Pennsylvania Fivog advanced to 85, a gain of #» City Steed firm at 07 # for the new issue, and 91# for the old issue; Morris Canal preferred ad* vanced to 112 ; Catawissa Railroad gained #, selliog at 7#; Rending Railroad shares were dull at 21# ; Pennsyl vania Railroad shares firm at 46; Camden and Amboy Railroad at 123, and Harrisburg Railroad at 53#, Little eras done with fancy stoc&s, and hank stocks and passen ger* railway shares were firmly held without activity. The noney market is without material change. Pete won V Counterfeit Detector* for March 15th, ia issued tbta afternoon with its usual fall reports of all new and old frauds* alterations and counterfeits, reports of stock sales, prices current, and other valuable informa tion indispensable to the counting-room and the store counter. The various manufacturing interests of the city are much exercised in relation to the tax hill now before Congtegß. The attempts of the Committee of SVaya and Hearts to tax all articles of manufacture are believed to be exceedingly unfortunate and unequal, and a rcmon atrnnce from almost every branch of manufacturing in ierest will bo sent in to Congress. The proper way to tax Tnanutaciures, it appears to us, if they must ho taxed at all, is to make every manufacturer pay ft percentage of tax upon his grots sales, leaving it to him to app rtiou the amount upon fho articles of bis produ uion accord -sng to his own judgment and knowledge of their ability •to bear the burden. This would not only simplify the •Assessment and collection of the tax, but would call to the aid of the Government all the practical kuowtedge of the manufacturers respecting the markets for their goods, their relative values, and the least nbjectimmblo mode of •collection from consumers, who always finally have to isa? pnch taxes. Vo recur to this unpleasant subject, because Dan ltice, on the 3d lust., denied that he bad aided the cause Of Se cession while in the South} and professed to b &how » Union man. He denied the statement made in this, and other loyal papers, concerning his Secession proclivities, and partially deceived those who listened to him. There is no mistake that Rice has been playing the double, and as he has seen proper to open the subject anew, and endeavor to creftte ft wrong impression. we Leg to &»y a few words in our own defence in regard to the Secession showman. In the South this man was a Secessionist, and so continued until he reached those places where the good old “Stars and Stripes” still floated in the breeze; and then he became a Union mao (1) This is the showman now insulting, by his pregeuee, the patriorie inhabitants of a staunch and loyal city. A man, who wag with Rice in New Orleans, wrote to us upon the subject of the showm&u’s Secession principles, and we published the tetter at the time. An extract from it will be sufficient to conviuce our Union-loving friends that Rice had a face for the South and another for the North. Says the writer—“ While Rice's show Ytftßiu Kevi Orleans, Dan was organizing a company called Ban Biceps Z-mavee, and when he, the employe, refused to sinn the roll on the ground that he was a Northern man. be was told that the sooner he went North the better it would be for him.*’ A*>ther person, while in New Orleans, says that one night, while the company were giving a performance, a li&tof the difl'trent members of the Varieties Theatre St cession Company was handed in for the showmen to sign; but, unfortunately for them, but one man signed. Tht next day. Mr. Bice Vi ought they had- better get up a company cm their own hook. A meeting was held, and epetches made by Ban Rice ami anothfr, stating the ob ject of the meeting, with an occasional Southern senti ment. ltVfiul utloiis were drawn up and passed, and.it was agmdtoform a company to be known as Dan Rjce'e Zouaves; that they should tender their sendees to the State of Louisiana, to be in readiness any moment tofightfor the Southern Confederacy ; it went on to say. bow the slave Stales had been abused, etc. All signed, we are §orry to learn, but Charley Noyes and Fred. A. Jones, who were frequently talked with on the subject, but who couldn’t see it. It is further said that Mr. Bice had copies of the pro ceedings published and' distributed along the route, ltice's SecesfiioniKn became known in the North, and when he arrived here, to avert the storm that thnateiiml to overw helm him, he mado Union speech©*, as he had made rebel speeches in the South. One of thoso hypo critical ULion liarrangncß was published in Cincinnati, and reached New Orleans; iu commenting upon which the N. 0. Crescent said: “Dan talked quite different here lust winter; but .never mind.” Rice was loolcad upon as a strong Secession man while he was in New Orleans, and his change of tactics to suit circumstances called forth the following paragraph, which we copy from the New Orleans of May 20th, 1861: «A Ouam- Piu'x Clown.—Dun Rico, who was famous here last winter for two thiugs—his much talk iu the ring about hia interne &QuthGrni& , tti ami bathed up thk Nnitvu j-H-.SLRS, aid hia sardonic l'un on bis debts—is cutting up all sorts of Republican capors in the West. There is a list in this city of minute men—signed by Dan Bice and bis company —to defend the South to the death. In fact, so exceedingly patriotic was he that a meeting was hold on his beat, at which he made a flaming Secession speech to his men. It will be a long time ere this renowned harlequin will make his appearance in this city agaiu.” The italics, etc., are oura.
