Yesterday, General Scott arrived at his old residence

As IsiERCErTED Despatch.—The rebels
lately intercepted a letter from General McClellan which
was written in cipher. The letter was constructed by
fcfipg ft vrhitp swfaso a pitch of pawn on which la
printed the alphabet in various combinations and in pa
rallel lines, covering the entire sheet. By perforating
both pieces at the letters needed to spell out such words
as the writer wishes to use, the white paper becomes an
inexplicable medley of little holes. After much eocklteg
over the intercepted document, a key to the mystery was
discovered, and the following dlbtence was produced:

in and for the Eastern District of Pennsylvania, rightly
and duly proceeding on a Libel, filed in the name of tho
•United Slates of America, hath decreed all persons in
general abo have,or pretend to have, any right, title, or in
terest in seven hundred and fifty barrels of jtorifii twenty
five ca&bs of Roblti taken and seized on the 14th day of
March. 3862, by the naval forces of the United States in
the Sounds of North Carolina, under command of
Flag plfictr S. C. Rowan, at Newbern, on the Neuse
River, as prize, and brought into this part in the schooner
P. A. SANDEBb, to be monished, cited, and called to
jmgmenL at the time and place underwritten, and to the
effect hereafter expressed, (justice so requiring). You
are therefore charged and strictly enjoined and com
manded, that you omit not, but that by publishing these
presents in at least two of the daily newspapers printed
and pntdteht-d in the City of Ptnlad Iphia, and in tho
Legal Tntdligenceri you do monish and cite, or oauac to
he' monished and cited, peremptorily, all persons in
general who have, or pretend to have, any right, title, or
interest in the said «even hundred and fifty barrels and
twenty' five cask s of Bosin, to appear before the Honora
ble JOHN OADWALADER, the Judge of the said Court,
at the Pißt'ict Court room, in the Gityof Philadelphia,
on tie TWENTIETH day after publication of these
presents, if it be a court day, or else on the next court
day following, between the usual hours of hearing causes,
then and there to show, or allege, iu due form of law, a
reasonable and lawful excuse, if any they have, why
seven hundred and fifty barrels, and twenty-five casks of
bosin should not be pronounced to belong, at the time of
the capture of the same, to tte enemies of the United
States, and as goods of their enemies or otherwise, liable
and subject to condemnation, to be adjudged and con
demned as good and lawful prizes; and further to do and
receive in this behalf as to justice shall appertain. And
that >ou duly intimate, or cause to bo intimated, unto all
persons aforesaid, generally, (to whom by the tenor of
these presents it is also intimated,) that if they shall not
appear at the time and place above mentioned, or appear
and ebaU not eliow a reasonable and lawful cause to the
contrary, then said District Court doth inland and will
proceed to adjudication on the Baid capture, and may pro
nounce that the said seven hundred and fifty barrels and
twenty-five casks of Bosio did belong, at the time of the
capture of the same, to the enemies of the United States
of America, and as goods of their enemies, or otherwise,
li&hlfe and to confiscation and condemnation, to be,
adjudged and condemned as lawful prize, the absence,
or rather contumacy, of the persons so cited and intimated
in any wiße notwithstanding, and that you duly certify to
