The materials and articles embraced in the classes
named are particularly described in the printed sclindistee;
any cf which will be furnished to such as desire to offer,
on- application to the commandants of the respective
yards, or to the navy agent nearest thereto, and those of
all the yards upon application to this Bureau - This di
vision into classes being for the convenience of dealers in
eaco, such portions only will be friruished as are aotually
required for bide: The commandant and navy agent of
each stmion will, in addition to the schedule of clams of
their own 'aide, have a copy of Me schedules of the other
Yards, for examination only, from which it may be
judged whether it will be desirable to MAO application

Offers must be made for the whole or - the °lass at any
yard upon one of the printed schedules, or in 'strict don
formity therewith, or they will not be conaidered. In
computing the classes the price stated in the celumn of
price's will be the standard, and the aggregate of the cities

The contract will be awarded to the lowest bona fide
bklder who gives proper security for its fulfilment. The
United States reserves the right to reject all the bids for
any class, if deemed exorbitant.
All articloe must be of the very best Quality, to be de
liven d in the navy Yard in good order, and in s u itable
veseele and packages, properly marked with the name of
the contractor, as the'case may be, at the ex cease end
risk of the contractor, and in all respects sublect to the
irepection, measurement, count, weight, dic., or the yard

This battle (Antietam) has been the most sanguinary
of the war, and the only one fought wit i design and
upon military plineiples. The arrangement of our corps
—the overlooking position of the Commanding General
—the sending into action the right and the left—the
cluing .up of the centre and final success—excites be
isildering admiration, and carries the mind to the great
fields of Austerlitz and Wagram, fought by Napoleon.
Of al this have I spoken. The heart-history of snob a
conflict, purchased by the life andislood of twenty thou
eand men, mug bo found in the hospitals:. War has its
glades—but it has its ten thousand demons in these hu
man tortures, that make the eyeballs ache—the heart
bleed—the lips paler—and the brain reel.. The eight is
at fast positively unendurable. The life-blood of some
is still trickling away in silent calmness, while the dine
vexed limbs and maniac brain of others give rise to sounds

the sufferings and saving the lives of our soldiers is a na
tional blessing. I witnessed some astonishing results
from this article.
It is wall known the effect of burnt gunpowder and ex
citement is thirst, which, added to the loss of blood in the
wounded, creates the necessity of a reviving stimulant..
In this particular hospital, the physicians were allowing
their patients to drink Plantation Bitters, otherwise
called B. T.-1880—X, and although the wounded are
most numerous here—this division having opened th
tight at ii in the morning—the men wore • mostly com
posed, and there was but very little fainting. The ern
ale acts upon the stomach and nerves in a most incom
prehensible manner, superior to brandy, and without
subteen: nt stupefy fog reaction. It originated in the
West Indies, containing oallaayo bark, winter green, la
vender, anise, clove buds, orange, snake root, Sce., We
served iu Bt. Orolißum—the B. T.-1880—X being a se.
met ingredient, not yet revesled to the public. It is
principally recommended for want of appetite, disordered
liver, intermittent fevers, stomachic difficulties, &a.
understand it was somewhat known in the Southern
Statexprevleue to the war, and it' appears an agent of
Jefferson Davie recently applied to the proprietors for the
Privilege to make It for hospital purposes daring the war,
to vetioh they made the following reply: •

of their article for "over two hundred years—showleg
that through alt changes of the medical profession and its
practitioners, strength, composure, end cheerfulness have
been derived from these sources. Dr. Woods, in the
Washington Hospitals, informed me that he had been
unable to produce an hour's sleep in one petient for near
ly, two weeks, and he was fast sinking and crazy, until
the Plantation Bitters came to his knowledge, when one
day's trial gave him a night's rest, and he.wee now fast
recovering. I •am surprised our Government has not
(quelled Jefferson Davis in energy, and adopted this in
, volt:able article in all our hespitals. As a lay member, I

tive command?, do forthwith return the same to-the Q ar
termaster's Department of the Home Guard, at the OUT
rsenel,' in Race street, below Breed street.
2. The arms, accoutrements, and musical instruments
that have been iteriod to' the companies of the Home
Guard era excepted from the above order, and will be re
tained by the said companies for their use •
3. The uniforms of the Home Guard, hereafter, will be
similar to the uniforms adopted for the regular army' of
the United Slates, the regiments of ,each- arm conform
ing therein to the uniform of the corresponding arm in
the said regular army. <lt will consist of the army bat,
dark. blue blouse, and light-bind pantaloons, with the
proper trimmings to designate corps and 'grades of rank.
4 The companies that have been formedio the wade
and preancts; and which are not component parts of ex
isting military 'Organizations in tbia‘clty, are respectfully
invit.d to attach themselves to this Home Guard, in which
they will be orgariAnd as regiments; drincemporated with

require that the Home Guard be filled, according to the
Bien of Ite organization, to its maximum staudard,lo,ooo
men. It to therofere ordered : .
let. That the rervicen of one regiment of Artillery, two
regiments of Infantry, and one regiment of Cavalry—
each regiment to consist of ten companies of 108 officers
and mcn—will be accepted, and tho regiment' enrolled in
the Home Guard. Our citizens are invited to organize
them without delay. .
2d. Oi.9cers of existing regiment" In the Home Guard
not on duty with their' commando in service will forth
with open their reePective Armories, and proceed to re
cruit their companies to tho standard of 108 officers and
men, and will report daily, at nine o'clock hf.; to these
