Mr. Smith's propelled law to Compel all Hutto against
the city of Philadelphia to be brought in the Court of
Common Pleas, instead of being brought, as in many
cases at present, before aldermen, awakens much angry
comment in all quarters. No law could be passed that
would be more unpopular, or bring more decided disap
probation upon the representative who assisted lit its
passage by his vote. The tax-nayers who find that the
cost of the suits now decided against the city before al
dermen at en expense of some two dollars, will cost
twelve dollars and a half each, will remember with retri
bution those who vote to saddle the city with the ten or
fifteen - thousand dollars additional cost. The poor creel],
torsof the city, who will be matte by the proposed law
to attend upon the Court of Common Pleas, and lose
valuable time, in getting their just dues, will also
remember, at the proper time, the unfaithful Representa
tives who put them to so much unnecessary trouble. The
members from the city will consult the interest and wishes
of their constituents to much better purpose, if they will
devise a iitW to compel the sty of rniimielphin, through
its Receiver of Taxes, to receive its warrants in
payment of taxes, water rents, and other debts due
to it. Any man of business who would refuse to
receive his own due-bills-in payment of debts duo
to him would be accounted a swindler and a scoun
drel, and be turned out of the society of honorable meg,
Let the legislators, who would saddle their constitnente
with the great expense involved in this new bill for
"Protecting the city," show wherein consists the city's
right to ignore its own acknowledgments of debt, when
collecting moneys due to it, before they place additional
obstacles in the way of enforcing payment from the city,
addle her legislators seem to think common honesty no
part of the city's obligations.

Interesting Services at the Fifth pnptist
Church.
During the last four weeks therehave, and during this
week there will be, special religious services held every
evening, in the beautiful new edifice of the Fifth Baptist
Church, corner of Eighteenth and Spring Garden streets,
of which the Rev. James B. Simmons is pastor. It will
lie remembered that the Rev. Mr. Winston, the former
pastor of this church, Won after the war broke out, re
tin lied to cast his fortune with his brethren of the Sunny
South. To-day, we believe, there is a singular harmeny
of opinion among the people of his deserted charge
that the church will survive its change of pas
tors without much diffienity_ The congregation is,
iu fact, more numerous, active, and united now than 'at
almost any former period in its history • and under the
faithful ministrations of their new pastor ' Lwho, lip the
way, is a man of superior worth—they are steadily
growing iu strength.. On Sunday evening, and Sunday
evening week, of l3 _ineroe of tiaptiem was administered
in the new baptistry in thy` chapel of this church, by
Mr. Simmons. On entering the church on the latter eve
ning, we found the edifice crowded to overflowing, a large
number being obligati to remain standing throughout the
services. This congregation has made an improvement in
their singing theilitioe that is worthy of emulation. In
order to induce a greater degree of ,congregetional sing.
ing, the pews are all supplied with hymn books contain
ing the lines end tune to which they are to be sung on
the same page. The book used for this purpose Is the
"Plymouth Collection," revised for Baptist churches.
The choir of the church is under the conditetorsbip of
Mr. George W. Heed, the singing excellent.
The sermon on Sunday evenir g was preached by the
It• v. . Cce olvice, rf ,he 31 , oleira, an evangelist
who has obtained considerable distinction by his extensive
and successful missionary labors in nearly all parts of the
world. His discourse—of which we will give a synopsis at
another time.--WWI ImindrEupon the passage in John iii,
; " Mmopt a man be born again, he Cannot see the
kingdom of Cod."
SPRING TRADE.—We invite the attention of
buyers to the Spring" announcement of Messrs. W. S.
Stewart & Co., No. 305 Market street, in another column
of our paper to-day. The specialty of this house ie Dress
floods, embracing, of conrre, a complete assortment of
Mkt. Judging fink. the extent, richness, and variety of
their present stock—which we have .had the pleasure of
examining—their anticipations of trade this season aro
sanguine. Having never cultivated a Southern trade,
they rank to-day among the comparatively few houses
who are in a really vigorous condition for an active bust.
TICRii. Their goods have evidently been selected with
taste, and as they uniformly buy for cash, and sell on
liberal terms, the inducements which they offer to Intel
ligent buyers STO worth considering. We make these
remake, knowing that a large proportion of the trade
throughout ,the Northern Stales will be obliged to seek
new crumpets, and we see no reason why the live nue
cliante or Diniadelphia should not secure the largest
share of It.

WILMINGTON CAONTS.—This well-drilled
body of youths and young men (ninety in number) min
gled in the parade in this city on Saturday, and made a
very creditable appearance. They substntiently dined
at the Continental Hotel, with a number of invited
guests, after which a beautiful American flag was pre
sented to them by W. H. Harrison, Esq., through ex-
Mayor Vaux. The presentation speech of INr. Tame
was happily conceived and effectively delivered_ It was
replied to by Captain Bradford, of the Cadets. El•tioV.
Pollock, being called upon, also made a stirring speech,
full of patriotic zeal for the good cause, in which he
complimented in graceful terms the young Cadets, and
paid a tribute to the mother of George Washington, and,
Incidentally, to the mothers there present.
Captain Biddle, of the Delaware Zonaves, and other%
followtd with short addressee, and Captain Porter, of the
Cadets, delivered en original poem on Washington.
The whole affair was one of the most pleasing features of
the day.
AN APPEAL.--WO are requested to call the
attention of the benevolent to the "Women's Employ
ment society of Germantown," an association designed
to furbish sewing to deserving and industrious poor wo
men who are unable to procure eudicient work elsewhere
to afford them a support, but who would greatly prefer
earning for themselves to receiving from the hand of
charity. The garments 481114114 Arb fon at a low price to
those in need, or given to those in extreme destitution.
The ladies of this association believe that in no other
way can the same amount of money be expended to
afford an equal amount of relief encouraging
peunerism, and are convinced that the benevolent
eilizene of Germantown will find themselves able
thi...agh thus iustrurnentalitf to reach and as
sist a class of deserving poor who thankfully avail
themselves of this means of procuring aid for their fami
lies instead of receiving aline. While returning their
grateful acknowledgments for the asslidance received
during the past, they would call attention to the fact
that, until the spring advanees. in April, there is n sus
pension of factory work, and, consequently, au increased
demand for employment, which they can no longer re
spond to on account of their funds being exhausted.
They would, therefore, respectful y and earnestly appeal
to their friends for the means to Continue this charity.

Warner, treasurer, Walnut lane, west of Green street.
