The Louisville Journal says : We will undoubtedly have nearly 40,000 men in active service before the winter sets in, and should our troops succeed in driving back Buckner's ud• Timm anti hold in cheek the southwestern move ments of Polk and Pillow, thus liberating our Strong Union counties in the centre of the State, that number will be largely increased. The Battle for Bread. The Louisville .Tomr-nal, of October 26, says: It dean not seem to us that the Government 66111- prebends the full importance of the position rSf Kentucky, or tho necessity of breaking up the pi votal point, and snapping the spinal cord of rail road between the Atlantie ocean end the Minis- Orli, valley. Such action would as effectually },rcillf the bads of this rebellion as the sundering of the spinal cord ivould destroy the vitality of the human body. The rebels understand this, anti there islardly a doubt that the fight which seems failing on the Potomac will soon "' trebly thunder on the gale" an -Kentnoky. Thrfy fully know that, if {hey (mama occupy and hold Nentucky this winter, they =aft prepare for submission. This is not a mere military necessity, but a natural, ab solute, and vital necessity—the necessity of subsist ing their troops. Yf, then, we could , break the rail road emmection in East Tennessee, somewhere be tween Kt' marble and Chattanooga, we shall have achieved as important a movement as Napoleon did tvhert he broke the Austrian contra at the battle of Wagram. lire should paralyze the rebelforees, cut the venomous trail of the Secession serpent in two. leaving one portion to writhe in Virginia and the other in Western 'Tennessee. the Secession armies are almost at an extremity for the means of subsist ence, they have wasted Virginia almost to her last corn-field and flour-mill. They must be fed, and the slaves must also be sustained front exhausted Atores. If they cannot seize 'and hold _Kentucky their fate is eertain, for there will arise among them a battle for the means of life, as famishing tailors on a shipwrecked raft, though dying. light with cannibal ferocity over the bones of the last dead victim. Added to this, there will be another clement of horror almost - tee horrible to contemplate: the slave population, maddened for food, will see their natters quaff, Ling, and the very instincts of nature will induce them to join the fray. that they may Snatch a crust from amid the shrieks of famine. The Battle for Bread, then, must be fought by the Confederates on the soil of Kentucky against the ttnion forces , or it must be waged in Tennessee, Western Virginia, and Northern Alabama and Mis siasippf in an indiscriminate war between the whites and negroes. We do not put forward these- vivirs, as mere spe culative theories, but we write from nottudll4llllft tion and a knowledge of the strategic position of the belligerents. The Confederates are in EOM distress and want; the masses are tired of the un natural striftiforeed upon them by military despots, and would willingly return to their allegiance if they could. A gentleman, with his wife...and five childien, reached our city thin week A t om North Alabama, who says there are thousands in that region longing and praying for the appearance of a Union army in their midst. and who are opposed to any further connection with the despotism which bolsters np a fee/ military leaders who have con trolled thermally the enactment oflawmmorn Woody. severe, and arbitrary than thecodes of any past age. These leaders tell them that the Confederacy will • soon be recognized by European Powers, a fact which might, by its moral effect, stimulate' their exertions. but could be productive of no real ad vantage. • They tell, too, that we are exhausted, that we have nothing to eat. and that the war is carried on exclusively fol. the extinction of slave ry. As too hopes excited by these exaggerations die away the truth glares them all-the more eon- Fpiceousty in the face that they are verging to the point of starvation and that the winter cannot be passed without some successful raid upon our soil to obtain the means of life. Bread is the very life of the rebellion, and the existence of the Confede racy depends upon the subsistence of its troops. If. therefore, they cannot hold - Kentucky. they must prepare to submit to the Constitntiorr and the laws. It is fin' Nentuelsy, therefore, to decide whether the Battle for Bread shall be fought on her soil. MISCELLANEOUS WAR NEWS. Why Does Not General McClellan Attack. the Enemy Along His Whole Line The public are impatient because a great victory has not been achieved in front of Washington. American go-ahead:Airmen demands imperatively, now war has existed fur nearly six "menthe, that somebody must effect a vast achievement.. This de mand has not yet been complied with. Wherefore? Why? First, became Bull Run .was rieked too soon, in eozoplicrec with thin Pilhi6 irsperative, orer-sseast ing demand of American life. It was lost. Demo ralization followed. Leadership and reorganiza tion must come, or the capital must fall. They bath came, They aro now everywhere present and felt; one electric nerve touches and animates the vast army surrounding Washington, ready on the instant to advance into Central Virginia. The battery supplying the fluid is Gen. IdeGlellan's So calm, se quiet, so self-reliant is that brain, that thirty thousand men have left his advance within a fortnight to attack the enemy in rear, and to strike quick, hard, terrible blows, The, main force under his control will not move until that amt. expedition has reported itself master of -command , rg positions on the mminyst think. Let us rely upon the inspirations - of that intellect. • It luts hitherto accomplished much, . a sure pronlise that it trill accomplish more TAO that of Fre mont, it may be railed against, but its superhuman energy, interjected with high intelligence, will re move all opposition. l'ictorr or death " is the glorious motto of the generale-in-chief upon the Potomac and the far-off blississippi. The world's history teems with the success of, youth uniting courage with brains. Soldiers, mu tations, end time constitute their elements of sne ems. Both leave then. Both will lit the hu personations of heroism and genius ; opposites, but equals in fame. Confiscation of Rebel-Property. WARRINGTON, Oct. 20TIVO adre!lisements are published this morning, the first one 'being at the instance of the President of the United States, com manding the United States marshal to attach cer tain' real and personal property of WHIM= Shields, and to give notice to all persona claiming the same, or knowing er having anything to say why the same should not be condemned to the use of the United States, to appear before the District Court On the 28th of November next, to interpose their claims, mini to make their allegations In that behalf. The second advertisement, published by order of the court, is in accordance with the first, and sets forth that William Shields, formerly of Washing ton, some menthe ago removed with his family to Richmond, where he has been reeiding ever since, and where he has been, and is now, engaged in the insurrection-and resistance to the laws of the United States of America, now existing in the said State, and in secret correspondence with the enemies of the said United States residing in the city or Wash ington and' elsewhere, transmitting to them money and other yaluables, and receiving the same from ' them in return, which has been applied in part to pia ego, abet and promote the said insurrection mai resistance to the laws, and these who are engaged therein; and the said William Shields has know ingly used and employed,- and consented to the UPS and employment of the property hereinafter more particularly described, to aid, abet, and promote the said insurrection, and parties therein engaged. Quartermaster Rowe, of the Fifteenth Massachu setts, has brought hither J. Owens Berry, first lieu tenant of the Eighth Virginia Regiment, Samuel E. Vaden, private of Chesterfield county cavalry, and William Davis, private of the Thirteenth Mis. sissippi, who were captured at the battle of Ball's Bluff, and delivered them over to the custody of Provost Marshal Porter. Gen. Kelly's Victory. The Wheeling gross says "If Gen. Kelly were speedily reinforced, sous to proceed on to Winches. ter by the Northwestern pike, he would then be in posseselon of all the available avenues, now in the hands of the rebels, by which to reach Harper's Ferry, Leesburg, and Manassas. Once get Win chester, and bold it, the Government could send over the Baltimore and Ohio Railrehad -any neces sary force to New Creek . , and thence, via Romney, to Winchester. Thus - would the Government have it in its power to attack Manassas in the rear, Again, from Winchester forces could proceed down the valley and connect with any move that Rose. ernes might desire to make towards Staunton, or further "on to Richmond." Promotions front the Ranks. Under the present administration-of the War De partment there is a chance for men of merit to rise from the ranks. The ability that created the mar shals of France, under Napoleon, will have full ,01,1elleetgsity under Secretary Cameron. On Friday he searched the regular army for sergeants who bad brains, experience, and virtue, and eon. ferred upon twenty-fire of them commissions as se cond lieutenants, Their future is in their own hands, Gen. Scott about to Retire. A special despatch to the New York Trchmer. Rya the scarred and wornout veteran Gen. Scott will voluntarily retire from his rank and duties within the litstt tea days solely on account of Lis physical infirmities. The recent act of Congress provided that there should be no reduction in his pay, subsistence, or allowances, in the event of his Withdrawal fromtis command. It is well known that Gen. Scott has had an unsettled account with the War Department since the Mexican war. Se cretary Cameron bas recently given a careful ex amination to his claims against the Government, now-thirteen years old. Jeff. Davis's malignity brought him in debt on account of his expendi tures and receipts in Mexico, and so far as a Seere tary's repoyt could do it, discredited the veteran as a financial agent of the Government, and a corn. mender of supreme authority. Mr. Cameron has reported - AO Gen- Scott was not only entitled to the moneys ha claimed from the Government, but that be saved to it millions of dollars which, by the laws or war, he could have pocketed, under the settled principles regulating the distribution of prize and contribution money. This opportu nity of personal advantage Winfield Scott gene teusly diVerted to the founding of a home for in valid soldiers. One of his fuonuments, long after be is dead, will be the Soldier's Home near Wash ington George D. Prentice Has proved himself an incorruptible patriot. Among the tawny sobetnes for carrying Kentucky out of the tnion was a persevering attempt to buy Pren tice, or, failing in that, to buy his paper. Ile was first approached with the modest offer of $25:000 which wea, of course promptly declined. The anxious buyers, thinking primps their bid bed bete below Preenee . r. :dodo of his honor, in creased their offer, and through an old political friend, since quartered at Fort Lafayette, he was informed that fifty thousand dollars was in a Louis ville bank sul jeet to the draft of George D. provide. she .10,1 . 221/1 was henceforth eon toted according to certain terms. An merossed a verity upon the disunionists in the columns of the j:ntrnal was the response to this proposal. Next tme a railroad man from the far West, who es•chewed all politics, and wanted an influential p per to support the Pacific Railroad enterprise. would give Prentioe $2.50,000 for the /owned. This bid was too low, and George D. Preliticc ro mains unbought and unpurchasable. The Removal of General Fremont On Saturday last, the order of the Commander in-Chief that General Fremont should surrender Me command to the offmer next below him, General Hunter, accompanied by a letter of instructions to General Hunter, was sent out by the President by a special messenger. to General Curtiss, in command a- St. Louis; with directions to the latter to deliver it to General Fremont, unless he was actually in the presence of the enemy, or preparing for a battle. Reankegfard's Report of the Battle of Bull General Beauregard has made his long-expected •oficial report to the Secretary of War of the battle of the 21st of July at Bull Run.
