CHARGED WITH BEING PROFESSION
AL THlEVES.—Yesterday morning Joint Powell was
committed for ninety doss by Alderman Bottler upon the
charge of being a pi ofe-sional pickpocket. He was !w

day, several pocket hooks and two watches were nastier!.
John Musgrove ' alias keno Grant. was also arrested at
Nineteenth and emotes Streets, charged with picking the
•Ipockets of Atm Campbell. The lady had boon belpsd out
of R paean& • ear by Bittsgrave, and she charge him
with being so attentive in her regard as to leave her mi
nus forty doilats. &DU lint lirode• attempted to arrest
Musgrave, who immediately look to his beds. A. sharp
chase ensued, and n capture was made at Eighteenth and
Bate atreets. Munro! e was held to answer yesterday by
Alderman Bottler.

ABSENCE OF SOLDIERS FROM THEIR
REGIMENTS —The Government has lately determined
upon the moat stringent measures with regard to soldiers'
furloughs, and the absence from the army of enlisted
volunteers. A furlough shall not extend beyond twenty
days, nnlesain cases r f rf cknees or disability. It has also
been ordered that all el - goers of the regulars and volun
teers, except those on p.m Ir. now absent from . duty, with
leave, will be coosid. red absent without leave, union

forcement of the order in reference to furloughs, a pro
vost-guard ties been wdahllshed in this city, which is
especially charged With the duty of Inquiring of every

OUR SICK AND WOUNDED SOLDIERS
IN VIRGINIA —A letter has Just been received from
one of the deputation from the Christian Commission,
'from this city, now at fer.rtresa Monroe, saying that there
is still meat need of moseelto netting, large size testa
ments, pickles, and tome water beds. One of the assist
ant surgeons said that several lives might have boon
toyed had tt ey had these beds. Another deputation from
the commission hes startmi to minister to the temporal
and spiritual wants of our brave soldiers in General
:Banks and General Fremont's divisions, and the Young
llen's Christian Association will take charge of any ar •
tides that may ho let', at their rooms, Nos. 1000 and 1011

Commits have before them the project of purchasing
League Island for a navy yard, the Government offering

Resolved, That coupon bonds of this Company, bear
ing date the first day of July next, be issued to the
amount of Two Hundred Thonsand Dollars,in
some of One Thousand Dollars each, payable in Ba
ty-filo years after the date thei oof, bearing intermit
at the rate of six per centrim annum, Pays
ble semiannually, in the eity of New York, and the said
bonds be secured by mortgage of the works and revenues
of this Company, to be made to Thomas Bakewoll,
trustee, for the holders of said bonds.

There is no Boating or other debt existing. Tho works
are in active operatic.n and complete repair, and the re
ceipts justify expectations of the usual or average divi
dend for the present year. Tt o works were so far com
pleted, and the debts 9f the Company paid as to enable
the Ilanagers to declare their first dividend, July 7th,
1863, since which lime they have declared fourteen divi
dends up to July, 1861—eight yea-e—amonnting in the
aggregate to fifty-four and one-half per cent., or six sod
eighty-one hundredths per cent. per annum. There are
no bonds in the market better secured than thole of this
Company, and nose that offer greater inducement, for
investment as to security and prompt payment of inte
rest, which is well known by the holders of the present
outstanding bonds. The object of this mortgage to to
concentrate the bonda of the Company and secure the
whole. A preference will be given to tho present holders
