THE ALLEGED FM OFFICE ROIMERT.—The
two young men who were charged with fraudulent

tion. 'This will be very acceptable to those living
in the southern part of the city, and in this, as in
many other respects, Mr. Andrews has showed a
determination to consult the convenience of the
people. We learn that, since he has hadOharge of
the office, the business has largely increased.
PARSING COUNTERFEIT NOrws.—John Mc-
Pherson was committed on Saturday morning in do
faultof $l,OOO bail, by Alderman Hibbard, to an
swer the charge of passing counterfeit money, lie
is alleged to hard passed two bogus tenilollar bills,
one on the Waterbury Bank, of Connecticut, and
the other of the Commercial Bank, of Bristol,
1., on Friday night, at aylace on Chestnut street,
above Twelfth.
DEATII OP A PHILADELPHIAN IN CALIFORNIA.
IdoCeullay, formerly of this city, and a
brother of Mr. John E. &teem/nay, died in San
Francisco, on the 17th of November last. The de
ceased was wall known in Philadelphia. In 1810,
he wee one of the primoipal movers in the Irish Re
peal httociation, and ho was noted for his steady ad
herence to his countrymen.
AN ABSCONDING BOARDER, named Ida
Mitchell, was before Alderman Beltler, on Satur
day rooming, upon the charge of larceny. It is al
leged that she. engaged boarding at the - house of
Mrs. Milner, No. 321 North Sixth street, on the
afternoon of•the 16th tilt., and decamped in the
evening with. a lot of wearing apparel and (leveret
articles of jewelry which bed been left in her room.

Episcopal Church, lately destroyed by tire in
Charleston, South Carolina, Is the Rev. Mr. Prey-
He was formerly of the Church of the Epi
phany, in this city. The other Episcopal church in
Charleston consumed by the same conflagration
was St. Michael's, one of the earliest churches in
America. The late edifice was built before 1750,
from a design by Sir Christopher Wren.

Ice published In our money article of Saturday the
proceediega of the New York Chamber of Commerce
upon the subject of the new tariff act In to.day's Press,
and we now learn that the Secretary of the Treasury has
written a letter to the Committee of Ways and Means,
suggesting the plumage of, a Joint resolution to permit
withdrawnwarehonied goods to be l on payment of the
duties imposed by the act of August 2, 1861, and to re
fund any excess of duties, above those thus Imoosed,
which may have been collected on goods already with
drawn.
This is a movement In the right direction, and only
defective because It leaves it to be inferred that
goods in bond, imported under previous tariff Imes,
are to be made to pay duties according to the rates
lefied tiY the act of August 2, 1861. The fact is
that. new duties can only rightfully be levied on
goods imported - after the passage of the law
making or summing them. Goods are imported when
they &reentered at the custom house i then the duties
are appraised, and a certificate given to the importer
of the amount, and a hohd taken for its pay
ment. k sale of goods and the receipt of a note
for the amount is not a more complete transaction
than this butween the Government and the importer
at the time of entering imported goods at the custom
boner, and it is as much a breach of contract in the Go
vernment to enforce additional duty upon goods so en
tend and bonded as it wouldthe for the seller of goods to
demand an additional price when the purchaser, who had
given his note and obtained a receipt upon his bill, came
to take hie geode away.,Heretefore, Congress has always
considered that merchants made their commercial ven
ture, on the faith of the laws in force for the time being,
and • change of those laws was not only made pros
pectivei or to attach to goods to arrive, but a ecrupuluous
care was exercised in increasing the rates of duty to ex
cept from the operation of the new law al/ goods already
shipped for our ports.
The application of a new and higher rate of duties to
gcods entered under eliding laws at the time of importa
tion may wreck the fortunes of many loyal supporters
of the Government, who have committed tbeameives to
ventures in'tellance upon its good faith. A tariff act re
trospective in Its provisions is wrong in practice. It le OP.
Itried to what merchants believe to be sound law. It leade
to litigation, &mansion, and vexation. It may produce a
trifling present increase of the revenue, but will cripple
many Importers, and deter moor others from sending
orders, abroad far merchandise. Above all, it Is MIS.

A: somewhat better feeling prevailed at the Block Board
to day, and a larger business was transacted. Pennsyl
vania coupon Sixes sold freely at 80, the coupon Picea
at 70, and the transferable rives at 76: Philadelphia
Fixes were Arm at 88 for the new, and 82,K for the old
issues. The shares of the Pennsylvania Railroad Com
pany advanced J(, and the bonds gained X. The bonds
of the North Penemylvania Railroad Company shared the
Improvement. Reading Railroad shares were weaker.
The Pranktord and Southwark Passenger Railway
Company bare declared a dividend of three aid a half per
cent. out of the earnings of ttle lad Bigmouths.
The Roney 'market shois a still increasing demand
growing out of the desire of the importers to pay duties
upon goods In bond. Nearly all the lintiora in the bonded
warehouses have been entered for withdrawal within the
peat week, and thonxmaple is being followed very freely
by the dry goods, fiardware, and other importers.
The ;Quantity of coal sent - by railroad• this week, to
20,01017 tons—au Incresee of 4,600 tone over the cor
responding week last year. Tho freights to the East rule
high, and the demand for, coal ie principally confined
to the retell trade In the cities, and for Government use.

but generally at prices below the views of holders, who
are firm in their demands. Bales include about 1,800
bbls good family at $8.87,4 oG, mostly at the latter rate;
1,200 bbls Clty Mills do, Broad street, and Sonny Lied,
and SOO half bbls do, all on terms kept private; the sales
to the trade are limited within the range of 85.37 x 06.50
for family, and $0.6000.75 bbl for Emmy brands, as in
quality, and the market dull. Bye Flour is held at ss,
and Fentea Corn Meal at $3 bbl, without sales of
either.
WitaaT.—There Is not much Wheat offering, and the
demand for it lo good at folly former rates, with sales of
9,000 bus at $1.3301.35 for rode in store, mostly at the
latter rate for good h'enn'a, including white at sl43m
1.46, as in quality. Rya is better, and about 1,200 boa
h'enn'a told at 72074 c. Corn is quiet but firm, with sales
of 2,500 bus new Ponn'a and Delaware yellow at $1.58,

sion of the ungodly, the caseation of intemperance and
Immorality, and the spread of Vital religion in our Mali
lies and households, among our rulers, the rich and poor,
our soldiers and sailors, the authors of oar literature,
secular and religious.
Wednesday, Stk.—Foreign objects for prayer—the re
vival of pure Christianity, and the extension of religious
iberty in 'Europe and the lands of the East, the over
throw of every form of anti-sahriatian error, the conver
sion or the home of Terael, the prevalence of peace among
all nations, especially in America; and a yet more
abundant Meaning upon our brethren and sisters en
gaged in the uork of miaalona, Christian education, and
literature in foreign lands.
Thursday, 9th.—The Church of God and the Christian
ministry—the increased spirituality of the church, and
its more decided separation from the world; brotherly
love, sympathy and union of labor among the Lord's
people; a higher etandard of piety and power among
Christian ministers and all their fellow-laborers; the
outpouring of the Spirit upon our universities and col
leges, end on the rising ministry at large; the conversion
of the young, and a 'large bleseing upon Sabbath and
other schools.
Friday, 10th —The Word of aod—that It may be re.
ceived with increased faith, reverence, and love; that its
assallents may be enlightened and brought Into the way
of truth ; that the power of the Divine Spirit may attend
its tut, ate study, and Its circulation, throughout the
