It is perfectly true, as was well understood by my friends, that i labored zealously, constantly and honestly, down to the last hour, to avert the collision at Fort Sumpter. I had g ood reason to hope that it might be prevented, and adopted the best means to attain the end. Assistant assessors shall go Into every pert of district, and require all persons to deliver written lists of taxable property. 8.
