Absurd rumors are in circulation respecting the
*Wily of the Girard Bank, of this city, to pay its notes.
Now it seems to us that the most unthinking mind would
need no reminder of this fact, that when a hank has le
gally suspended specie payments it becomes a matter of
laver whether the Bonk allows a single dollar in cola to
leave its counter, No customer or holder of bills can do
snend, or U they do, the bank is at perfect liberty to deny
the specie ; consenuently,'no degree of think-beaded ob
*taw can materially Injure or discommode it. We un
derstand that the other city banks have been receiving
the bills all day as usual. Let DO ask these over•earnest
and easily-boated partisans of the one's-own-pocket
doctrine, if a bank chooses, in these times of ensponsloo,
to continue to lases large amounts of promises to Pay ".
What power is there which can discover lie character as

matter. There Is A continual demand for Missouri
defence warrants at former rates. There is ale-, an
increased demand for uncnrrent Missouri money, owing
doubtless to the fact above stated, of the probable resto
ration soon of the only two uncurrent hankie in the State.
Our latest whites from New York show an increased
firmness la all classes of Government securities ant the
downward tendency of gold and sterling exchavge.
Money is very abui.elant et 4 to 6 per cent. Interest, and
as long as that is the case, there Is no fearer heavy depre

The Boston Commercial Bulletin May3l says:

The ledianapells Journal has a statement in relation
to the fraudulent issue of bonds by D.C. &over, former
state agent, from which the following are extracts:.
When the fraud was first discovered, the State au
thorities yielded to the Suggestion of the District Attor
ney, A. Oakey mid the Attorney General of New
York, Daniel S. Dickinson, RS we have attempted to state
them, end consent. din aisnepresMoof the
work of recovering the bonds has n. bean going on ever
eine°, and up to hat Friday, when the Pr cud first get
wind In New York, about 5700,000 bad been recovered.
The amount yet outstanding is net certainly known, but,
;from the statements of come of the parties Implioated, it
is believed that it ain not eacetitl 5500,000, of which the
whole will probably be recovered from the pieties or the
secutities of the Stale agent, * . * *
The fraudulent bonds were detected by the fact, that
they were not registered according to law. On March
6th, 1866, an act was approved, to rake effect on its Pilb-
Ikon= In the papers of this city, which was made on
March 11th, providing that on the wren& r of. any cer
tificate of stock the agent shonid send it to the State Au
ditor here, who should issue a rumens and register it. and
on its reception at the agency the agent 'timid also regis
ter it, and delimit to the holder. The fraudulent cer
tificates, of vulva, would not be registered at the agon

The probability is that he executed them, and put them
Into the hands of his accomplices, as ho bed an opportu
nity, during the whole term of hie office, and sure-dated

By this operation he accomplished two things ; he ma to
them valid In form, and threw the fraud int, the two
months that Cravens nominally held the office, thus

face are in dee form of law, and the State will undoubt
edly be responsible for them, unless it cat be proved that

There is no floating or other debt existing. The marks
are in active operation and complete repair, and•tho re
(mints justify expectations of the usual or average divi
dend for the present year. T 1 e works were so far com
pleted, and the debts of the Company paid as to enable
the Managers to declare their fleet dividena, Jill? 7th,
1863, since which time they have declared fourteen 11191-
donde up to July, 1881—eight yews—amounting in the
aggregate to fifty-four and one-half per coot., or six and
eighty-one hundredths per cent. por annum. There are
no bonds in the market better secured than those otthis
Company, and nose that offer greater loducemente for
investment as to mouthy and .prompt payment of into
rest, which is well known by the holders of the present
outstanding bonds. The object of this mortgage is to
concentrate the bonds of the, Company and' secure the
whole. A preference will be given to the present holders
