PROSPECTS or LAY REPRESENTATION IN THE METRO
ZIET ZPISOOPAL Cousom—The subject of Lay-represen
tation, which formed on absorbing thyme in the General
Conference of the Methodist Episcopal Church, at Buf
falo, in the spring of 1860, is gradually passing the ordeal
of the Popular w hit' of that denomination. Out of the
forty-nine annual Conferences which meet in America,
twenty-four have reported the votes cast by the people
Tor and against Lay-representation, 'with this remit:
F0r,14,1781 against, 10,872. The following are the con
ferences heard. from : Weatern Yirghtia, Phitatiel phia,New
Jersey, Newark, Pittsburg, Providence, Now England,
.New Elempfhire, Vermont New York, New Pork Nest,
Troy, Oneida, W)oming, North Indiana, Kansas, Nee
fbraska, Black EiVer, Maine, and Bast Maine. The
'heaviest votes against lay representation are froth. the
Pittsburg and Wish ra Virgiaia Conferences. Apart

1853 ' alone which time they , have declared fourteen divi

no bonds in the market better secured than those of this
fkompany, and nose that offer greater indueemente for
investment as to security and prompt payment of Me

ontetanding bonds. The object of Ode mortgage is to

PROPOSALS wilt be received by the War and Navy
Departments until. the 234 day of June, 1062, for the
fabrication of the following heavy cannon—viz
-1. XY•incli smooth bore, not to exceed 60,000 pounds
in weight. -
2. XII-inch rifle, to be of the same exterior form and
proportional weights as the XT-inch smooth bore gun.
The length of the guns over all are not to vary essentially
from standard guns of s atne calibrce--viz; about 16 feet.
3. The ship guns to he constructed with a- prepotahi
ranee one-sixteenth of the weight of the piece, and to
have a esecable for an elevating screw.
4. The lot tress guile to have ratchets for elevating, but
to be whhont preponderance,.as in the case of the. keW
pattern Columbiads.
6. The first gun'of each kind to stand, a proof of one
thousand rounds with-a charge of powder of sue-fourth
the weight of the shot for the XV-inch, and one-fourth
for the Xll.inch. The shot for the - X Pinch gun to be
not less than 400 pounds in weight, and to have an initial
velocity not less than 1;500 feet t and for the
XII-inch -
rife not less than 500-pounds, with an initial velocity not
less than 1,300 feet.
6. Should the trial guns pass the prescribed proof and
inspection, each branch of the service will contract for
twenty cf each kind, to be made precisely Like the trial
pm in every , respect; provided, that each guW atanda 'a
proof of one hundred rounds, with service charges.
-7,- Should the trial guns stand the - reguirst proof, the
Government wilt pay the expense attending the proof and
for the guns. Should they fail to do so, the costs, with
the exception of the powder, will fall on the contractor.
8. The price for each gun is to be stated, and the pro
posals aro to be accompanied by Sketches. showing the
tom, dimensiois, and calculated weight of the guns, and
likewise the material proposed to be used in their coa
st nation.
9. The time of cmpletion for inipirction of the trial
guns is not to exceed ninety days, and the limit for the
completion of, the reminder to be within nine months.

draught of which is not to e:ccoed six feet, and the speed to
be not less than thirteen knots for ten consecutive hours

consumption at that speed. Tjte engines to be single,
and either beam. half beam, or inclined ; the wheele to be

The vessel to be built of the beat materials, to be iron
strapped, copper butt bolted. and sheathed with twenty.

24- pounder howitzers in broadside.

cluding only the armament, ordnance stores, fool for ma

The 11. S. Sanitary Commission will open an office
for the transaction of its local baldness at 498 Broadway,
second floor, on MONDAY, the 56th instant.
It proposes to centralize at this office all information
that can be obtained from govennental and other sources,
concerning the departure and arrival of transporta
having sick and wounded troops aboard; to keep a re
cord of sick and wounded soldiers arriving at this port,
and of the disposition made of them. To act as a me
dium of communication among the local associations for
•the relief of the sick in transit, and to cooperate with
the U. 8. military and medical authorities hero, in the
tmnsportation, reception, and distribution of patients
from the army.
Medical students, desirous of acting as dressers on the
transports in service of the Commission, will please re
port at ibis office, enter their names and address, refer
ences to their medical preceptors, and the notice they re
quire when called to serve.
Male nurses, volunteering their services on the trona.
ports, will register their names at this office, with ad
diets and reference, and notice required by them.
Surgeons and physicians seeking information in regard
to the public service, or wishing to volunteer in emer
gencies, will apply at thismitlce.
All persons having business with the Commission will
apply in Reason to the Bnperintendent in charge, between
8 A.ll. and 11 P. M. The Executive Committee of the
Sanitary Commission will rusually meet at the office, be
tween S and 4 P. M. daily.
The expenses of the Commission are very heavy. The
present month has cost it not less titan 522,000, mostly

alone, (and probably a much larger amount to the West
ern and other Departments,) has reduced our stock, and
although 688 cases have been received at the Washington
depot since April 28d, the demand is much greatse than
the suPPIY.

To this is to be added s new and unexpected want—
that of cast off outer clothing—ocats, pantaloons, vests,
to clothe soldiers who have lost or so fouled their uni
