We have reeeived files of the Cuban papers to
the fifth of October.
The Cuban press appears highly inflamed by the
pretended proclamation of the Captain General,
come time ago published in the Charleston Mercury ?
and the subsequent strictures made by too credu
lous journalists upon the subject of a mock official
document which, as now appea.s, had no existence.
The Havana Gaceta reduces the Mercury's
mare's nest to the following proportions :
"On the 2%1 of August the Governor of Matan
was wrote to the Captain-General, submitting
communication from the consul of the United
States, asking the latter that be would either com
pel the sloop Aroank, coming from Charleston un
der the Confederate flag, to recognize his authority,
or clear from the port of Matanzas forthwith. * *
" The Captain-General replied in a long expla
natory letter that the sloop having sailed from
Charleston, a port in one of the seceded States. it
was clear that it could not come under the flag of
the - Union. or cleared by the Federal authorities,
since at that port they hare no existence ; that the
flag of the Southern Confederacy, though not recog
nized, has still been tolerated by the Spanish Go
vernment; a tolerance based upon the belligerent
conditions of the North and South, which is a vital
consequence of the neutral position of Spain, which,
in fine. conciliates our political relations with the
Washington Government, as well as those com
mercial ones which we have not renounced and
ought not to renounce. To grant the request of
the consul would be equivalent to the exclusion
from our ports of Southern ships which did not sail
under their enemy's flag. The Federal Govern
ment can prevent the exit of Southern ships
by means of a blockade. but that fact does not
give it a right to shut our (cthe Cuban) ports.
it is tiers' nntural that the Nottflit should not
recognize the authority of a Federal consul, since
it is not cleared by officials drawing authority from
'Washington. and does not sail under the Federal
flag. In such a ease, the Noank could not be ex
pected to submit to consular authority ; nor could
that submission be of, any value, since the consul
himself would be compelled to meet the following
alternative : Ile would either have to clear the
- sesJel under the Southern flag, or deny any clear
ance to it at alt. The first case is not supposable,
and the second would amount to his capturing the
sloop as a prize, inside a Spanish port, and by the
help of the Spanish authorities.
"Wherefore," decided the Governor General,
" the sloop Noank must be cleared with the same
flag underwhich she entered, us would be tho case
if she Mae from a nation having no consular re
lations with us, and the request of the consul in the
form forwarded to us, cannot be granted."
In order that this decision of the captain gene
ral might be made applicable to every like case
subsequently occurring, he incorporated it into a
circular, which he forwarded, without the slightest
pomp of a "proclamation," to the officers in charge
of the several Cuban ports.
A Rebel Stampede
The retreat from London is described as exceed
ingly ludicrous. A force of sixty cavalry went
down from Garrard's camp and made a furious at
tack on their outposts. The whole command at
once stampeded, and thus, contrary to the usual
Confederate scale for estimating the valor and Ca
incity of their braves sixty Kentuckians put to
itight seventeen hundred rebel Infantry and four
hundred cavalry, which is ascertained to have been
the force Zollierder then had at, London ! Shall
we bear any more of panics at Bull Run and dread
of Black Morse Cavalry after that?

trunk line to the West by the war, and the difficuldes of
the Baltimore and Ohio Railroad, is producing its natu
ral effect upon the market price of the stock and securi
ties.
Pennsylvania fives were firm at 7634.
Little is doing in hank shares, and for passenger rail
-way securities the market is very dull.
Itehtling 'Railroad shares sold at the first board freely,
-at 18X, but closed weaker.

In the money market we note a more active demand
for money growing out of the resumption of business in
many branches, but the supply of capital continuos still
in excess of the demand, and for first-class paper the
rates are unchanged. In New York we are told that the
activity of speculation in the Stock Exchange affords
Senders an improved opportunity to use their balances,
subject to call, at 6 V' cent., but in other respects the
market is much the same as for several weeks past no
sensible addition being made to the volume of mercantile
Taper offered outside of bank.

Tug ELECTION IN TRE. CA.stps.—The rettlt of
the soldiers' vote in the camps of the Pennsylvania regi
ments has not been fully received. Enough is known,
however, to make it certain that every soldier. from the
old Keystone has declared in unequivocal torms that
