The Missouri State Convention. JETYSR9ON CITY, Missouri, June 10.—In the Conven tion to.day, the bill defining the qualifications of voters was peered by a vote of 42 yeas to 27 nays. The first motion of this bill prevents all persons who have been sponged in the rebellion elec. the 17th of December last from voting at any Male election hereafter. The second election provides that before any porton shall be elected or appointed to office ho shall take oath that he has not, during the present rebellion, wilfully taken up arms or levied war against the United Stated nor against the Pro visional Government of filisaouri, nor adhered to the enemies of either. The third section prescribes the penalty for falsely taking the oath, which Is that of perjury. The fourth section contains an o tth of al- Ilegisnce, which is required to be taken by the prosidene, professore, and curators of the University of Miseenti, by ell bank offilers, by common school teachers, who are paid by public money, by sehow t•nsteee, by officers of Incorporated compenier, and Ihuneed or ordained preach ers before performing the ceremony of marriage; the penalty for not complying is a fine of not ten than $lO nor more than s2oo—to take effect in ninety days. The fifth section requires the judges end clerks of elections to ■wear that they will not receive nor record vates ft,m persons wbo have not taken the oath. The sixth election anthorites the Legislature to repeal or modify these pro visions when expedient ' The ordinance for contiauhig the present Governor, Secretary of State and Treasurer iu office was taken up, and elicited et spirited dieettalon. A substitute was of fered to continue the whole Provisional Liovernment, and postpone all elections till the text Onhernatorlid election, and an amendment was propomed authorizing the Gover nor to order an election, if he believes the welfare of the Stete requires it, before 1854. Pending the discussion, the Convention adjourned. FINANCIAL AND COMMERCIAL. TILE MONEY MARKET PHILADIMPTiIA, .1 . 11116 /1,1882. There bee been considerable talk awing the news papers relative to the proposed Immo of Government email bills. All of them seem to concur in the opinion that ouch an lane would be a benefit to the Government, the people, and the commercial lutereds of the country,. but give no figures to support their position. Perhaps a few facts In the drape of figures would not be out of place. At the close of the year 1861, the circulation of the banks of the United States, including the 'average estimate of the Southern States, was about one hundred and eighty throe millions. Without any reference to the use of the proposed issue in the seceded States, whore, of course, it will net circulate for !Carte time to come, we shall deal with the figure. as presented above, or at least that proportion of them which will cover the issue of small motet.. In the Southern States but row of them are issued, and allowing that one-nuarter (which is above the proportion) of the entire circulation of the Jolted States is issued In email notes, we have about forty• five millions of these paper promises, a sum less in amount 'than `the proposed treasury Issue. Now, _we Oen confidently Day that the New England, Mid dle, • and Western States are actually Seeded with this issue, and already are the small notes of bur tiff banks at a discount, simply because of an over supply. In many cases the banks refuse their own notes, after a certain hour in the day. Throughout Pennsylva nia all the banks charge a discount of ono per cent. on their small notes. How then will the treasury Issue be ebsorbedl As they bear no Merest they are certainly no better than the notes of a good hank, and it is a well known fact that country people have a special liking for the notes of a bank in their own neighborhood, and can rarely be induced to take any others. Thug feeling is universal among farmers, and all classes of men outside of city limits. Beeldes, no one would take email notes to put away, if they could get the large. We must conclude, therefore, that the small notes will, and moat be kept continually to circulation, and as the circulation will not extend to the country, it, of course, will beVerced upon the cities, upon cities already deluged with notes of like denominations. What will be the result when this pro posed IBMS is thrown open the market 1 The fact of the banks refusing to redeem, or accept thole own banes on deposit will cause a depreciation of their currency; and as many will seek that of the United !Metes in preference, the bank paper will be conside rably ignored and much suffering to poor people and the smaller class of 'storekeepers will be the result. The United States can issue enough five and ten-dollar notes to satisfy her wants. They would bo eagerly and generally sought; gist to turn fifty millions of small promises to pay upon the public would, we fear, bring many to think upon the Continental currency of a for mer period and cause many to avoid it. •To be sure, the debts of the United States could be paid with these notes; for the soldiers they would be admirable; but oar armies could not absorb a tenth of them is mamba, and as many weal be sent to their families (Hein where they were already a drug), we can see nothing bat depreciation ahead. There is such a thing as glutting the market— congestion and death are often the result of a plethora. We do not object to Government issues, but, wily to the little [-ram of it ; and If distrust grows upon a too•greot familiarity—as it sometimes does—this masses may take fright, and their refusing mciy cause a flutter in Secre tary Chase's financial bosom, which uttatit cause hint some uneasiness. City populations are no upholders of paper currency, and banks have been ruined for loss reesons than having too much paper afloat. A whis pered word of discredit has grown into ravings and croakings of Dotter:mem before now, and this unnecessary Issue may be the unseen cord that chafes the balloon untiivit bursts.' As to the popularity of these notes, we cannot tee that they would be specially favored. Exchistveneai may ap ply to the taste, hot not to the pocket ; and If a man dis coveta that United States smell notes are OHM; up his money chest, be will be very apt to change off a large portion, thinking that a little variety wont hart any body. It is only for these reasons we pronounce against them.
