money for the collection of Its revenues. To correct this
wrong, I last winter introduced a bill; which, had It be
come a law, would have saved the City at least fifty thou
sand dollars a year; The bill passed the House, bnt was'
lost In the Senate.
I cordially supported Hr.. Wlldey’s bill, which pro
posed to repeal the Aot of 1861, under which Act,the.
Beceiverof Taxes had.olaimed five percent.on outstand
ing taxes. That bfll passed the House, and was alio de
feated In the Senate. Late in the session the Members
ofthe.Hiuxe were startled t > learn, that at . the instance
of the Becelver of Taxes,- or of persons in his interest,
who had visited Harrisburg for that purpose, the collec
tion of the ftate and Mercantile tax bad been : surrepti
tiously taken from the City Treasurer’s Office, and trans
ferred to the Receiver of Taxes Offioe, with an increased
charge of 2|f per centum for collecting, Ac. g > ■/.
That obnoxious law was soon repealed, and I had the
