Meeting of the Board of Con-
TBOLT.EHS.—The regular stated meeting of tUo Board
of Controllers wan he;d yesterday afternoon, Mr. Dusea
berry, president, hi the chair.
A communication was received from the Sixth
school section, submitting the name of Miss Mary Skaats
au tbiitl aesistunt of Primary School No 2. Referred.
y y ptn the Eleventh section, submitting the name of a
new school*house in rt. John street, aa the iieidman Pub
lic School. Agteed to.
From the Thirteenth section, asking that a secondary
school for girls might be opened in the northern part of
the » ction. Referred.
From the Nineteen h section, asking for an increase
of tphq-y of the housekeepers. Koforreil.
From the Twenty second section, complaining about
certain det-kt* placed in one of the schools. Referred
From the Twenty-fifth section, asking tho confirma
tion <f Eugene Smith ns principal of the Carroll Gram
mar, and Miss Jane Ennis as assistant* and Miss Lizzie
Sidefcotham us third assistant in the Burton unclassified,
tud Miss .Tosiu fiore as second assistant of the Tyndal
Mansion fc?cbwl j also, that the grade of the Burton nn
clastified school be changed to a consolidated grammar
school; also, the Tyndal Primary School to atwo-division
secondary and a two- division primary; also, that the
salary of the janitor of Randolph School be increased to
£152 per annum.
The communication, after some dehate, was referred.

being no prospect of their erection by the proper auiho •
rities, ho would propose to have such buildings erected,
provided the proier arrangements cau be entered into to

A communication was received from the Seventh school
section, stmii-g that the Board had formed a new division
in the Bojs’ G hh mur Sclio »1, the proper number of pu
pils. under the rules, having been attained. The Board
ask that the committee might visit the school, in view ot
confirming the same. . .
Along debate ensued, as this would inerras* the sala
ries of certain of iho teachers. It was contended by some
of the members that this w*B provided for the nineteenth
section of tberuteefor the government of the board, and
that the teachers were entitled to an increase of salary
when the requisite number of pupils were obtained.
A rpsolulh'n was tinallj offered that when Any oF tk&
school* reach ihe average number of pupils named in rule
STthaf the liUh t-cct-on, the teachers are entitled to an
increase of talary. The resolution was lost by a veto of
on Grammar, Secondary, and Primary
Schools rt-p ried a resolution confirming the increase of

The resolution was agreed to.
Mr. Leech then moved to draw warrants in favor of
said persons, which was, utter some discussion, agreed

requesting their representative in the Board of Con

Mr. Fletcher said, in the course of the investigations
at Ihe High School, it hud been ascertained that Professor
Angela tmptej ed an assistant. This had not been au
thorized by the Board. He thought if the professor was
not capable rf teaching without au assistant ho should
resign—neither had ho the right to employ an assistant
to keep OTdtr, which the speaker understood was the
case. Re oftend a resolution that the Board inform Pro
fessor Angela tbut the employment of an assistant does
not meet with their approval.
Mr. Seed moved to refer the resolution to the Commit
ter on 11 gh Schnnl. .
Mr. Fletcher was opposed to referring the resolution,
as it whs u matter which concerned the Board. He did
not see how it was that the name of this professor, who
cannot keep order without the aid of an assistant, was not
brought before ihe Boani at tho same time as the names
of Vocdes. McMuitrle, and Gerard were. .
Mi. Holland tlitusht the tunpku metiiof an assistant as
improper, although his salary was paid by Prof. Angela.
He thought the math r should be referred, and properly
investigated. . *
Mr. Hollingsworth explained how it was that Professor
Angela had nn assistant. The committee had considered
this course for the good of the pupils.
The motion to rrfer was agreed to.

session whenever they deem the same proper.
After alongKiid uninteresting debate, the resolution was
rdefinitely postponed.

Whereas, The present method of constituting the

rably to the cause of education, lu the First school ‘dis
trict of Pennsylvania: First, By makiDg the selection of
Controllers turn too often upon political considerations,
without regaid to their fitness for the trust. Second, By
depriving the board, in great measure, of that iodeptna
tßPP Tvliich is uveessary to its thorough efficiency ,
And wftcxras, The experience of the p»-»t ie«r years
has practically ce noostrated the defects of the system,
and has given rise to a manifest want of public confidence
in the Boat d, and,'to seme extent, even in the very
schools uudtr its charge : .
And whereas, .* change in the appointing power is
Imperatively needed to vindicate iho interests of educa
tion, and justify the expense annually Incurred in behalf
of such interests : therefore,
Resolved, That this Board heartily approve of the hill
recently introduced Into the Legislature by Mr. George
Connell, and passed by the honorable the Senate, au-i re
spectfully ami earnestly petition the Hoitee of B*pro
eentatives aid the Governor to pass and approve
said bill, that it may speedily become a law.
Resolved, That copies of the above, properly certified
by the officers of the Board, be transmitted to both
branches of the Legislature, and to the Governor of the
Slate. , , ..

Mrß. Beulah Lewis, 820 Tasker Btreet, identified a lot
of silver fork", and a bracelet, which had been stolen.
from her houso on tho 4th of October, 1561*
Mbs Ma y Ann Kite, 912 Wallace street, identified a
beautiful silk quiU, valued at 8100. It was stolen from
lier in the inoutii of August last.
Mrs. Lltwellan, 268 Ferry street, identified a pair of
silver mug*.
John M. Davis, 727 Green sheet, identified a lot of sil
ver forks, gp»ld spectacles, And A caiheo plii, ildUa from
him in the month of August last.
Mrs. Mocre was held in 81,500 to answer the charge of
passing bogus money, and her husband in 84,000 to au
jiwer the charge of robbery.
A Contemptible Act. —A house in
Thompson street, above Thirteenth, craped for the loss
of a wife and mother, has, within a few weeks past, oeen
robbed- twice of its crape. The theft i* undoubtedly
committed by some person evil-disposed towards the un
fortunate occupants.

The Navy Department will, until the 24th of March
next, receive propositions for the complete construction
and equipment of iron- clad vessels for river, harbor, and
coast lie-fence.
These vessels, with the excepton of those for the Mis
alss-Jppl tlve* and its tributarius, will bo propollud by
screws; those fur the Mississippi river and tributaries
nmy be* propelled by 'puddle-wheels. The hulls will be
either wholly of iron (which would be preferred) or of
iron and wood combined, as the projectors may couaider
most suitable for lie object proposed, but their sid- s and
dovks must be protected with an iron armature sufficient
to resist tlio lioaviesi shot and shells.
Th* vessels for the Mississippi rivor audits tributaries
are not to draw more than six feet water when fully
equipped and anned, at which drafts they are to bo able
to maintain a permanent speel of nine knots per hour iu
still water, aud carry sufficient coal in the bunkers for
six days steaming at that speed. Their armament will
consist of not less than nix eleven.inch gnus.
The vowels for harbor defence are not to draw more
than twelve.feet water when full equipput aud armed, at
übish draft they are to be able to maintain a permanent
speed of too knots per hour in smooth water, aud carry
sufficient coal m the bunkers for seven days' steaming at
that speed. Their nrmanent will consist of not less thau
from two to four dcren-inch puns.
The vessels for coast defence are not to draw more
than twenty feet water when fully equipped and armed,
at which draft they are to bo able to maintain a perma
nent speed of lifteeu knots per hour at sea, and carry
sufficient caul in for twelve days’ steaming at
tbac speed. Tho;r armament will consist of one or two
fifteen or tivoutysineh mini.
The guns of the vessels for harbor and coast defence
are to train to all points of the compass without change
in the vessel's position.
The propositions must state the number or vessels,
subject to the election of the Department, which the
party proposes to furnish coii'plete in every respect, em
bracing armour plating, steam machinery, and eualp
ments of all kinds, ready for set vice, excepting only tho
ordnance aud ordnance stores aud provisions; the propo
sition mud be accompanied by descriptions, specific!*-
tious, drawings, and models ot such character that the
work could be executed from them.
The place of delivery must l»o fitfttod; th© time within
which the vessel or vessels are to be completed, and also
the total sum to be paid for each.
It will be stipulated iri tho contract that one-null (ho
total amount will be returned by the Government uutil
sixty days after the reception of the vessel, iu order to
give it a trial, the remaining paynunts belug made with
due regard to tho proper performance and progress of the
woik; tho contract will al*o embrace forfeitures fur fail
ure to perform the conditions specified.
The nids must he accompanied oy the guarantee re
quired by law’, that, if a contract is awarded, it will he
promptly executed; and the names of the parties who are
to become the sureties to the amount ot "the face of tho
contract w ill also he stated.
The Department will consider any oth«r propAJltldHS
that zuay bo presented iu which the draft of water above
named is not exceeded.
The Department will bo at liberty to accept or reject
