REGIBRNTS OP CONTRABANDS
General Ranier, pursuant to instructions from the
War Department, has resolved to organize two regiments
of contrabsnde for the purpose of relieving the Union
soldiers from many duties that can be quite as well per
formed the blacks as by the Northern troops, with the
effect of preeervieg many lives to the army fur mum re
spouilble duties. If the rebels use the black. AgNillit us,
the rule may work in the other direction as wolf, and Jost,'

The trial of flee labor in South Carolina is Progroesing
steadily and eatiefectorlly. Many of the deserted planta
tions are showiog signs of a new civilization. finder the
benign tulo of Gen. flutittr the slave falls very naturally
into a free man, and the ex-slaves themselves say that
twelve " free niggers" do more work for pay than tenu i ty
slaves did under the lash. Northern enterprise, under
the supervision of competent men, is giving intelligent
direction to the dart mind of the servile race of this hot
bed of rebellion, and it would seem rut if a jest retributive
Providence wan about to demonstrate on the soil of South
Carolina the grtattst problem of the• age, viz: That sla

HEALTH OP"THE TROOPS
The morning roast ct the 100th Regiment Pennsyl
vania (Roundhead) Volunteers only elbows seven men in
the hoapital, not one of whom is not able to walk about
the beautiful hospital grounds during even the hottest
part of the day, ai.d as it Is by much the largest regiment
in the brigade. it may be inferred the rates of others erg
about the smile Indeed, we know the other hospitals
might as c ell shut up, for all the custom they get. of
course there ere always tome men on the sick lilt that are
not very sick.
The troops here drill early in the morning and in the
evening otter 4 o'clock, and at these times the atmos
phere is very pleasant. The balance of the day is de
voted to ell eerie or rest and recreation. dymnabtice oc
cupy a large portion of the time, and quite an amount of
Ingenuity to shown in the various apparatus under the
cool shade cf the magnificent live oaks amongst the vu

is very nicely and ingeniously gotten up, and we are
pleased to see• liberally patronized. Altogether, with
easy drills and sytuutiefics, the troops here are doing very
finely.,
A COLONY OF BEES
One day laid week a colony of bees "swarmed' , upon a
bush beside one of our picket posts, and a couple of the
boys teeing they were "Socresh," captured them, end
4, swore them in" to an empty keg, and gave them to the
Colonel, who has them located on the upper piazza Obis
quarters, under the folds of" the old nag," and the little
Republicans !vein to thrive very well under " yankee"
rule in "Dixie."
THE 'WEATHER
The weather here la delightful, with but little rain, and
although the middle or the day brings the mercury to
eighty or 'natty In the shade, the sea breezy compensates
for it, and cornea np the bay as cool and grateful as an
Ice-coin lemonade." We have just trleil the last•named
article and can recommend It.

The following named non•commiestoned officers and
private!' of the 100th Besilment Pennsylvania Volunteers
have tendered their services to General Hunter to drill
the contrabands, and an Monday teat reported them
selves at Hilton Head to enter upon their duties. They
will bo commissioned so captains and lieutenants as soon
as they prove their competency by the President or
Congress. Two full regiments of ox-slaves are to be
formed immediately and officered by well-drilled men

GENERAL NEWS:-
THE ADIRONDACK'S ON FIRE.—The woods on
the Adirondack mountains, in the vicinity of Olinton
FAROS, and all through Northern Now York, in fact, are
on fire and burning rapidly. The prison was only saved
by a chnogo in the direction or the wind, the walls of the
institution being at one time exceedingly heated from the
near approach of the flamers- The prisoners were all
ready to be emit to the mines in case the fire communi
cated to the person. Wood, Willard, & Prentice's shoe
shop was intend by considerable am Ilion. Large num
bers of houses 1 eve bun destroyed. On Lake ()ham
-plain, the awoke from the fire is so dense that the steam.
boats are COMpelled to ring their bells constantly, nod to
run at a very slow rate of speed. The smoke entirely
envelopes the light-houses and hides them front the view
of the pilots. The citizens of Clintonville turned out en
muse to fight the flames. The Pera Iron Company
have lost a large quantity of wand, and other parties
have suffered very heavily. The eight of the burning
woods is described as grand indeed.
FEMALE SE IESSIONISTS.—A letter from Now Or
leans says some of the Federate are very Indignant at the
angry fooling manifested by the Secession ladles of Balti
more, New Orleans, Norfolk, and other afflicted cities,
and one Officer IS indignant because a beautiful and
well.dressed • female "lifted up her skirts es she passed
him, as though she desired to prevent them from tmeh
ing a gentlemen who worn the uniform of the United
States." But perhaps, after all, it was not her contempt
for a Federal officer that the lady desired to show.
BENSIBLE RE HARK S.--tt The unbroken series of re-
verses which have overtaken the Confederates must de
moralize their armies unless composed of men of super
human courage and endurance, and it Is really difficult
to see for what object they can now prolong the war.
It Is to Do remembered, however, that the Jews at the
fail of Jerusalem never gave in to the Romans, but were
exterminated or utterly scattered by that power. This
doom of utter infatuation .fell upon the Jewish nation
judicially, and the sumo thing may take place with the
elaveheidere."—Montreal /Fitness.
THE LONDON EXHIBITION.—TheophiIe Gautier,
in a letter to the Paris Jfoniteur abent the opening of
the Loudon exhibition, says that the architecture of the
building, for want of a better title, should be termed
"The Mechanical," and adds that "It unites the olia
rneteriettcs of the railway station, the market and the
green-house." As a general Mile g, the toreign
spondents are rather disappointed with the architecture
of the building, though Its wonderful contents excite
their unlimited p. ales.
AMERICAN LIFE.—Mt. F. 0.0. Darloy was corn
!pinioned by Prince Napoleon, while the latter sae visit
ing New Yok, to make four drawings illustrative of
American life. The drawings have been executed In
:India ink, and exhibit the powers of the artist to the beet
advantage.' 'I hey ere entitled respectively: ." The Un
willing Laborer," "Repose," "The Blacksmith's Shop,"
"Emigrants Attacked by Indiana's'.

so great can only be wiped out by a terrible penalty.

A PRETTY. LARGE FORTIJNE.—Mr. Weed. in 0•0 e,
of his letters, speaks of a miser who died in Holland,
leaving nlnetr-seven tons of gold. This may be deemed
an exaggeration.' But It will not be so - considered when
it in known that 100,000 guilders (of the value of 40 cents)
is estimated at one ton's weight. -Oonseemeniii , 9,700,-
000 guilders (about $4,000,000) would weigh 97 tons. A
pretty large, but not a very extraordinary fortune.
RELIEF. TO THE..WOUND.ED.—A- meeting of the
Union citizens of Baltimore was held at the Union Read
ing Rooms, for the ourpoan of assisting the wounded of
the lot Regiment of Maryland Voinnteeri;•whd were en
gaged in the late fight at Front 'Royal. The collection

DEATH OF AN AMERICAN AT THE SAND-
WIOH ISLANDS.-012 the 23d of March, at Waialua,
sMandwich Mantle, Mr, Moses William Vote, a native of
Woonsocket Palls. New Providence, R. 1., was killed by
the kick of a borte. Hie foneral_was attended by al the
Americans of the dietrict, and the funeral sermon was

ART PIEICOYERIES.—A skiff in white marble and a
statue of the 'MA style of ancient art have been discover
ed in the Parthenon, at Athens.
THE CITY.
SIGNS OF RZTEIRNINCI PROSPERITY.—
At ao previous reason has there boon so much energy
and lite displayed In the different mechanical branches
es at present. The ship yards, foundries, and machine,
shape, on the Delaware, front and elsewhere throughout
the city, present signs of great activity, sled labor In all
the varions breaches of ship banding, engine building,
and marine steam machinery for vessels of almost all
deecripilone, now In progress of rapid oonstrnetion, from
the iron-clad man-of-war "New Ironsides," the largest
of her class yet commenced in America, including several
firet.clase merchant steamships, down to tog-boats,
freight steamers, and barges.
At the ship yard at the toot of Bead street, two mar
china steamships are Whiter! ; one for silo Oharleaton
and &manual Steamship Company, the largest and most
complete of her kind ever built in this country. Length,
2:10 feet ; breadth of. beam. 38 feet; depth of hold, 18
feet, and to carry 1,550 tone burden—expe3ted to be
launched early in July. The other is a flret•class steam
ship for the Philadelphia and Boston Steamship (km
pony. Length, 220 feet; breadth of beam, 31 feet, and
depth of bold 18 feet. She will be finished in a manner
similar to the " Saxon," already on this line. There is
also building at this yard a first-class steam tug-bust for
Mr. Stephen Flanigan, to ply on the Delaware. Several
Wt.-boats have lately been launched at this yard.
At tbo yard of Neale A Levy, two Iron steamers are
being conetruch d for the Philadelphia and New York
Steam Propeller Company. called the Ironsides and An
thracite, each 320 feet in length. The steamer Norman,
for the Phi'adelphia and Boston line, a wrecking tug for
Beaton underwriters; a large iron freight steamer for
Baltimore, 200 feet in lea gth. This firm has boon very
actively engaged on other vessels of various descriptions
for some tires past. They make nil the machinery for
vessels conetrucie4 by themselves, besides furnishing the
gem engines, boilers, ac, fur vessels built at other
yards.
Vaughan & Fisher, Albertson & Brother:and Hillman
& Streaker aro building steam-tugs for the Delaware and
elsewhere. Simpson A Neill's sectional dock, at the
foot of Christian street, is alive with business; vessels of
all kinds are constantly being placed on their sectional
dock and marine railway for repairs. • Government ves•
eels are brought here for repairs when the docks at the
navy yard are occupied. This firm is also building a
largo steam barge; The immense machine and boiler
works of Morrick & Son have been run to their armlet
for some time with machine work for the Government
and others. - Tboy are now rapidly fitting out the New
Ironsides with her boilers and engines, and completing
her iron plating.
Perhaps at no period has sash general activity pre
vailed in the ship yards, foundries, and machine shops of
Philadelphia connected with ship buildlog aefi marine
engine building, In all their branches, as at the present
time. This state of affairs is highly encotwaging for the
Industry and resources of our city ; thousands of me
chanics aro finding active employment at good wages,
and everything in that line goes -.merry as a marriage
bell." There le one thing Philadelphia wants yet, and
oho ought to have it; acid that is a national foundry lo
cated here. ller present labors prove beyond doubt or
cavil her capacity, and adaptability fur such work, and
the Government would boat consult and sicure her own
interests, as well as that of the nation, by ordering a na
tional foundry at Philadelphia.
As another sign of returning prosperity, we might
mention that there are now more new bultdings in course
of completion than wero erected last year, and the num
ber this season will compare favorably, if they d. not ex
ceed the nyereee of the print two or three seasons. The
easy condition of the money market, and the absence of
any very extensive manufacturing or commercial opera
tions, have Lad a tendency to run capital into real estate
investments and securities. There is no speculation as
yet, hot a steady forward movement in the business
which promisee to be as permanent as it is safe. Prices
ate advancing somewhat, cad in fact there is a wide mar
gin in this particular, between the almost total ins ctivity
of last year, and opening prospects of the present time;
end, doubtless, before long they will reach a point at
which profits may be realized in the rale and exchange
of houses, as well as of lots for new improvements.
A Cußrous CesE.—Yesterday, in the
Criminal Comt, a novel case alma up, in which was de
veloped the fact that a cabman had been shipped on board
the ship Lancaster without his consent. It was intro•
(Thad in a sort of informal way by the counsel for a man
named Stewart, who was charged. with drming a Man
named Jt)bn McCoy.
John McCoy was sworn.—lle said that lie met Stewart
in the street, and took several drinks with him, and when
ho came to his senses he found himee!f on board a Tomei,
afoot fifty miles from the Breakwater; he was not a
sailor, and come ashore with the pilot; when he got back
to Philadelphia be understood that Stewart hid obtained
$3O from Mr. Taylor, the shipping master of Mr. Pell
nee. as an advance on McCoy.
Mr. H. Bubbell,ithe counsel for Mr. Stewart;remarked
there was nothing about 530 is the case. Ills client waN,

this charge be would like the case invemigated:

shipping master for Mr Penrose, a merchant; he believed

Mr. Mann replied that the Commonwealth certainly
bad a charge to make upon the fasts as develop: (I. A
gross wrong had been committed and lojestice done to
more than one party.
Judge Allieon, in deciding the 60.3,4, reduced the bail
from era() to $4OO, and said that he left it now in the
bands of the proper officer of the court to procure a
proper bill of indictment.
A REFUGEE FROM THE REBEL ARMY.
—Dr. Wm. Parker, a Canadian, arrived in this city a
day or two since, having effected hie escape from the
rebel army. He states that in Jnly last he was peas-

when he was offered the choice of enlisting in the rebel
Milli or being lynched. This course was adopted in that
region with ail Northern men. particularly if they were
suspected of Unionism. Be Joined the 9th Louisiana,
commanded by Oa R. Taylor, son of 4, Old Zach," and
a West Point traitor. The regiment was sent to Rich
mond, arriving there about the time of the Bull Run
battle. It was thin sent to Manassas, and almost ever
since it bets been in that region. Dr. Parker was one 'of
the guard over the Union prisoners who buried the dead
at Bull Sun. Within a short time his regiment was seat
to join the command of Stonewall Jackson, in the valley
or Virginia. Jackson's force was mainly made np of
Virginia militia, under Oen. Ewell end {t Mountain
Johnson." When Jackson advanced on Brent Royal

His] opinions as to the rebellion are, that the masa of

rich aristocrats are so sanguine that in spite of their Ms

tog Secession. Dr. Parker ban a relative in this city,
John Parker, for whom he is In search. Hu is still at
tired in the faded and rusty uniform of the rebel army—
a dress which, he says, would have secured for him
abundant sympathy and help from the rebel population
of Baltimore, through which be paned on coming to this
city. A number of refugees from the rebel army are at
the present time in this city. One young man who es
caped from a Louisiana regiment has enlisted hers.
ADVERTISING IN TICE SUNDAY PA—
PERS.—The following correspondence has taken place
between the City Controller and the City Policher as to
the constitutionality of the departments of the city ad
vertising in Sunday papers:

GHOROII W. BUM, ESQ.—Dear Sir: I have 15Y.•
emthed the act of Assembly, passed at the last seeeion of
the Legislature, relative to the advertisement of muni
cipal notices. The current of decisions in Pennsylvania
has always been that papers execnted or notices given
upon Sunday are illegal. I incline, therefore, to the
opinion thstlyon should not approve bills for advertise•
ments in the so-called Sunday papers.

ARREST OF FUGITIVES FROM JUSTICE.
—The auttorities of Washington bare succeeded in cap
turing James Mowbray and Al. Riley, two fugitives from
justice in Philadelphia. Idowbray was arrested upon a
bail-piece, at the instance of hie security, who had him
erupted at Waehington. Riley is a sharp fellow, who
was arrested in tt ia city, and committed to prison for
vagrancy but while being conducted from the Mayor's
office to the prison, they traversed a paasago "in which
was a door locking with a epring; the officer led the way,
and when he passed the door, iley sprang back and
slammed it, , locking the officer in and walked away at
his leisure. Riley was taken out of hie cell at Washing
ton for .a - moment, to give him air in the guard-room.
The attention of the officer in charge was drawn away for
a single moment, and Riley slipped up to the bank.room
of the Second-ward station, and dropped himself from the
second-story window. Persons outside saw him, but did
not give notice to the police, and ho was off for several
hours. Sergeant Downer found his htding-plase, and
returned bim to the cell, and he has at length arrived
esfely In this city, where he will await his trial.

Relatives of demised soldiers can be famished with all
the information they desire in relation to the burial place
of their friends, &a ;by addressing T. T. Bands, Govern
ment ridertaker, at Washington.
The funeral of Daniel Ifehers,w private of the 7th Maine
Regiment, took place from the Wood. street hospital, on
Monday afternoon. The coffin was followed by a guirl
of honor, and after the meal ceremonier, the remains

THE COURTS.—The District Court,
yesterday morning, wee engaged with the now trial ova
tion list on first calling. The Court cf Common Pleas
Judges Thompson and Ludlow—was also engaged' with
the new trial motion list. Nothing of importonco tran
spired in, either court. A (Incision has at length been
given by the Code of Quarter Sessions in the motion for
a new trial, and in arrest ofjedgment, in the case of
llnsbnnds, McManus, and Anthony, convicted of a can
spiracy to defraud the Widow Bowen and her children in
the eels of a farm. The court refused a now trial to Una
bande and McManus. but granted it to Anthony. It was
statrd by the District Attorney that Mr. Anthony had
given up'the deed for the farm, and he was prepared to
'hand it over to the widow, which was done in the court
room. Husbands was not present, and in his absence
McManus was not sentenced.
CORONER'S CASP,S.—A colored man,
of that unfortnnate ChM known as. "birnmere," wag
found dead yesterday morning, in Baker street, near
Stvehih.
A still-born infant was picked up in a lane back of
Pine street, near Twentietb, lesterday morning. The
coroner had the remains buried.

A soldier, who said he belonged to the hospital at
Broad and Cherry streets, came to the Tenth district
amp, honso on Monday morning and asked for lodging.
In the afternoon he was found dead in his cell. He gave
no name, and there Were no marks by which the body
could be recognized. An inquest was held. ,
. The t.cdy of an unknown lad, about 'l5 years of 'WO;
wee found yesterday afternoon in the Delaware, near
Vine. street wharf. Coroner Conrad was sent for to hold
an inquest. .

Boileau, D. M fichellenger, 0. W. Warnock, and Thomas
Graham were placed on nomination for clerk.. Mr. Meta
Menge tithe People's party; the others are Demoprate.
The first ballot resulted as follows : Metz 8, Mallory 5,
Boileau 2; scattering 10. Three more ballots were taken
with a Ilk o result ? and there being no passibility of an
election, the Board adjourned.,

diflioulty exists in obtaining good seamen for the navy,
and it is increasing every day. This extraardiaary de
mend bag been caused bi the large increase of veavila to
the navy, and the consequent large force of able men re

chant marine bare been alit sped in the nattonat nervicei
and yet men are wanted SO scarce are they, that at the

nected, was charged with taking a trunk away from one

Charged to him, yet it was testified to that he brought it

last a bay barrack, situated on the premises or Henry
Pewees, In Arlington township, Montgomery county, and
just outside of the city limit;, was destroyed by fire, the
barn and ont-buillings making a narrow eecatre. Sons!,
derable mystery attended the circumstances of the fire,
and accordingly a committee of the Union blittnal Incur
tune Company of Montgomery comity commenced an
investigation of the affair. To aid. them they reonestei
the her efit of the knowledge and experience of Fire Msr
/hal Blackburn, of this city. Pr. Blackburn consented
to go beyond the limits of his bailiwick to wake the de
sired investigation. and it *as accordingly proceeded
with. After et - careful 'search the result was arrived at
that a young woman, name EL¢a Metialver, who had
been employed as a domestic lathe family of Mr. Pewees,
wee concerned in the matter. She was accordingly ar
restel on Monday, at Sboemakertown, and brought before
Justice Birchen, and was committed to the county jail at
Norristown. to answer at the August term of the Quarter
sessions of Montgomery county the charge of arson.

hospitals are nil crowded to their utmost caneeltri . and
the new heepital in West Philadelphia is not yet com
pitted. . The work of preparing this• building will be
pushed forward with all possible despatch. Reliable pat
rons who wish to engage as nurses have now ouch an op
portunity presented them.
FIREMEN'S MATTERS. Yesterday
morning, workmen began the demolishing of the build
ing occupied by the Sloyeunensing Hose Company, to
give place to a now and more handsome edifice. The new
building will have an iron front, and will extend fourteen
feet further beck than the present one. On Monday
evening the members met at the house, and indulged in
jollification in commemoration. of their last meeting in
the old building.
The aylor Pose Company , have housed a new and
.beautiful carriage in their hall, Howard end Putnam
streets, in the Nineteenth-ward. The carriage is of ex
cellent male, and will carry over 800 feet of forcing hose.
It is a fine apparatus, and in the hands of the Taylor
boys will_rcnder much valuable service.
COAL (ht.—This great staple of Penn
sylvania is now exported in immense quantities from oar

this regiment (Colonel Patterson) is to be removed from
Camden, N. J., to Camp Cortin t .with the view of com
pleting its organization, by the addition of three compa
nies. We understand that Captain Jame Murray, of
Cambria country, has been authorized to recruit one of
these companies in Cambria and Blair counties. He
bee already it large number enrolled, and will, in a few
days,- send forward hie men. Captain Murray com
manded a company from Cambria county during the
Mexican war.

The cloth for the pea jackets shall be twilled pilot
cloth, pore indigo blue, wool dyed. It shall be 04 inches
vide, and weigh 26 ounces per yard. It shall hirre a list
on each edge composed of 24 white threads, of all wool.
All pieces waigling less than 25 ounces per yard will be
rejected, and-each bale of about 300 yards must ayerage
20 ounces per yard.
The seamless pea jackets and felt caps shall be of felt
cloth, dyed pure indigo blue, made of good wool only,
and shalt COl4Ollll in the else, color, grade or wool, and
in all o th er respects to the Samples deposited at the nary
yards.
The cloth for blue cloth trowaers shall be twined, all
wool, mid pure indigo bin?,wool-dyed. It shall have a
list on each edge composed of 24 white threads, of •all
wool. All places under 17% ounces per yard will be re
jected, and each bale of about 300 yards enu,t average 18
ounces per yard.
The satinet must be 27 inches wide inside of list, with a
Lending to consist of not less than twelve white woolen
threads at each end of the piece; must weigh not lose
than 0% ounces per yard, to contain in each place about
29 yards, the warp mnstbe cotton, pore Indigo blue, yarn
dyed, and the filling woo), pure indigo blue, wool. dyed.
Teach bale of 400 yards shall average nine. and a half
ounces to the yard, and no Monaghan be below 9% owner
to the yard. The satinet trowsers must be made of ma
terial like the above. The broadcloth and satinet of
which garments are made shall be well sponged before
made up.
The flannel must be all wool, wool-dyed pure indigo
blue, and twilled ; moat be in pieces of about 50 yards is
length, 27 inches wide, weighing five ounces per yard,
with a list on each edge of four white,. women threads

The Banality .beefing must be free from cotton, 80
inches in weight; weight twelve ounces 31.100 per yard;
texture, 4 by 4 to 1-10 inch.
The canvas duck must be free from cotton, 2T inches
in width, and about 36 yards in the piece, donole.thread
warp and filling; weight, eight ounces 23:100 per yard ;

The sixes must bo plsinly stamped with the contract..
or's name, number of the shoo, and year when made.
The Bizet Mbe in the following proportions for each 100
attire, unless otherwise et - doted, wiz.: 8 of No. 5,17 of
No. 6. 25 of No. 7, 25 of No. 8, 16 of No. 9, 7 of No. 'lO,
and 2of No.ll. They must be sewed with e. square awl,
and conform in all respects to the samples at the yards,
and be delivered in good, strong boxes, the tops of which
to be securely fastened with screws, and each box to
contain 25 pairs, In these proportions, viz : B.palre of
No. 5 with 17 of No. 6, 13 of No. 7 with 12 of No. 8, or
vice versa, 16 of No. 9 with 7of No. 10 and 2of 11. The
'calfskin and klpskin shoes to be packed in separate boxes.
The boas must be of the best qnslity of enk.tanned
grain leather, sewed with a square awl : all the sewing
and stitching , to be done with the hand, to correspond
with the sample in every respect, except that the sides
shall be sewed with the hands, and not machine stitch, as
on sample.
The woollen socks must be woven or knit, indigo
inland, all wool, shall be well scoured, and in color and
quality folly equal to sample.
The mattresses must weigh ton 'pounds, inclnding
ticking, which is to be cut 8 feet in length and 31 inches
wide. The coven must measure 71 inches in length and
29 inches in width. The hair, ticking, and covers must
conform to samples.
The nankin must be equine the hot bide American
nankin, 28 inches wide, texture 6 threads by 4 threads to
the 16th of en inch, dyed with pure Bengal indigo.
The blankets must weigh nix pounds per pair, and mea
sure 58 by 78 inches each. A halo of 60 pairs must weigh
300 pounds. and no pair shall weigh less than 5 pounds 18
ounces. They must be made of clean wool, and each
blanker must be marked "1.1. S. Navy," as in the sample.
The black silk handkerchiefs must be 31% .by 81%
inches, and weigh one ounce and 12 grains Troy tau.
