We have already irdic itod that the pres.ut

Confining oar remarks to the affiirs of oar own
Commonwealth, wo deciare that nothing can be
more creditable to oar cit sms than the manner in
whieh they have supplied the treasury of the State
with foods.
We regret that we eanncl r. t this point dismiss
this topio from farther consideration bus it is tm
possible; eiroamstances render it necessary for as
to speak plainly, and while vre would gladly es
oape from the discharge r,f a ptinf a! duty, we feel
impelled by our oath of, ffise to parform it.
It is a matter of common report that frauds of
an extensive nature have been perpetrated, to the
disgrace of the C mmonwealth and to the direct
injury of our fellow citizens inarms for the defence
ol the nation

governed by what was Considered to be a prudent
oration and a proper respect for those who ap
peared to be giving (o the subject a proper investi
gation It was aiso considered to be wise not to
institute an inves-igatiou until it oonld be carried
on with ca moess and impartiality.

Tae Governor of tba Commonwealth next ap
pointed a oommiseion, comp»eed of gentlemen of
undoubted integrity, to investigate the subject.
As that commission could only act open thy pro
duction of testimony, we hoped that before the
expiration of the last term of this court our grand
jury, aasieied by their labors, might proceed with
precision and despatch in an investigation under
the authority of this court.
At yet, we have not be*n informed of the pro
gress and results of the labors of the

the pressing and current business of this term has
been dbpoued of; bat, as the Attorney General of
the Stare has declared, since the remarks of my
brother Allison, at the i&s: torm. that he has no
official connection wnh the commissioners, or with
their proceedings, we are no willing. as was fug
geated by Judge Allison in July last, to allow this
tem to expire without ontoring upon the invest!-

the Chow estate that had been invested hereby

Railroad Company brought down from Manor
Chunk, for tba week ending on Saturday, 3d imt..
13 231 tons of coal, against 13 933 tons for cor
responding week laft year, makir g fnr the season
commencing December Ist, 1860, 454 481 tone of
coal, against 482 280 tons to corresponding time
last year; which is an increase of 2 281 toss o'
eoal. 1.250 tons of pig iron were aiso sent down
the road for the week ending same date.
A very loosely worded paragraph sent from Wash
ington, to inform the publjo of the provisions oi
the new tariff tor, gave to many importers, to-day,
the impression that the new cchednle of duties
was to be applied to goods imported under the old
laws, and now in bond The following Is the sec
tion of the new law which npplles'to snijft goods:
Sic » Anti he it further enacted, That all goods,
wares, and merchandise actually on shipboard and
bound to tbe United States, and all goods, wares
and merchandise on deposit in warehouses or pub
lie stores at the date of the passage of this act,
shall be subject ts pay such duties as are provided
by law before and at the time of the passage ol
this sot: And provided further, That all gooes de
posited in paotio store or bonded warehouse after
this act takes effect and goes into operation, if do
signed for onnsump-.ioa io the United States, must
be withdrawn thereirem, or the du’ics thereon paid
in three months after the same are deposited, and
goods designed for exportation and consumption io
foreign countries may be withdrawn by rhe o-.TOcr
at any time before the miration of three years af
ter the same are deposited, suob goods, if not with
drawn in three years to be regarded as tb tndoneo
to the Government, snd sold under sueh regala
tions as the Secretary of the Treasury may pre
scribe, and the prooeeds paid into the Treasury :
Provided, Thatmerchandise upon which the owner
may have neglected to pay duties within the times
months from the time of its deposit, may be with
drawn and entered for consumption at ‘ any time
within two years of --he time of its deposit upon the
payment of the legal duties with an addition oi
twemy-fi:e per oonlnm thereto : Provided also.
That merchandise upon which duties have been
paid, if exported to a foreign country within three
years, shall ba entitled to return duties, proper
evidense of snob merchandise having been landed
abroad to be furnished to tbe collector by tee im
porter, one per oentnm of such duties to be retd -
ed by the Government

There is nothing new s*ir mg at the Sub Trea
sury to-day. Subscriptions tor moderate amoun-e
of sixty-day and three year notes are daily coming
in, but the large capitalists of the street have not
moved jet.
The liabilities of Clafl'n. Mellen, & Company, it
is now ascertained, are near loor millions, of whieh
about a million is “bank debt.” The surplus ot
the firm is probnb y not over a million and a quar
ter, as on the lit ot January last the yearly state
ment stowed an excess of but two millions.
The Ocean Bank has declared a dividend of three
per cent, payable Atijust 12:h
The old New York Fire and Marine Company
advertise a half yearly dividend of six per ceut.
The ways of raising money by loan or paying for
army and navy supplies, as provided in the $250,-
000 000 loan act and supplementary bill, may be
summed up as follows :
1 A national circulation in treasury notes of
Si $lO and $2O, without interest, payable in spa
sm ou demand, at each points or commercial oen
tres as the Secretary may direct on the faoe of the
nntee
2 Treasury hills payable one year after da'e
and hearing 2 65 per cent., or one oent » day on
thr $lOO, which may be converted into 7 30 on
oent ihreo year bills, at the option of the holder.
3. For temporary loans, say at sixry days or
longer, to two years, 6 per cent, treasury bills,
convertible in a 30 year 8 per eent stock-.
