The Success of the “ War Press”—Award of Premiums for the Largest lasts of Subscribers. When we commenced the publication of the War Press, in November last, we cherished a hope that it would meet with the approba tion of the public; hut we must confess that Sts success has far exceeded our anticipations. Subscriptions have rapidly poured in upon us from every loyal portion of ttie country, and wherever the paper lias been introduced it has been most favorably received. Hundreds of letters warmly eulogizing it, and scores of laudatory notices by our cotemporaries, have been forwarded to us. This generous en couragement will incite us to additional exer tions to please, instruct, and gratify our read ers. We hope to gradually introduce such improvements and such increased attractions that this journal will rapidly widen the present extensive sphere of its influence, and remain a popular, permanent, and flourishing “ insti tution" long after the present war shall be gloriously terminated in tho complete triumph of our gal'ant armies and the re-establishment ef the authority of the Federal Government ever every foot of the soil of the Republic. In our original prospectus we stated that we would award a premium of one hundred dollars to the person who forwarded to us the largest list of yearly subscribers by the Ist of April, 1802; of fifty dollars to the person who forwarded to us tbe second largest list by that time; and of twenty-five dollars to the person wlio forwarded to us the third largest list. Candor compels us to state that the compe tition for these premiums was not very warm. While we have obtained very large accessions to our list, they have generally come in the form of single subscriptions, or clubs made up by kind friends (to whom we are deeply grateful) who hod no mother object than to (secure a good newspaper, and who Were un influenced by tho premiums we offered. Having made a promise, however, we will faithfully adhere to it. Upon close examina tion of our books, we find that under the terms and conditions set forth In our prospectus, the following persons are entitled to the premiums offered, and they are hereby authorized to draw upon us for the amounts awarded, viz : To J. M . Tkl:at, Seventh Wisconsin Re giment, Washington, D. C., the first premium pf $lOO. To Jas. B. Ellis, Buncannon, Pennsylvania, Ihe second premium of $5O. J®To £. F. Mokris, Mount Morris, Greene pounty, Pa., the third premium of $25. Affairs at lUclnnond, Under the direction of the President, General Xee is charged with the conduct of the military operations of tbo armies of the Confederacy. At Jhe same time the President appoints four oolonels jib aids to himself, not to Lee, who also has four; and the Secretory of War is authorised to employ iwenty-two additional clerks This looks like business; but what earthly use the President can Jiave for four more aids (be baa one already), ex. cept as overseers to Lee’s aids, and to reduce Lee himself from a commanding general to an orderly sergeant, no one can tell. The Enquirer of this fronting says, in effect, that the less the President freeemblee Washington, the more we ought to sap* port him; or, in other words, the worse the ruler as. the more the people’s obligations are great. The city defences, says a correspondent, consist of fortifications so close to the town that once with* in the range of the guns in these fortifications, the enemy could, with their rilled cannon, shell us out. 3n keeping with this folly is another. Negroes from the interior counties, where their labor can bo applied to some purpose, are hurried off to the pe ninsula, or to Suffolk, to work t>4 cutrcncbment3. while the negroes in the border or exposed coun lies, whoso masters would be glad for the Govern ment to take them and keep them until the war is c>ver, are left to be stolen by the Yankees or to run away. A Supreme Court is being organized, and Con gress is considering in secret sebsion, the propriety of sending commissioners to France for the special object of bringing about an alliance. Judge Monroe, of Kentucky, hopes to become one of the fudges of the Supreme Court. Major Bumford, it is B&idi refuseß to be exchanged, on the ground that 3»e is a native of Texas, or something of that sort, and doeß not wish to fight on the other side. Seve ral of our apothecary stores were closed yesterday in consequence of a hint from General Winder that Ji© would permit no more extortion. Four foun* riiymtn were arrested yesterday fof refusing'to take the oath of allegiance. For two days the weather has been gloomy, showery, and warm, 3ike April. The following Is from the Richmond (March 14) aorrespondenee of the Charleston Mercury: The debate yesterday showed that the members Vere eager for the loaves and fishes at a time when our public me* should be setting the example of the moat austere economy. During the debate, ■Boyce let fall some ominous remarks. He said \ He, however, objected to a high salary at this time. This Congress will have devolved upon it a great mission. It may be that, in the progress of this revolution, they may be compelled to save the country at all hazards and by the most startling freoeures, and it would bo necessary, in order to alo that, that they should have the confidence of Jthe people ; and wbat would give that more fully flhan disinterestedness in regard to money matters ? He feared, if they increased their salaries, that Ihey would diminish that influence which it would lbe necessary for them to have in order ty an adjournment, and Hd ?&giilar sales were mode.
