THE MONEY MARKET.
PiTILADELPHIA, December 27,1861
Thu stork market is rather unsettled, and the amount
of business transacted light. The stock of the Pennsyl
vania Railroad Company advanced ),;, and Camden and
Amber Railroad shares gained X. , State bonds and City
loans were not so firm as on yesterday.
The money market is inert and dull. Only the best
known and approved names can be sold, and of these
- very few notes are offered for sale. The result of the
Mistrust no long shown hy capitalists and bankers to
wards business paper is becoming more and more appa
rent in the growing scarcity of paper, many of the largest
&Mora in all branches of trade refusing to sell goods ex-
cept for cash.
Renewed efforts will be made to induce Congress to
loss a general bankrupt law at the present session, and
cerininly If ever there was a time when the propriety of
finch en enactment should not be Questioned, the present
is that time. Thousands of honest men all over the
Northern States have been suddenly cut off from even
the hope of collecting the moneys duo them in the Muth•
Ern half of the country and compelled by political causes
to suspend pa) mind themselves. To keep a crushing
votshe of old debts hanging like a millstone around
the inns of these MO is only to deprive the
country of the benefit of their industry, intelli
gence, enterprise, and experience for no good
or practical purpose whatever. It is meet anti
fitting that they should be released front further
liability on the surrender of all they possess to
their creditors. The law can never release a man front
ttiotol obligation:, :ttsl the honest man who egenum
lates wealth in future labors will be likely to pay his
debts to the last dollar. The prospect of the credi
tors receiving full pay from the honesty of the
debtor le greater when the debtor is released Pram
the legal disabilities than it can be while, as at
present, the debtor is by law prevented from making
attempts to recommence business. He remains now
comparatively useless and unprodeCtive. Ile and his
'family are mole or less dependent upon the labor and
means of others for their very subsistence, while, if legally
freed from old debts, ha might not only aiipport himself'
mid his children, but accumulate new resources for the
:benefit of the community. Thorn are many subjects of
imperlanso demanding the attention of eofigrees ha the,e
times of trouble, but scarcely any of more vital con
pamence than this subject of a just and wise general
bankrupt law.

The New York Evening Post, of this evening, says:
The course of the stock market this forenoon is muchthe
game as yesterday. The outsiders before the Board were
anxious sellers of Central, Erie, ke., at lower fignres
than the last sales of Thursday while at the Board the
market was again stiff, and the buyers predominated.
New York Central rose as high as 77, , i5r77,4, although
Offered early in the morning at 76%07671. The cause of
or influence to this firmness is yet a puzzle to a good
inane of the street direetors_ They seem to have beau at
fault in attributing it wholly to the Story of tie release
of Slidell and Mason from Fort Warren.
Against the rise it is alleged this morning that financial
relations beta een the banks and the Treasury — the latter
calling upon the former to-day for d3,ram,ooo ill goid—
Is rendering the money market tighter. Abstractly this
may be, and probably is, true; but if the sale of stocks
Ls On contract merely—that is, shorten the enloulatlon
of a fall in the money market, and there is no real

rime there is said to be private advice from Washington

The Western shares llud support in the returns of
traffic for the second and third weeks in December. The
Galena line more than doubles the third week of last De
cember-541,026 against 518,600. The Toledo, $23,119
against $19,402. The Michigan Central, $44,924 against
61E6,02 The Burlington end Chica g o ,gislna about $12,-
000 on the same week.
Exchange fur Saturday's man is firm for bankers on
lendon at DOA et110.7: - .; per cent. Some moderate par
cab of bullion will au out by the ilhtstbiieg and Babe
steamers to-morrow.

operations are quite limited, without essential variation
in Prices.

Flour is quiet, and without important change. The
sales are 6,000 M., at $0.1.8a5.40 for superfine State;
g 65,5005,60 for extra statt; 2505,40 for superfine
Michigan, Indiana, Ohio, lowa, Sic., and $5 66n6.75 for
isxtra do, including shipping brands if round-hoap Ohio
at 35.7505.85, and trade brands of do at $5.9506.50.
' Southern Flour is dull, with sales of 600 bbls at ss.soai
0.90 for superfine Baltimore; 3607 for extra do; 36.25
e 56.20 for Brandywine; 5.6.2507.25 for Georgetown.
Carnahan Flour is quiet, with sales of 800 bbls at $5 30
1ar5.40 for superfine, and $5.60e6.76 for the range of ex
tra brands.

quiet, owing to the small supply offering. Bi-carb soda

HOPS —There is a fair demand for brewing, and a mo
derate inquiry for export, especially for prime parcels.
