as field, in sea coast, heavy and
field artillery. As the number of companies is limited,
none but strong, able-bodied mon will bo received, and
early application. is advised. Bounty is allowed. Old
artillery soldiers, who can come well recommended, will
receive appointments as non commissioned Officers in
